【摘要】：黨的十八大以來,我國經(jīng)濟(jì)發(fā)展進(jìn)入全面深化改革的攻堅(jiān)期、深水區(qū),將處于或長期處于經(jīng)濟(jì)增長方式轉(zhuǎn)變、結(jié)構(gòu)調(diào)整、增速由高速向中高速轉(zhuǎn)變、投資驅(qū)動向要素驅(qū)動轉(zhuǎn)變的新常態(tài)階段。經(jīng)濟(jì)新常態(tài)背景下,如何更好把握經(jīng)濟(jì)發(fā)展規(guī)律,處理好經(jīng)濟(jì)與其他各要素之間的平衡性,關(guān)乎中國未來經(jīng)濟(jì)社會發(fā)展進(jìn)步。我們要充分認(rèn)識和了解中國在改革開放三十多年來所取得的巨大成就,同時也應(yīng)全面總結(jié)過去發(fā)展的經(jīng)驗(yàn)教訓(xùn),“以史為鏡,可以知興替”。要做到更好運(yùn)用馬克思主義基本原理、基本方法來剖析中國社會發(fā)展的內(nèi)在矛盾,抓住主要矛盾和矛盾的主要方面,充分運(yùn)用中國特色社會主義制度的優(yōu)越性,充分發(fā)揮人民群眾的創(chuàng)造性和政府合理的管控能力,來解決阻礙中國未來發(fā)展的瓶頸和困難。在新階段,我們要加強(qiáng)對協(xié)調(diào)發(fā)展重要性緊迫性的認(rèn)識,在思想上高度重視各方面協(xié)調(diào)發(fā)展,充分利用當(dāng)下發(fā)展環(huán)境的利好,為我國未來社會發(fā)展出力出智。要不斷構(gòu)建完善政府職能轉(zhuǎn)變新常態(tài),加大落實(shí)行政審批權(quán)力下放和監(jiān)管的體系建立,提升政府在經(jīng)濟(jì)社會發(fā)展中的宏觀調(diào)控能力,努力營造公平公正協(xié)調(diào)發(fā)展新環(huán)境。要不斷構(gòu)建創(chuàng)新驅(qū)動新常態(tài),使技術(shù)創(chuàng)新在新階段的發(fā)展中占據(jù)重要位置,以經(jīng)濟(jì)中的技術(shù)創(chuàng)新推動其他方面的創(chuàng)新,加大對創(chuàng)新人才的培養(yǎng)、保障、引領(lǐng),對創(chuàng)新產(chǎn)業(yè)大力扶持等,從而推動經(jīng)濟(jì)社會的協(xié)調(diào)發(fā)展。只有上述各方面的體制機(jī)制建構(gòu)完善,我們在經(jīng)濟(jì)新常態(tài)下的偉大中國夢才有實(shí)現(xiàn)的可能。
[Abstract]:Since the 18th National Congress of the Party, China's economic development has entered a critical period of comprehensive deepening reform. Deep water areas will be in the process of changing the mode of economic growth, structural adjustment, and the rate of growth from high to medium high speed. The new normal stage of investment-driven to factor-driven transformation. Under the background of the new normal state of economy, how to better grasp the law of economic development and deal with the balance between economy and other elements is related to the future economic and social development of China. We should fully understand and understand the great achievements China has made in the past 30 years of reform and opening up, and at the same time, we should sum up the experience and lessons of the past development in an all-round way. It is necessary to make better use of the basic principles and methods of Marxism to analyze the inherent contradictions in the development of Chinese society, to grasp the main contradictions and contradictions, and to make full use of the superiority of the socialist system with Chinese characteristics. Give full play to the creativity of the people and the government's reasonable control ability to solve the bottlenecks and difficulties that hinder the future development of China. In the new stage, we should strengthen the understanding of the importance of coordinated development, attach great importance to the coordinated development of all aspects, make full use of the positive effects of the present development environment, and make great efforts to develop our country's future society. It is necessary to constantly construct and perfect the new normal of government functions, strengthen the establishment of administrative examination and approval decentralization and supervision system, enhance the government's macro-control ability in economic and social development, and strive to create a new environment for fair, just and coordinated development. We should constantly build a new normal driven by innovation, make technological innovation play an important role in the development of the new stage, promote innovation in other fields with technological innovation in the economy, and increase the training, protection, and guidance of innovative talents. To the innovation industry vigorously supports and so on, thus promotes the coordinated development of the economy and society. Only the above-mentioned institutional mechanism is perfect, our great Chinese Dream under the new normal state of economy can be realized.
