【摘要】：國(guó)家發(fā)展五年規(guī)劃是未來(lái)五年國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的宏偉藍(lán)圖,是全國(guó)各族人民共同的行動(dòng)綱領(lǐng),是中國(guó)特色的社會(huì)主義現(xiàn)代化建設(shè)的重要手段。國(guó)家發(fā)展五年規(guī)劃強(qiáng)調(diào)結(jié)合經(jīng)濟(jì)、政治、社會(huì)、文化、生態(tài)"五位一體"的社會(huì)主義現(xiàn)代化建設(shè),提出未來(lái)五年國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的總體戰(zhàn)略,其基本思路和關(guān)鍵方法是將國(guó)家領(lǐng)導(dǎo)人的戰(zhàn)略戰(zhàn)術(shù)思想與公共政策分析方法兩者有機(jī)結(jié)合。國(guó)家發(fā)展五年規(guī)劃的戰(zhàn)略分析理論框架為:背景分析——主題與主線確定——戰(zhàn)略定位與設(shè)計(jì)——戰(zhàn)略實(shí)施。首先,進(jìn)行五年規(guī)劃背景分析,通過(guò)規(guī)劃評(píng)估和發(fā)展診斷,從我國(guó)基本國(guó)情出發(fā),對(duì)國(guó)際國(guó)內(nèi)形勢(shì)作出綜合科學(xué)判斷;同時(shí),分析不同時(shí)期國(guó)家發(fā)展的重大矛盾和重大關(guān)系的階段性特征,把握重點(diǎn)矛盾與矛盾的重點(diǎn)。其次,確定新一輪五年國(guó)家發(fā)展的主題與主線。然后,明確具體的戰(zhàn)略定位,確定指導(dǎo)方針、進(jìn)行戰(zhàn)略目標(biāo)制定和量化指標(biāo)設(shè)計(jì)。最后,確定戰(zhàn)略實(shí)施的重大任務(wù)、政策導(dǎo)向與項(xiàng)目。國(guó)家發(fā)展五年規(guī)劃體現(xiàn)了中國(guó)特色社會(huì)主義現(xiàn)代化發(fā)展道路的獨(dú)特性,是中國(guó)科學(xué)發(fā)展方向、戰(zhàn)略、目標(biāo)、政策之集大成。
[Abstract]:The five-year plan for national development is a grand blueprint for national economic and social development in the next five years, a common programme of action for the people of all ethnic groups in the country, and an important means for the socialist modernization drive with Chinese characteristics. The five-year national development plan emphasizes the socialist modernization drive, which combines economic, political, social, cultural and ecological "five-in-one," and puts forward an overall strategy for national economic and social development in the next five years. The basic thinking and key method is to combine the strategic and tactical thoughts of national leaders with the methods of public policy analysis. The theoretical framework of strategic analysis of national five-year development plan is: background analysis-theme and main line determination-strategic positioning and design-strategic implementation. First of all, carry out a five-year planning background analysis, through planning evaluation and development diagnosis, proceed from the basic conditions of our country, and make a comprehensive scientific judgment on the international and domestic situation; at the same time, This paper analyzes the major contradictions of national development in different periods and the stage characteristics of major relations, and grasps the emphases of key contradictions and contradictions. Second, determine the theme and main line of a new round of five-year national development. Then, clear specific strategic positioning, determine guidelines, strategic goals and quantitative indicators design. Finally, determine the strategic implementation of the major tasks, policy guidance and projects. The five-year plan of national development embodies the uniqueness of the road of socialist modernization with Chinese characteristics, and is a great achievement of China's scientific development direction, strategy, goal and policy.
