【摘要】：黨十八大會議上提到,我國到2020年全面建成小康社會,這是在全面建設(shè)小康社會基礎(chǔ)上提出的順應(yīng)時代要求和人民意愿的新目標(biāo)。河北省地處環(huán)渤海,又處于京津冀一體化發(fā)展的大背景下,其全面小康實現(xiàn)的意義重大。河北省有39個國家貧困縣,貧困縣數(shù)量在全國排名第5,這些嚴(yán)重影響到小康社會的建成進程。在這種背景下,科學(xué)的評價貧困縣全面小康的如期建成問題,準(zhǔn)確把握其發(fā)展現(xiàn)狀和未來發(fā)展方向,同時促進貧困縣脫貧奔小康,具有極其重要的意義。如何促進貧困縣脫貧走上全面小康,這是河北省亟待解決的問題。本文首先對小康社會的起源以及貧困和反貧困理論進行了回顧,通過研究這些理論也為文章的后續(xù)進行打下一個基礎(chǔ)。其次,通過研究國內(nèi)外其他學(xué)者的思想和研究成果,并把握各個貧困縣現(xiàn)狀的基礎(chǔ)上,本文設(shè)計的指標(biāo)涉及經(jīng)濟發(fā)展、人民生活、資源環(huán)境以及科學(xué)教育四大方面共23項指標(biāo)。文章對貧困縣的經(jīng)濟社會發(fā)展情況進行了一定的描述性統(tǒng)計分析,以此來了解貧困縣的發(fā)展現(xiàn)狀和發(fā)展的特點及問題。之后通過熵值法對各個指標(biāo)進行賦權(quán),并得出39個縣的具體的分和排名,以此分析各貧困縣小康社會建設(shè)的程度。最后利用熵值計算結(jié)果對39個貧困縣進行聚類分析,發(fā)現(xiàn)具體的類別和特點,以及貧困縣發(fā)展的障礙所在。在本文最后的一部分綜合全文,對河北省39個國家級貧困縣在未來幾年的發(fā)展提出建議,力求能為河北省貧困縣擺脫貧困現(xiàn)狀以及建成小康社會建言獻策。
[Abstract]:At the 18th National Congress of the Party, it was mentioned that China will build a well-off society in an all-round way by 2020, which is a new goal to comply with the requirements of the times and the will of the people on the basis of building a well-off society in an all-round way. Hebei Province is located in the Bohai Sea and is in the background of the integration of Beijing, Tianjin and Hebei. There are 39 poor counties in Hebei Province, and the number of poor counties ranks 5th in China, which seriously affects the process of building a well-off society. Under this background, it is of great significance to scientifically evaluate the completion of the overall well-off society in poor counties, accurately grasp the present situation and future development direction of the poor counties, and at the same time promote the poverty-stricken counties to escape from poverty to well-off society. How to promote poverty alleviation in poor counties and walk into an overall well-off society is an urgent problem to be solved in Hebei Province. This paper first reviews the origin of the well-off society and the theories of poverty and anti-poverty, and lays a foundation for the follow-up of the article by studying these theories. Secondly, on the basis of studying the thoughts and achievements of other scholars at home and abroad, and grasping the present situation of various poor counties, the indexes designed in this paper involve economic development, people's life, resources and environment, and scientific education. This paper makes a descriptive statistical analysis of the economic and social development of the poor counties in order to understand the present situation, characteristics and problems of the development of the poor counties. After that, each index is empowered by entropy method, and the concrete scores and rankings of 39 counties are obtained, so as to analyze the degree of the construction of well-off society in the poor counties. Finally, 39 poor counties are analyzed by cluster analysis based on the results of entropy calculation, and the specific categories and characteristics are found, and the obstacles to the development of the poor counties are also found. In the last part of this paper, the author gives some suggestions on the development of 39 state-level poor counties in Hebei Province in the next few years, and tries to offer suggestions for Hebei's poverty-stricken counties to get rid of the present situation of poverty and to build a well-off society.
