【摘要】：當前我國正處在產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)優(yōu)化的時期,而當前我國經(jīng)濟發(fā)展中存在的結(jié)構(gòu)性問題仍然很明顯,增長動力結(jié)構(gòu)不合理,城鄉(xiāng)區(qū)域發(fā)展不平衡,農(nóng)業(yè)基礎(chǔ)仍然薄弱,制造業(yè)質(zhì)量不高,服務(wù)業(yè)發(fā)展相對滯后。這些結(jié)構(gòu)性問題制約我國當前的經(jīng)濟發(fā)展。產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整與演變,是主導(dǎo)產(chǎn)業(yè)及以主導(dǎo)產(chǎn)業(yè)為核心的產(chǎn)業(yè)體系不斷更新替代的過程,是隨著社會經(jīng)濟發(fā)展階段的不同而不斷發(fā)生轉(zhuǎn)換的動態(tài)過程,在此過程中,政府始終通過產(chǎn)業(yè)政策等政策工具干預(yù)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整。同時,政府的公共投資行為也對產(chǎn)業(yè)結(jié)構(gòu)產(chǎn)生深刻影響,在這一時期,我們決不能忽視政府公共投資在產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中的重要作用,產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整一方面離不開政府公共投資的積極參與,另一方面如果政府忽視產(chǎn)業(yè)結(jié)構(gòu)的市場變化,而是以行政手段進行公共投資,必然會造成產(chǎn)業(yè)結(jié)構(gòu)的同構(gòu)化。我國每年政府公共投資量巨大,這些政府公共投資對于產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化到底是起到了促進作用還是阻礙作用,影響作用的大小如何,這些問題很有必要進行深入的研究。 本文首先梳理了近年來國內(nèi)外學(xué)者的研究成果,分析了公共投資和產(chǎn)業(yè)結(jié)構(gòu)的理論基礎(chǔ),并在這兩者的基礎(chǔ)上找尋了有關(guān)政府公共投資對產(chǎn)業(yè)結(jié)構(gòu)影響的相關(guān)文獻。其次,在找尋了相關(guān)理論的基礎(chǔ)上,分析了影響政府公共投資的因素及影響產(chǎn)業(yè)結(jié)構(gòu)的因素。從宏觀角度介紹了公共投資和產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展歷程,分別分析了我國公共投資和產(chǎn)業(yè)結(jié)構(gòu)發(fā)展過程和現(xiàn)狀及國外公共投資和產(chǎn)業(yè)結(jié)構(gòu)變遷的歷程,通過國內(nèi)外及我國不同時期的對比分析,找出我國當前政府公共投資和產(chǎn)業(yè)結(jié)構(gòu)當前各自存在的問題；運用計量經(jīng)濟的方法研究公共投資對產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的影響,實證部分主要是運用協(xié)整分析、誤差修正模型、脈沖響應(yīng)函數(shù)和方差分解計量分析工具,對我國公共投資與宏觀經(jīng)濟結(jié)構(gòu)的關(guān)系進行了短期和長期的實證研究,通過實證結(jié)果發(fā)現(xiàn)了政府公共投資對于不同產(chǎn)業(yè)有著不同的影響作用,這些作用有些是短期比較明顯,有些是長期比較明顯。
[Abstract]:At present, China is in the period of industrial restructuring and industrial optimization, and the structural problems existing in China's economic development are still obvious, such as unreasonable growth dynamic structure, unbalanced development between urban and rural areas, weak agricultural foundation, low quality of manufacturing industry, and relatively backward development of service industry. Current economic development. The adjustment and evolution of industrial structure is a process of continuous renewal and substitution of the leading industry and the industrial system with the leading industry as the core. It is a dynamic process of continuous transformation with the different stages of social and economic development. In this process, the government has always intervened in the industrial structure through industrial policies and other policy tools. At the same time, the government's public investment behavior also has a profound impact on the industrial structure. In this period, we must not ignore the important role of government's public investment in the adjustment of industrial structure. On the one hand, the adjustment of industrial structure can not be separated from the active participation of government's public investment, on the other hand, if the government ignores the market of industrial structure. The amount of government public investment in China is huge every year. Whether these government public investment has played a role in promoting or hindering the optimization of industrial structure, and how much the impact is, these problems need to be studied in depth. Study.
Firstly, this paper combs the research results of scholars at home and abroad in recent years, analyzes the theoretical basis of public investment and industrial structure, and finds the relevant literature on the impact of government public investment on industrial structure on the basis of the two. Secondly, on the basis of searching for the relevant theories, this paper analyzes the factors affecting government public investment and the impact of government public investment on industrial structure. This paper introduces the development course of public investment and industrial structure from the macroscopic point of view, analyzes the development process and present situation of public investment and industrial structure in China and the course of changes of foreign public investment and industrial structure respectively, and finds out the current government public in China through the comparative analysis of domestic and foreign countries and different periods in China. This paper studies the impact of public investment on the adjustment of industrial structure by econometric method, and the empirical part mainly uses cointegration analysis, error correction model, impulse response function and variance decomposition econometric analysis tools to analyze the relationship between public investment and macroeconomic structure. Short-term and long-term empirical studies show that government public investment has different effects on different industries, some of which are more obvious in the short term and some are more obvious in the long term.
