【摘要】：隨著北京都市圈內(nèi)產(chǎn)業(yè)升級(jí)與外溢，河北省在緊鄰北京市的涿州市提出建設(shè)新興產(chǎn)業(yè)示范區(qū)，承接相關(guān)產(chǎn)業(yè)，發(fā)展高新產(chǎn)業(yè)，實(shí)現(xiàn)跨越式發(fā)展，帶動(dòng)省內(nèi)的產(chǎn)業(yè)、經(jīng)濟(jì)與社會(huì)發(fā)展。涿州新興產(chǎn)業(yè)示范區(qū)范圍涉及幾個(gè)行政片區(qū)，通過(guò)整合各片區(qū)的現(xiàn)狀用地、與各片區(qū)的用地規(guī)劃，制定完整的示范區(qū)規(guī)劃方案以滿足地區(qū)內(nèi)新興產(chǎn)業(yè)集聚和城市片區(qū)發(fā)展。本研究以依托《涿州新興產(chǎn)業(yè)示范區(qū)概念性總體規(guī)劃》項(xiàng)目，通過(guò)分析涿州新興產(chǎn)業(yè)示范區(qū)規(guī)劃過(guò)程中面臨的相關(guān)問(wèn)題，提出相應(yīng)的規(guī)劃措施。 論文在梳理現(xiàn)有的工業(yè)園區(qū)發(fā)展相關(guān)理論與實(shí)踐基礎(chǔ)上，從產(chǎn)業(yè)發(fā)展定位、規(guī)劃布局結(jié)構(gòu)兩個(gè)方面展開(kāi)研究。在產(chǎn)業(yè)發(fā)展定位方面，論文通過(guò)分析涿州市現(xiàn)狀發(fā)展第二產(chǎn)業(yè)的必要性，北京都市圈和環(huán)北京都市圈對(duì)涿州市的縱向影響，以及涿州市與周邊相同等級(jí)縣市的橫向比較，同時(shí)根據(jù)上位規(guī)劃和政府對(duì)涿州市產(chǎn)業(yè)發(fā)展的指導(dǎo)建議，提出涿州新興產(chǎn)業(yè)示范區(qū)以“新一代信息技術(shù)、新材料、節(jié)能環(huán)保”為主導(dǎo)的產(chǎn)業(yè)發(fā)展定位。在規(guī)劃空間結(jié)構(gòu)方面，根據(jù)涿州新興產(chǎn)業(yè)示范區(qū)的產(chǎn)業(yè)發(fā)展定位，結(jié)合上位規(guī)劃對(duì)示范區(qū)內(nèi)各行政片區(qū)的規(guī)劃用地功能要求、示范區(qū)的用地自然條件、對(duì)上位規(guī)劃的用地調(diào)整策略，，提出“一廊四區(qū)”的示范區(qū)規(guī)劃結(jié)構(gòu)。 本論文是基于總體規(guī)劃層面的涿州新興產(chǎn)業(yè)示范區(qū)規(guī)劃研究，因此離具體的實(shí)施規(guī)劃尚有一定距離，有待下位規(guī)劃與后續(xù)研究進(jìn)一步完善。
[Abstract]:With the upgrading and spillover of industries in Beijing's metropolitan area, Hebei Province, in Zhuozhou City, next to Beijing, has proposed to build a demonstration zone for emerging industries, to undertake related industries, to develop high-tech industries, to realize leap-forward development, and to promote industries in the province. Economic and social development The scope of Zhuozhou emerging industry demonstration zone involves several administrative regions. By integrating the present situation land of each region and planning the land use of each region, a complete plan of demonstration zone planning is formulated to meet the needs of the new industry agglomeration and the development of the urban area in the region. Based on the project of "the conceptual master plan of Zhuozhou emerging industry demonstration zone", this study puts forward the corresponding planning measures by analyzing the related problems in the planning process of Zhuozhou emerging industry demonstration zone. On the basis of combing the existing theory and practice of industrial park development, this paper studies the orientation of industrial development and the layout structure of industrial park. In terms of industrial development orientation, the paper analyzes the necessity of developing secondary industry in Zhuozhou, the vertical influence of Beijing Metropolitan Circle and Beijing Metropolitan Circle on Zhuozhou City, and the horizontal comparison between Zhuozhou City and surrounding counties and cities of the same level. At the same time, according to the superior plan and the guidance suggestion of the government to Zhuozhou's industry development, this paper puts forward the industrial development orientation of Zhuozhou's new industry demonstration area which is dominated by "new generation information technology, new material, energy saving and environmental protection". In the aspect of planning spatial structure, according to the industrial development orientation of Zhuozhou emerging industry demonstration area, combined with the upper planning requirements for the planning land function of each administrative area in the demonstration area, the natural conditions of the demonstration area land use. The planning structure of "one corridor and four districts" is put forward for the land use adjustment strategy of upper planning. This paper is based on the overall planning level of Zhuozhou emerging industry demonstration area planning research, so there is still a certain distance from the specific implementation of the planning, to be further improved the lower planning and follow-up research.
