【摘要】：近年來,氣候變暖問題引起了國際社會的廣泛關(guān)注,為了解決氣候問題,維持社會、經(jīng)濟(jì)的可持續(xù)發(fā)展,低碳經(jīng)濟(jì)開始興起。城市是低碳經(jīng)濟(jì)發(fā)展的載體,本文從城市的角度研究長春市低碳經(jīng)濟(jì)的發(fā)展。 本文首先概括了低碳經(jīng)濟(jì)的相關(guān)理論和研究成果,重點對本文使用的碳排放測算、因素分解方法進(jìn)行了闡述,調(diào)查了目前長春市低碳經(jīng)濟(jì)取得的成果和面臨的問題。其次,對長春市2000年到2011年的碳排放量進(jìn)行了測算,并運用kaya恒等式對影響長春市碳排放量的因素進(jìn)行了分解,再運用LMDI因素分解法對各個因素進(jìn)行了具體分析,得出了長春市碳排放主要驅(qū)動因素是經(jīng)濟(jì)增長,主要抑制因素是能源強度。再次,對長春市短期內(nèi)的碳排放和經(jīng)濟(jì)增長做了脫鉤分析,發(fā)現(xiàn)二者的變化趨勢并不完全一致,這說明低碳政策的有效性,長春可以通過實施適當(dāng)?shù)慕?jīng)濟(jì)財政政策控制碳排放量。最后,針對長春市的具體情況提出了長春市發(fā)展低碳經(jīng)濟(jì)要從降低能源強度,優(yōu)化能源結(jié)構(gòu)和調(diào)整產(chǎn)業(yè)結(jié)構(gòu)三個方面入手,并提出了具體的建議。
[Abstract]:In recent years, the problem of climate warming has aroused the widespread concern of the international community. In order to solve the problem of climate, maintain the sustainable development of society and economy, low-carbon economy began to rise. City is the carrier of low-carbon economy. This paper studies the development of low-carbon economy in Changchun from the angle of city. This paper first summarizes the relevant theories and research results of low-carbon economy, focuses on the carbon emissions measurement and factor decomposition methods used in this paper, and investigates the achievements and problems faced by the low-carbon economy in Changchun. Secondly, the carbon emissions of Changchun from 2000 to 2011 are measured, and the factors affecting the carbon emissions in Changchun are decomposed by using kaya identity, and then the factors are analyzed concretely by LMDI factorization. It is concluded that the main driving factor of carbon emission in Changchun is economic growth and the main restraining factor is energy intensity. Thirdly, the decoupling analysis of carbon emissions and economic growth in Changchun City in the short term shows that the change trend of the two is not completely consistent, which shows the effectiveness of low-carbon policy. Changchun can control carbon emissions by implementing appropriate economic and fiscal policies. Finally, aiming at the specific situation of Changchun, the paper puts forward that Changchun should start with reducing energy intensity, optimizing energy structure and adjusting industrial structure in order to develop low-carbon economy in Changchun, and puts forward some concrete suggestions.
