【摘要】：地區(qū)經(jīng)濟(jì)的發(fā)展在很大程度上是由吸收和利用外資的規(guī)模和數(shù)量決定的，而吸收和利用外資的規(guī)模和數(shù)量則取決于地區(qū)投資環(huán)境的優(yōu)劣。因此，有必要對(duì)地區(qū)投資環(huán)境進(jìn)行評(píng)價(jià)分析，來發(fā)現(xiàn)其優(yōu)勢和劣勢，然后進(jìn)行優(yōu)化。基于此，，文章將運(yùn)用定性和定量相結(jié)合的方法來對(duì)江西省的投資環(huán)境進(jìn)行評(píng)價(jià)，進(jìn)而為優(yōu)化江西省當(dāng)前的投資環(huán)境提供依據(jù)。 首先，對(duì)投資環(huán)境的國內(nèi)外研究成果、概念、構(gòu)成要素、理論基礎(chǔ)進(jìn)行了介紹，并且對(duì)投資環(huán)境評(píng)價(jià)方法進(jìn)行了歸納，以此為依據(jù)確定了江西省投資環(huán)境評(píng)價(jià)的方法。 其次，運(yùn)用軟硬環(huán)境分析法對(duì)江西省投資環(huán)境現(xiàn)狀進(jìn)行分析研究，江西省投資硬環(huán)境包括地區(qū)自然地理、資源環(huán)境和基礎(chǔ)設(shè)施三個(gè)方面，投資軟環(huán)境包括地區(qū)的經(jīng)濟(jì)環(huán)境、政策和法制環(huán)境、社會(huì)環(huán)境、生態(tài)環(huán)境。 再次，運(yùn)用統(tǒng)計(jì)分析方法對(duì)江西省投資環(huán)境進(jìn)行定量分析。根據(jù)指標(biāo)構(gòu)建的原則、江西省投資環(huán)境現(xiàn)狀、現(xiàn)有文獻(xiàn)構(gòu)建了由6個(gè)一級(jí)指標(biāo)、17個(gè)二級(jí)指標(biāo)、36個(gè)三級(jí)指標(biāo)構(gòu)成的江西省投資環(huán)境評(píng)價(jià)指標(biāo)體系；文章先運(yùn)用主成分分析和雷達(dá)圖對(duì)中部六省的投資環(huán)境進(jìn)行評(píng)價(jià)分析，以便從水平角度對(duì)江西省投資環(huán)境進(jìn)行分析，結(jié)果顯示江西省在基礎(chǔ)設(shè)施、經(jīng)濟(jì)發(fā)展、科技教育、社會(huì)文化等方面處于中部六省中下水平，在生態(tài)環(huán)境、自然資源環(huán)境、政策及法制環(huán)境、人力資源方面處于中部六省較好位置；然后運(yùn)用主成分分析和聚類分析的方法對(duì)江西省各個(gè)地級(jí)市投資環(huán)境進(jìn)行了綜合分析，通過實(shí)證分析，把江西省11個(gè)地級(jí)市的投資環(huán)境分為4類，江西省各地級(jí)市投資環(huán)境的質(zhì)量差距較大。 最后，文章總結(jié)了當(dāng)前江西省投資環(huán)境存在的不足，據(jù)此提出了江西省總體投資環(huán)境的優(yōu)化建議和江西省投資環(huán)境的分類優(yōu)化建議，這些政策建議基本上涵蓋了江西省經(jīng)濟(jì)發(fā)展、科技教育、社會(huì)文化、基礎(chǔ)設(shè)施的主要方面。
[Abstract]:To a great extent, the development of regional economy is determined by the scale and quantity of absorbing and utilizing foreign capital, and the scale and quantity of absorbing and utilizing foreign capital depends on the advantages and disadvantages of the regional investment environment. Therefore, it is necessary to evaluate and analyze the regional investment environment to find its advantages and disadvantages, and then optimize it. Based on this, the paper will use qualitative and quantitative methods to evaluate the investment environment of Jiangxi Province, and then provide the basis for optimizing the current investment environment of Jiangxi Province. First of all, the paper introduces the domestic and foreign research achievements, concepts, elements and theoretical basis of investment environment, and summarizes the methods of investment environment evaluation, based on which the methods of investment environment evaluation in Jiangxi Province are determined. Secondly, the present situation of investment environment in Jiangxi Province is analyzed by using the method of soft and hard environment analysis. The investment and hard environment in Jiangxi Province includes three aspects: regional natural geography, resource environment and infrastructure, and the investment soft environment includes the regional economic environment. Policy and legal environment, social environment, ecological environment. Thirdly, quantitative analysis of investment environment in Jiangxi Province is carried out by using statistical analysis method. According to the principle of index construction, the present situation of investment environment in Jiangxi Province, the existing literature has constructed the evaluation index system of investment environment of Jiangxi Province, which is composed of 6 primary indexes, 17 second-class indexes and 36 third-level indexes. In this paper, the principal component analysis and radar map are used to evaluate the investment environment of six central provinces in order to analyze the investment environment of Jiangxi Province from a horizontal point of view. The results show that Jiangxi Province is developing in infrastructure, economic development, science and technology education. The social culture is in the middle and lower level of the six central provinces, the ecological environment, natural resources environment, policy and legal environment, human resources in the six central provinces better position; Then, by using principal component analysis and cluster analysis, the investment environment of each prefecture-level city in Jiangxi Province is comprehensively analyzed. Through empirical analysis, the investment environment of 11 prefecture-level cities in Jiangxi Province is divided into four categories. Jiangxi Province each prefectural level city investment environment the quality disparity is big. Finally, the paper summarizes the shortcomings of the present investment environment in Jiangxi Province, and puts forward the suggestions for optimization of the overall investment environment and the classification optimization of the investment environment in Jiangxi Province. These policy recommendations basically cover the major aspects of Jiangxi's economic development, science and technology education, social culture, and infrastructure.
