馬尾區(qū)政府推動產(chǎn)業(yè)轉(zhuǎn)型升級研究

【摘要】：黨的十八大報告提出,以科學(xué)發(fā)展為主題,以加快轉(zhuǎn)變經(jīng)濟發(fā)展方式為主線,是關(guān)系我國發(fā)展全局的戰(zhàn)略抉擇。從目前我國很多地區(qū)的實際情況來看,產(chǎn)業(yè)經(jīng)濟仍然是經(jīng)濟發(fā)展的支柱。加快產(chǎn)業(yè)轉(zhuǎn)型升級的步伐是我國實現(xiàn)經(jīng)濟發(fā)展方式轉(zhuǎn)變的關(guān)鍵環(huán)節(jié),也是應(yīng)對國內(nèi)外經(jīng)濟環(huán)境變化的戰(zhàn)略選擇。 推動產(chǎn)業(yè)轉(zhuǎn)型升級,必須處理好政府和市場的關(guān)系,要發(fā)揮市場機制在資源配置等方面的積極作用,更要充分發(fā)揮政府的作用。黨的十八屆三中全會公報指出,科學(xué)的宏觀調(diào)控,有效的政府治理,是發(fā)揮社會主義市場經(jīng)濟體制優(yōu)勢的內(nèi)在要求。必須切實轉(zhuǎn)變政府職能,深化行政體制改革,創(chuàng)新行政管理方式,增強政府公信力和執(zhí)行力,建設(shè)法治政府和服務(wù)型政府。要健全宏觀調(diào)控體系,全面正確履行政府職能,優(yōu)化政府組織結(jié)構(gòu),提高科學(xué)管理水平。 本文以市場失靈理論、制度創(chuàng)新理論、新公共管理理論、產(chǎn)業(yè)結(jié)構(gòu)理論等為依據(jù),利用文獻(xiàn)研究、社會調(diào)查、數(shù)據(jù)分析等研究方法,首先對政府介入產(chǎn)業(yè)轉(zhuǎn)型升級的必要性,推動產(chǎn)業(yè)轉(zhuǎn)型升級需處理的幾方面關(guān)系以及發(fā)揮的具體職能等問題進(jìn)行闡述。其次,針對福州市馬尾區(qū)當(dāng)前的產(chǎn)業(yè)轉(zhuǎn)型升級情況進(jìn)行定位,并重點就政府推動產(chǎn)業(yè)轉(zhuǎn)型升級所取得的成效和存在的不足進(jìn)行分析。進(jìn)而,就馬尾區(qū)產(chǎn)業(yè)轉(zhuǎn)型升級所擁有的優(yōu)勢、劣勢和面臨的機遇、挑戰(zhàn)進(jìn)行SWOT分析,并基于SWOT矩陣分析而得出馬尾區(qū)應(yīng)該選擇的戰(zhàn)略。最后,在對美國、英國、日本以及臺灣、廣東、無錫等國家和地區(qū)的先進(jìn)經(jīng)驗進(jìn)行研究后,就共性的規(guī)律進(jìn)行總結(jié),并在此基礎(chǔ)上提出馬尾區(qū)政府推動產(chǎn)業(yè)轉(zhuǎn)型升級的策略。 本文認(rèn)為,當(dāng)前我國市場機制還不完備,政府在推動產(chǎn)業(yè)轉(zhuǎn)型升級中的推動作用非常關(guān)鍵。馬尾區(qū)的產(chǎn)業(yè)雖然有一定的發(fā)展基礎(chǔ),但近幾年來存在較多問題,轉(zhuǎn)型升級的要求非常迫切。通過SWOT矩陣分析發(fā)現(xiàn),馬尾區(qū)產(chǎn)業(yè)轉(zhuǎn)型升級面臨的優(yōu)勢和機遇仍大于劣勢和挑戰(zhàn),馬尾區(qū)政府應(yīng)該采取增長型戰(zhàn)略和扭轉(zhuǎn)型戰(zhàn)略相結(jié)合的發(fā)展戰(zhàn)略,最大程度地發(fā)揮優(yōu)勢、把握機遇、彌補劣勢和應(yīng)對挑戰(zhàn),從創(chuàng)新工作機制、出臺產(chǎn)業(yè)政策、推動科技創(chuàng)新、構(gòu)建新型產(chǎn)業(yè)體系、優(yōu)化產(chǎn)業(yè)布局、提升公共服務(wù)等方面入手推動產(chǎn)業(yè)轉(zhuǎn)型升級。
[Abstract]:According to the report of the 18th National Congress of the Communist Party of China, taking scientific development as the theme and speeding up the transformation of the mode of economic development as the main line is a strategic choice related to the overall situation of our country's development. Judging from the actual situation in many areas of our country, the industrial economy is still the pillar of economic development. Accelerating the pace of industrial transformation and upgrading is the key link to realize the transformation of economic development mode in China, and is also the strategic choice to cope with the changes of economic environment at home and abroad. In order to promote the industrial transformation and upgrade, we must deal with the relationship between the government and the market, give play to the positive role of the market mechanism in the allocation of resources, and give full play to the role of the government. The communique of the third Plenary session of the 18th CPC Central Committee pointed out that scientific macro-control and effective government governance are the inherent requirements for giving full play to the advantages of the socialist market economy system. It is necessary to transform the functions of the government, deepen the reform of the administrative system, innovate the mode of administration, strengthen the credibility and executive power of the government, and build a government ruled by law and a service-oriented government. We should perfect the macro-control system, carry out the government function correctly, optimize the government organization structure and raise the level of scientific management. Based on the theory of market failure, the theory of system innovation, the theory of new public management, the theory of industrial structure, and the methods of literature research, social investigation and data analysis, this paper first analyzes the necessity of government intervention in industrial transformation and upgrading. To promote the industrial transformation and upgrading of several aspects of the relationship to be dealt with as well as the specific functions and other issues to be elaborated. Secondly, aiming at the current situation of industrial transformation and upgrading in Mawei District, Fuzhou City, the paper focuses on the analysis of the achievements and shortcomings of the government in promoting the industrial transformation and upgrading. Then, the paper analyzes the advantages, disadvantages, opportunities and challenges of industrial transformation and upgrading in Masson area by SWOT analysis, and based on the analysis of SWOT matrix, concludes the strategy that should be chosen in Masson region. Finally, after studying the advanced experiences of the United States, Britain, Japan, Taiwan, Guangdong, Wuxi and other countries and regions, this paper summarizes the common law, and puts forward the strategy of promoting the industrial transformation and upgrading by the government of Masson District on the basis of the study of the advanced experience of the United States, Britain, Japan, Taiwan, Guangdong, Wuxi and other countries and regions. This paper holds that the market mechanism of our country is not perfect at present, and the government plays a key role in promoting the industrial transformation and upgrading. Although there is a certain foundation for the development of the industry in Masson area, there are many problems in recent years, and the requirement of transformation and upgrading is very urgent. Through the analysis of SWOT matrix, it is found that the advantages and opportunities of the industrial transformation and upgrading in Masson are still greater than those of the disadvantages and challenges, and the development strategy of the growth strategy and the twisting strategy should be adopted by the government of the region to give full play to its advantages. To grasp the opportunity, to make up for the disadvantage and to deal with the challenge, we should promote the industrial transformation and upgrading from the aspects of innovating the working mechanism, introducing industrial policies, promoting scientific and technological innovation, constructing a new industrial system, optimizing the industrial layout, and promoting public services.
