【摘要】：經(jīng)濟(jì)全球化和區(qū)域一體化是當(dāng)今世界經(jīng)濟(jì)發(fā)展的兩大趨勢(shì)已經(jīng)成為了共識(shí)，區(qū)域間的合作可以很有效的促進(jìn)區(qū)域的整體發(fā)展也已經(jīng)被諸多實(shí)例證明是可行和真實(shí)有效的。區(qū)域內(nèi)部政府間的合作也越來越被關(guān)注和研究，良好的地方政府間合作可以有效的促進(jìn)區(qū)域經(jīng)濟(jì)的協(xié)調(diào)共贏。中原經(jīng)濟(jì)區(qū)是在國家明確的長江三角洲、珠江三角洲、京津冀都市經(jīng)濟(jì)圈等區(qū)域經(jīng)濟(jì)體后，我國政府竭力打造的以促進(jìn)中部崛起為目的的重要經(jīng)濟(jì)區(qū)域。同時(shí),中原經(jīng)濟(jì)區(qū)是幾個(gè)經(jīng)濟(jì)區(qū)中涵蓋行政片區(qū)最多的區(qū)域合作經(jīng)濟(jì)體,中原經(jīng)濟(jì)區(qū)內(nèi)部地方政府間合作機(jī)制的完善與有效運(yùn)轉(zhuǎn)，，自然就成為了中原經(jīng)濟(jì)區(qū)建設(shè)中需要認(rèn)真探討的重要課題。由于中原經(jīng)濟(jì)區(qū)的提出較晚，學(xué)術(shù)界對(duì)于該區(qū)域的具體研究還不是很豐富，特別是對(duì)該區(qū)域的地方政府間合作機(jī)制的研究不多，因此本文的研究具有一定的理論意義和實(shí)踐價(jià)值。 本文依據(jù)國內(nèi)外區(qū)域管理理論和政府合作的相關(guān)理論，運(yùn)用歷史文獻(xiàn)分析法、系統(tǒng)分析法和理論實(shí)踐相結(jié)合法，結(jié)合中原經(jīng)濟(jì)區(qū)發(fā)展概況和相關(guān)政府間合作的成果，構(gòu)建了中原經(jīng)濟(jì)區(qū)良好政府間合作機(jī)制的四個(gè)部分，即區(qū)域信息共享機(jī)制、區(qū)域政策協(xié)商機(jī)制、區(qū)域利益協(xié)調(diào)機(jī)制、區(qū)域合作監(jiān)督約束機(jī)制。本文共分為六個(gè)部分，第一部分對(duì)本論文選題背景，對(duì)國內(nèi)外研究綜述，研究方法和理論工具，以及創(chuàng)新點(diǎn)等四個(gè)方面進(jìn)行闡述；第二部分對(duì)中原經(jīng)濟(jì)區(qū)和政府合作機(jī)制等相關(guān)概念進(jìn)行綜合的概述；第三部分構(gòu)建了中原經(jīng)濟(jì)區(qū)應(yīng)該具備的四個(gè)區(qū)域合作機(jī)制；第四部分深入分析了中原經(jīng)濟(jì)區(qū)地方政府合作機(jī)制目前發(fā)展的現(xiàn)狀以及機(jī)制運(yùn)行中存在的問題；第五部分總結(jié)分析了政府合作機(jī)制中存在問題的相關(guān)原因；第六部分針對(duì)中原經(jīng)濟(jì)區(qū)地方政府在合作過程中存在的問題提出了可行性解決措施和建議。
[Abstract]:Economic globalization and regional integration are the two major trends of economic development in the world today. The cooperation between regions can effectively promote the overall development of the region, which has been proved to be feasible and effective by many examples. Regional inter-governmental cooperation has also been paid more and more attention and research. Good local government cooperation can effectively promote regional economic coordination and win-win. The Central Plains Economic Zone is an important economic region with the aim of promoting the rise of the Central China after the definite regional economies such as the Yangtze River Delta, the Pearl River Delta and the Beijing-Tianjin-Hebei Metropolitan Economic Circle. At the same time, the Central Plains Economic Zone is the regional cooperative economy that covers the most administrative areas in several economic zones. The local government cooperation mechanism within the Central Plains Economic Zone is perfect and effectively operated. Nature has become an important subject in the construction of Central Plains Economic Zone. Due to the late proposal of the Central Plains Economic Zone, the specific research on the region in academic circles is not very rich, especially on the local intergovernmental cooperation mechanism in the region. Therefore, the study of this paper has certain theoretical significance and practical value. Based on the theory of regional management at home and abroad and relevant theories of government cooperation, this paper applies the method of historical literature analysis, system analysis and theory and practice, combined with the development of the Central Plains Economic Zone and the results of relevant intergovernmental cooperation. Four parts of the good inter-governmental cooperation mechanism of the Central Plains Economic Zone are constructed, that is, the regional information sharing mechanism, the regional policy consultation mechanism, the regional interest coordination mechanism, the regional cooperation supervision and restraint mechanism. This paper is divided into six parts. In the first part, the background of this paper, the domestic and foreign research overview, research methods and theoretical tools, as well as innovation points are described. The second part of the Central Plains Economic Zone and the government cooperation mechanism and other related concepts are summarized, the third part of the Central Plains Economic Zone should have four regional cooperation mechanisms; The fourth part deeply analyzes the current situation of the local government cooperation mechanism in the Central Plains Economic Zone and the problems existing in the mechanism operation, the fifth part summarizes and analyzes the relevant reasons for the problems in the government cooperation mechanism. In the sixth part, the author puts forward some feasible measures and suggestions to solve the problems existing in the cooperation process of the local governments in the Central Plains Economic Zone.
