【摘要】：區(qū)域綠色經(jīng)濟的發(fā)展,離不開綠色創(chuàng)新的驅(qū)動。綠色創(chuàng)新不斷拓展新綠色經(jīng)濟增長點,為區(qū)域綠色經(jīng)濟發(fā)展提供不竭動力。綠色創(chuàng)新是將環(huán)境友好原則整合在創(chuàng)新全過程的發(fā)明創(chuàng)造,綠色創(chuàng)新及其成果的應(yīng)用,一方面有利于傳統(tǒng)技術(shù)的改造與升級,降低原有技術(shù)對環(huán)境的危害,另一方面有利于在促進經(jīng)濟發(fā)展的同時,不給環(huán)境造成額外的負(fù)擔(dān)。區(qū)域綠色創(chuàng)新是區(qū)域內(nèi)創(chuàng)新主體與外部環(huán)境相互作用的產(chǎn)物,這些相互作用包括線性和非線性的相互作用�；诰G色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)是對傳統(tǒng)區(qū)域創(chuàng)新生態(tài)系統(tǒng)的轉(zhuǎn)變和發(fā)展,是推動綠色創(chuàng)新的重要方式�；诰G色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)是綠色經(jīng)濟與區(qū)域創(chuàng)新生態(tài)系統(tǒng)的結(jié)合,為傳統(tǒng)區(qū)域創(chuàng)新生態(tài)系統(tǒng)的轉(zhuǎn)變與發(fā)展提供了價值導(dǎo)向。已有學(xué)者研究和揭示綠色經(jīng)濟、區(qū)域創(chuàng)新系統(tǒng)、區(qū)域創(chuàng)新生態(tài)系統(tǒng)的內(nèi)涵和外延,但是還未有學(xué)者從綠色經(jīng)濟的角度來研究區(qū)域創(chuàng)新生態(tài)系統(tǒng)。本文借鑒以往學(xué)者的研究經(jīng)驗和成果,分析了基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)結(jié)構(gòu)與功能,對基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)的形成、運行與演化一般過程與基本特征進行分析,提出基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)的政策體系,為構(gòu)建與提升基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)提供借鑒。本文主要創(chuàng)新點在于： (1)分析了基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)結(jié)構(gòu)與功能。本文從生態(tài)學(xué)視角,分析了基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)研究的含義與特征。在以往學(xué)者研究成果的基礎(chǔ)上,提出了基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)的構(gòu)成要素、結(jié)構(gòu)與功能。 (2)分析了基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)的形成過程、運行機制與演化規(guī)律。首先,對系統(tǒng)的形成進行研究,通過分析系統(tǒng)形成的條件、創(chuàng)新主體的成長、創(chuàng)新群落及創(chuàng)新生態(tài)網(wǎng)絡(luò)的形成、創(chuàng)新資源的集聚與流動,探討了系統(tǒng)的形成條件與過程；其次,對系統(tǒng)運行進行研究,通過分析系統(tǒng)的動力機制、新陳代謝機制、保障機制,探討了各種機制在系統(tǒng)運行中的作用,并通過實證研究,對基于綠色經(jīng)濟的我國各區(qū)域創(chuàng)新生態(tài)系統(tǒng)運行效率進行分析,并提出相應(yīng)對策建議；最后,對系統(tǒng)的演化進行研究,通過分析系統(tǒng)演化的一般過程與普遍規(guī)律,探討了基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)的演化特點與規(guī)律,構(gòu)建演化博弈模型分析創(chuàng)新主體綠色創(chuàng)新行為的演化特征與穩(wěn)定策略均衡,并提出相應(yīng)對策建議。 (3)提出了基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)的政策體系。在對系統(tǒng)的形成過程、運行機制、演化規(guī)律研究的基礎(chǔ)上,構(gòu)建了基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)的政策保障體系,包括系統(tǒng)形成、運行、演化的基礎(chǔ)、保障、引導(dǎo)政策體系,增強政策的針對性、準(zhǔn)確性與可操作性,為構(gòu)建與提升基于綠色經(jīng)濟的區(qū)域創(chuàng)新生態(tài)系統(tǒng)提供政策支持。
[Abstract]:The development of regional green economy cannot leave the drive of green innovation. The green innovation expands the new green economy growth point unceasingly, provides the inexhaustible power for the regional green economy development. Green innovation is the invention and creation of integrating the principle of environmental friendliness in the whole process of innovation, and the application of green innovation and its achievements. On the one hand, it is advantageous to the transformation and upgrading of traditional technology and reduces the harm of the original technology to the environment. On the other hand, it helps to promote economic development without imposing an additional burden on the environment. Regional green innovation is the product of the interaction between regional innovation agents and external environment. These interactions include linear and nonlinear interactions. The regional innovation ecosystem based on green economy is the transformation and development of traditional regional innovation ecosystem and an important way to promote green innovation. The regional innovation ecosystem based on green economy is the combination of green economy and regional innovation ecosystem, which provides the value orientation for the transformation and development of traditional regional innovation ecosystem. Some scholars have studied and revealed the connotation and extension of green economy, regional innovation system and regional innovation ecosystem, but no scholars have studied regional innovation ecosystem from the angle of green economy. This paper analyzes the structure and function of regional innovation ecosystem based on green economy, and analyzes the formation of regional innovation ecosystem based on green economy. The general process and basic characteristics of operation and evolution are analyzed, and the policy system of regional innovation ecosystem based on green economy is put forward, which provides a reference for the construction and promotion of regional innovation ecosystem based on green economy. The main innovations of this paper are as follows: (1) the structure and function of regional innovation ecosystem based on green economy are analyzed. From the perspective of ecology, this paper analyzes the meaning and characteristics of regional innovation ecosystem research based on green economy. On the basis of previous scholars' research results, this paper puts forward the elements, structure and function of regional innovation ecosystem based on green economy. (2) the forming process of regional innovation ecosystem based on green economy is analyzed. Operation mechanism and evolution law. First of all, the formation of the system is studied. By analyzing the conditions of the system formation, the growth of the innovation subject, the formation of the innovation community and the innovation ecological network, the agglomeration and flow of the innovative resources, the formation conditions and processes of the system are discussed. By analyzing the dynamic mechanism, metabolism mechanism and safeguard mechanism of the system, the function of various mechanisms in the operation of the system is discussed, and the empirical research is carried out. This paper analyzes the operational efficiency of regional innovation ecosystem in China based on green economy, and puts forward the corresponding countermeasures and suggestions. Finally, it studies the evolution of the system, and analyzes the general process and general law of the evolution of the system. The evolution characteristics and rules of regional innovation ecosystem based on green economy are discussed, and the evolutionary game model is constructed to analyze the equilibrium between evolution characteristics and stable strategies of green innovation behavior of innovation agents. The corresponding countermeasures and suggestions are put forward. (3) the policy system of regional innovation ecosystem based on green economy is put forward. On the basis of the research on the forming process, operating mechanism and evolution law of the system, the policy guarantee system of the regional innovation ecosystem based on green economy is constructed, including the foundation of system formation, operation and evolution, and the guarantee. Guiding the policy system, enhancing the pertinence, accuracy and maneuverability of the policy, providing policy support for the construction and promotion of regional innovation ecosystem based on green economy.
