【摘要】：公共基礎(chǔ)設(shè)施作為公共產(chǎn)品,是社會(huì)經(jīng)濟(jì)發(fā)展的物質(zhì)基礎(chǔ)結(jié)構(gòu),不論對(duì)經(jīng)濟(jì)的增長(zhǎng)與持續(xù)發(fā)展,還是對(duì)人們的生產(chǎn)生活都起著舉足輕重的作用。作為拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的“三駕馬車”之一,投資對(duì)經(jīng)濟(jì)增長(zhǎng)有著不可忽視的重要作用,公共基礎(chǔ)設(shè)施投資作為投資最重要的組成部分,其投資的規(guī)模、結(jié)構(gòu)將直接決定一個(gè)區(qū)域經(jīng)濟(jì)增長(zhǎng),為此公共基礎(chǔ)設(shè)施投資一直以來備受關(guān)注。成都市近幾十年經(jīng)濟(jì)增長(zhǎng)無論規(guī)模和速度,都創(chuàng)造了一個(gè)個(gè)新的奇跡。在2008年經(jīng)濟(jì)危機(jī)之前,成都市經(jīng)濟(jì)年均增長(zhǎng)率均保持在10%以上,經(jīng)濟(jì)發(fā)展規(guī)模也從1978年的35.94億元增漲到2015年的10801.2億元,究其原因,除了改革開放以來,成都市積極推進(jìn)以市場(chǎng)經(jīng)濟(jì)為導(dǎo)向的政策以外,公共基礎(chǔ)設(shè)施投資對(duì)經(jīng)濟(jì)增長(zhǎng)的拉動(dòng)也是不容忽視的重要因素。在后經(jīng)濟(jì)危機(jī)時(shí)代,在經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的大背景之下,當(dāng)前成都市公共基礎(chǔ)設(shè)施投資的規(guī)模和結(jié)構(gòu)是否合理,未來成都市經(jīng)濟(jì)增長(zhǎng)方式和發(fā)展方式的動(dòng)力是否還是依賴大規(guī)模的公共基礎(chǔ)設(shè)施投資來驅(qū)動(dòng),未來基礎(chǔ)設(shè)施投資應(yīng)怎樣配合經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn)型升級(jí)等都是值得研究和探討的問題。本文以成都市為研究對(duì)象,結(jié)合世界銀行2014年對(duì)公共基礎(chǔ)設(shè)施的最新定義,即公共基礎(chǔ)設(shè)施分為一般公共基礎(chǔ)設(shè)施和高級(jí)公共基礎(chǔ)設(shè)施,先從理論上分析了公共基礎(chǔ)設(shè)施的特征、分類以及公共基礎(chǔ)設(shè)施投資對(duì)經(jīng)濟(jì)增長(zhǎng)的影響機(jī)制;再?gòu)膶?shí)證的角度以成都市1999年到2015年公共基礎(chǔ)設(shè)施投資數(shù)據(jù)和經(jīng)濟(jì)增長(zhǎng)數(shù)據(jù)用因子分析的方法,建立了公共基礎(chǔ)設(shè)施投資與經(jīng)濟(jì)增長(zhǎng)的多元回歸模型,確定了二者具體的線性數(shù)量關(guān)系,通過理論和實(shí)證的研究得出了以下研究結(jié)論:第一,成都市公共基礎(chǔ)設(shè)施投資和經(jīng)濟(jì)增長(zhǎng)有著顯著的相關(guān)關(guān)系。公共基礎(chǔ)設(shè)施直接和間接影響著經(jīng)濟(jì)的增長(zhǎng),特別是重要的公共基礎(chǔ)設(shè)施更是經(jīng)濟(jì)發(fā)展的先決條件,公共基礎(chǔ)設(shè)施投資不足對(duì)經(jīng)濟(jì)增長(zhǎng)的制約作用也是顯而易見的。第二,高級(jí)公共基礎(chǔ)設(shè)施成為成都市經(jīng)濟(jì)增長(zhǎng)的重要影響因素。隨著經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn)型升級(jí),以及一般公共基礎(chǔ)設(shè)施幾十年大規(guī)模的持續(xù)投入和不斷完善,教育、科技,醫(yī)療衛(wèi)生、社會(huì)保障、環(huán)境保護(hù)等高級(jí)公共基礎(chǔ)設(shè)施成為決定成都市經(jīng)濟(jì)持續(xù)增長(zhǎng)重要條件。
[Abstract]:As a public product, public infrastructure is the material infrastructure of social and economic development. It plays an important role in the economic growth and sustainable development, as well as in the production and life of people. As one of the "troika" to stimulate economic growth, investment plays an important role in economic growth. As the most important part of investment, public infrastructure investment is the scale of investment. Structure will directly determine a regional economic growth, for which public infrastructure investment has been a concern. Chengdu's economic growth in recent decades, regardless of the scale and speed, have created a new miracle. Before the economic crisis in 2008, the average annual growth rate of Chengdu's economy remained at more than 10 percent, and the scale of economic development increased from 3.594 billion yuan in 1978 to 1.08012 trillion yuan in 2015. The reason is that, in addition to the reform and opening up, In addition to promoting market-oriented policies, the pull of public infrastructure investment to economic growth is also an important factor that can not be ignored. In the post-economic crisis era, under the background of economic structural transformation and upgrading, is the scale and structure of public infrastructure investment in Chengdu reasonable? Whether the driving force of Chengdu's economic growth and development mode is still driven by large-scale public infrastructure investment and how the future infrastructure investment should cooperate with the transformation and upgrading of economic structure are all worthy of study and discussion. This paper takes Chengdu as the research object, combined with the World Bank's latest definition of public infrastructure in 2014, that is, public infrastructure is divided into general public infrastructure and advanced public infrastructure. Firstly, it analyzes the characteristics, classification of public infrastructure and the influence mechanism of public infrastructure investment on economic growth. Then from the empirical point of view, using the data of public infrastructure investment and economic growth data from 1999 to 2015 in Chengdu, a multivariate regression model of public infrastructure investment and economic growth is established. Through theoretical and empirical studies, the following conclusions are drawn: first, there is a significant correlation between public infrastructure investment and economic growth in Chengdu. The public infrastructure directly and indirectly affects the economic growth, especially the important public infrastructure is the precondition of economic development. Second, high-level public infrastructure has become an important factor of economic growth in Chengdu. With the transformation and upgrading of the economic structure, as well as decades of sustained investment and continuous improvement of the general public infrastructure, education, science and technology, health care, social security, Environmental protection and other advanced public infrastructure has become an important condition for the sustained economic growth of Chengdu.
