我國環(huán)境規(guī)制績效評價及其與經(jīng)濟(jì)增長耦合性檢驗

【摘要】:中國作為世界上最大的發(fā)展中國家,把發(fā)展作為第一要務(wù),,而我國目前粗放型的經(jīng)濟(jì)發(fā)展方式,加上我國環(huán)境規(guī)制體制不合理,體系不完善等問題,導(dǎo)致我國環(huán)境規(guī)制效率不高,經(jīng)濟(jì)發(fā)展與生態(tài)環(huán)境矛盾日益突出。因此,我國應(yīng)提高環(huán)境規(guī)制效率,促進(jìn)經(jīng)濟(jì)與環(huán)境共同、協(xié)調(diào)、可持續(xù)發(fā)展。然而,對于環(huán)境規(guī)制與經(jīng)濟(jì)發(fā)展的關(guān)系,學(xué)術(shù)界有著不同的觀點:“遵循成本說”學(xué)者認(rèn)為環(huán)境規(guī)制將造成企業(yè)的成本增加,企業(yè)效益的下降,從而阻礙我國經(jīng)濟(jì)的增長!安ㄌ亍奔僬f支持者則認(rèn)為當(dāng)“創(chuàng)新補償效應(yīng)”大于規(guī)制成本時,環(huán)境規(guī)制會促進(jìn)企業(yè)進(jìn)行技術(shù)創(chuàng)新,提高生產(chǎn)率,從而促進(jìn)經(jīng)濟(jì)增長。本文認(rèn)為,經(jīng)濟(jì)發(fā)展與環(huán)境規(guī)制的關(guān)系是根據(jù)經(jīng)濟(jì)發(fā)展階段的變化而變化的。那么,中國環(huán)境規(guī)制體制的效率如何?目前我國的經(jīng)濟(jì)增長與環(huán)境規(guī)制耦合關(guān)系如何?我國經(jīng)濟(jì)與環(huán)境如何才能共同、協(xié)調(diào)、可持續(xù)發(fā)展?本研究帶著以上問題進(jìn)行探索。 本文首先闡述環(huán)境規(guī)制內(nèi)涵及分類,分析環(huán)境規(guī)制及其與經(jīng)濟(jì)增長關(guān)系的理論,對涉及研究主題的相關(guān)文獻(xiàn)進(jìn)行了梳理。本文認(rèn)為環(huán)境規(guī)制與經(jīng)濟(jì)增長的關(guān)系在經(jīng)濟(jì)發(fā)展初期,呈負(fù)相關(guān)關(guān)系,隨著經(jīng)濟(jì)不斷發(fā)展,拐點出現(xiàn)后,環(huán)境規(guī)制與經(jīng)濟(jì)增長將呈正相關(guān)關(guān)系。其次,本文運用定性分析法從我國環(huán)境規(guī)制體制的機構(gòu)設(shè)置、制度框架和規(guī)制工具三方面對我國現(xiàn)行的環(huán)境規(guī)制體制進(jìn)行研究,發(fā)現(xiàn)我國目前已形成了由三大環(huán)境政策為指導(dǎo)的新老制度相結(jié)合的初具規(guī)模的環(huán)境規(guī)制體制。再次,本研究在設(shè)計我國環(huán)境規(guī)制績效評價體系基礎(chǔ)之上,運用非徑向、超效率DEA模型計算了我國的環(huán)境規(guī)制效率。研究發(fā)現(xiàn)我國省際環(huán)境規(guī)制效率存在較大差異,但區(qū)域環(huán)境規(guī)制效率在整體上呈現(xiàn)出收斂趨勢。然后,本文通過對環(huán)境規(guī)制效率和經(jīng)濟(jì)增長耦合度和耦合協(xié)調(diào)度的測量,發(fā)現(xiàn)我國環(huán)境規(guī)制效率和經(jīng)濟(jì)增長耦合度總體處于頡頏時期,但由于各區(qū)域經(jīng)濟(jì)發(fā)展水平和環(huán)境規(guī)制效率的高低不同,其處于頡頏時期的原因也有所差異,環(huán)境規(guī)制和經(jīng)濟(jì)增長關(guān)系也不相同。因此,不同區(qū)域在制定環(huán)境規(guī)制政策時應(yīng)將不同地區(qū)的特殊情況納入考慮。研究還發(fā)現(xiàn)環(huán)境規(guī)制和經(jīng)濟(jì)增長耦合協(xié)調(diào)度震蕩上升,總體上處于過度調(diào)和階段。環(huán)境規(guī)制效率和經(jīng)濟(jì)增長相互作用效果初顯,但還有待提高。最后,本文基于已有研究結(jié)論,提出在可持續(xù)發(fā)展原則指導(dǎo)下,提出適用于全國的和區(qū)域化的環(huán)境規(guī)制效率提高建議。
[Abstract]:As the largest developing country in the world, China regards development as its first priority. However, China's current extensive mode of economic development, coupled with the unreasonable and imperfect system of environmental regulation in our country, As a result, the efficiency of environmental regulation in China is not high, and the contradiction between economic development and ecological environment is becoming more and more prominent. Therefore, China should improve the efficiency of environmental regulation and promote the common, coordinated and sustainable development of economy and environment. However, as to the relationship between environmental regulation and economic development, the academic circles have different views: "follow the cost theory" scholars believe that environmental regulation will cause the increase of enterprise cost and the decline of enterprise benefit, thus hindering the economic growth of our country. The proponents of "Porter" hypothesis believe that when the compensation effect of innovation is greater than the cost of regulation, environmental regulation will promote technological innovation, increase productivity and promote economic growth. This paper holds that the relationship between economic development and environmental regulation changes according to the change of economic development stage. So, what is the efficiency of China's environmental regulation system? What is the coupling relationship between economic growth and environmental regulation in China? How can China's economy and environment develop together, in harmony and in a sustainable manner? This research carries on the exploration with the above question. Firstly, this paper expounds the connotation and classification of environmental regulation, analyzes the theory of the relationship between environmental regulation and economic growth, and combs the relevant literature related to the subject of research. This paper holds that the relationship between environmental regulation and economic growth is negatively correlated at the initial stage of economic development. With the continuous development of economy, the inflection point will be positively related to environmental regulation and economic growth. Secondly, this paper uses the qualitative analysis method to study the current environmental regulation system in China from three aspects: institutional setting, institutional framework and regulatory tools. It is found that China has formed a new and old environmental regulation system based on three environmental policies. Thirdly, based on the design of the performance evaluation system of environmental regulation in China, the non-radial and super-efficiency DEA model is used to calculate the efficiency of environmental regulation in China. It is found that there are great differences in the efficiency of environmental regulation among provinces in China, but the efficiency of regional environmental regulation is converging on the whole. Then, by measuring the efficiency of environmental regulation and the degree of coupling and coordination of economic growth, it is found that the efficiency of environmental regulation and the degree of coupling of economic growth are in the antagonistic period. However, due to the different levels of regional economic development and the efficiency of environmental regulation, the reasons for the antagonistic period are also different, and the relationship between environmental regulation and economic growth is also different. Therefore, the special conditions of different regions should be taken into account when formulating environmental regulation policies. It is also found that the coupling degree of environmental regulation and economic growth fluctuates, which is generally in the stage of excessive reconciliation. The effect of the interaction between environmental regulation efficiency and economic growth is obvious, but it still needs to be improved. Finally, based on the existing research conclusions, this paper puts forward some suggestions on how to improve the efficiency of environmental regulation which is suitable for the whole country and regionalization under the guidance of the principle of sustainable development.
