【摘要】：河北省是中國近代能源工業(yè)發(fā)展較早的地區(qū)，也是中國主要能源供應基地之一。近幾年來，作為傳統(tǒng)工業(yè)大省和能源消費大省，河北省的能源消費對經(jīng)濟增長的貢獻率有所下降，，而能源消費引起的碳排放量卻增長迅速�，F(xiàn)階段，河北省已經(jīng)進入一個經(jīng)濟高速發(fā)展的階段。但是，河北省在取得成績的同時，資源環(huán)境也付出了較大代價，能源消耗呈現(xiàn)出明顯的上升趨勢。研究河北省產(chǎn)業(yè)生態(tài)化發(fā)展水平，對轉(zhuǎn)變經(jīng)濟發(fā)展方式，提高經(jīng)濟效益，實現(xiàn)經(jīng)濟與環(huán)境的協(xié)調(diào)發(fā)展具有借鑒意義。 本文的具體研究內(nèi)容和結(jié)論如下： （1）基本理論闡述和現(xiàn)狀分析。介紹了循環(huán)經(jīng)濟理論、低碳經(jīng)濟理論和產(chǎn)業(yè)生態(tài)化理論，之后通過對河北省11市生態(tài)產(chǎn)業(yè)發(fā)展進行匯總比較，研究產(chǎn)業(yè)生態(tài)化區(qū)域發(fā)展現(xiàn)狀。然后運用SWOT方法對影響產(chǎn)業(yè)生態(tài)化發(fā)展的外部環(huán)境進行分析。 （2）對河北省產(chǎn)業(yè)生態(tài)化水平進行評價。根據(jù)河北省產(chǎn)業(yè)發(fā)展特點，搜集2003~2012年17組數(shù)據(jù)，對河北省產(chǎn)業(yè)生態(tài)化發(fā)展水平進行因子分析，得出3個主因子：產(chǎn)業(yè)優(yōu)化因子、社會進步因子、生態(tài)環(huán)境因子，進而利用模型計算出因子綜合得分，對總體生態(tài)化水平進行評價。接著采用聚類分析，將17組數(shù)據(jù)分類，結(jié)合前文外部環(huán)境分析，總結(jié)出河北省產(chǎn)業(yè)生態(tài)化發(fā)展的影響因素包括資源因素、環(huán)境因素、技術(shù)因素和社會經(jīng)濟因素。 （3）對影響河北省產(chǎn)業(yè)生態(tài)化發(fā)展的四個影響因素進行全面分析。分析影響因素對產(chǎn)業(yè)生態(tài)化的作用，得出：資源因素反映了能源效率，河北省的資源因素與產(chǎn)業(yè)生態(tài)化發(fā)展水平呈現(xiàn)負相關(guān)關(guān)系；技術(shù)因素反映了科技創(chuàng)新能力，河北省的技術(shù)因素與產(chǎn)業(yè)生態(tài)化發(fā)展水平呈現(xiàn)正相關(guān)關(guān)系；環(huán)境因素中“三廢”排放量阻礙產(chǎn)業(yè)生態(tài)化發(fā)展水平；社會經(jīng)濟因素與產(chǎn)業(yè)生態(tài)化發(fā)展水平關(guān)系相對較復雜。 （4）根據(jù)對影響因素分析得出的結(jié)論，提出促進河北省產(chǎn)業(yè)生態(tài)化發(fā)展的對策建議。本文認為河北省應通過轉(zhuǎn)變經(jīng)濟發(fā)展方式，建立有效的環(huán)境保護約束與激勵機制和實施基于可持續(xù)發(fā)展思想的技術(shù)創(chuàng)新這三方面來進一步加速河北省產(chǎn)業(yè)生態(tài)化水平的提高。
[Abstract]:Hebei Province is the early development of modern energy industry in China, and also one of the main energy supply bases in China. In recent years, as a traditional industrial province and a large energy consumption province, the contribution rate of energy consumption to economic growth in Hebei Province has decreased, while the carbon emissions caused by energy consumption have increased rapidly. At this stage, Hebei Province has entered a stage of rapid economic development. However, in Hebei Province, the resources and environment have also paid a great price, and the energy consumption shows an obvious upward trend. The study of the ecological development level of Hebei's industry is of great significance for changing the mode of economic development, improving economic efficiency and realizing the coordinated development of economy and environment. The specific contents and conclusions of this paper are as follows: (1) the basic theory and current situation analysis. This paper introduces the theory of circular economy, low carbon economy and the theory of industrial ecology. Then, by comparing the development of ecological industry in 11 cities of Hebei Province, the paper studies the present situation of the regional development of ecological industry in Hebei province. Then the SWOT method is used to analyze the external environment which affects the ecological development of industry. (2) to evaluate the ecological level of industry in Hebei Province. According to the characteristics of industrial development in Hebei Province, 17 groups of data were collected from 2003 to 2012, and three main factors were obtained: industrial optimization factor, social progress factor and ecological environment factor. Then the factor synthesis score is calculated by the model, and the overall ecological level is evaluated. Then using cluster analysis, 17 groups of data are classified, combined with the previous analysis of the external environment, summed up the industrial ecological development of Hebei Province, including resource factors, environmental factors, Technical factors and social and economic factors. (3) A comprehensive analysis of the four factors affecting the ecological development of Hebei Province industry. By analyzing the effect of influencing factors on the ecologicalization of industry, it is concluded that the resource factor reflects the energy efficiency, the resource factor of Hebei Province is negatively related to the level of industrial ecological development, the technological factor reflects the ability of scientific and technological innovation. There is a positive correlation between the technological factors and the level of industrial ecological development in Hebei Province, and the emission of "three wastes" in environmental factors hinders the level of industrial ecological development. The relationship between social and economic factors and the level of industrial ecological development is relatively complex. (4) based on the conclusion of the analysis of the influencing factors, the countermeasures and suggestions to promote the development of industrial ecology in Hebei Province are put forward. This paper holds that Hebei Province should further accelerate the improvement of the ecological level of industry in Hebei Province by changing the mode of economic development, establishing an effective environmental protection restraint and incentive mechanism and implementing the technological innovation based on the idea of sustainable development.
