【摘要】:目前,遼寧省經(jīng)濟、社會發(fā)展狀況穩(wěn)定,而工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化(以下簡稱"四化")的協(xié)調(diào)發(fā)展對促進社會、經(jīng)濟、生態(tài)建設協(xié)調(diào)發(fā)展有重要意義。隨著"四化"各領域的不斷交織,"四化"之間的關系變得更為錯綜復雜,"四化"的協(xié)調(diào)發(fā)展亦變得非常重要。雖然近些年來遼寧省的"四化"都在不同程度上得到了發(fā)展,但"四化"的協(xié)調(diào)發(fā)展程度并不是很高,各個地區(qū)的協(xié)調(diào)發(fā)展程度亦不均衡。論文主要根據(jù)前人的研究,通過整理文獻數(shù)據(jù)、分析計算、得出結論,根據(jù)結論,總結出相應的政策。論文首先詳細地整理和總結了國內(nèi)外研究現(xiàn)狀,尤其是在分析國內(nèi)研究現(xiàn)狀時,從政策支持、研究方向、研究重點、研究方法、結論展示五個方面出發(fā),詳細整理了近些年來學者的研究情況。綜合國內(nèi)外研究現(xiàn)狀,得出相應的研究評述:從"四化"全面考慮,根據(jù)縱向和橫向兩個角度分析,選取適合所研究地區(qū)的綜合指標體系,選擇熵權法計算權重,選擇耦合協(xié)調(diào)度法作為協(xié)調(diào)發(fā)展水平的計算方法,而計算結果的展示則選用雷達圖和MapInfo制作的地圖。其次,根據(jù)前人的研究,選取一個指標作為衡量"四化"目前發(fā)展形勢的依據(jù):工業(yè)化選取指標為第二產(chǎn)業(yè)占生產(chǎn)總值的比重;信息化選取指標為未來互聯(lián)網(wǎng)用戶數(shù);城鎮(zhèn)化以人口城鎮(zhèn)化率為選取指標;農(nóng)業(yè)現(xiàn)代化以農(nóng)業(yè)機械總動力為選取指標,研究各個子系統(tǒng)從起步到至今的發(fā)展趨勢,從研究數(shù)據(jù)可以看出,"四化"的發(fā)展趨勢均有不同程度的波動,但總體發(fā)展狀況處于不斷上升的趨勢。再次,選擇適合遼寧省"四化"協(xié)調(diào)發(fā)展狀況的測評方法,根據(jù)縱向測評和橫向測評不同的角度分別建立相應的指標體系,再通過查找的數(shù)據(jù)進行包括指標數(shù)據(jù)處理、指標權重確定以及綜合發(fā)展指數(shù)測算、協(xié)調(diào)度測算、協(xié)調(diào)發(fā)展度測算。進行詳細的測評過程后,整理計算結果。對計算結果進行分析。根據(jù)橫向和縱向兩個角度,對遼寧省2005年-2014年十年和2014年14個地級市的"四化"各個子系統(tǒng)發(fā)展指數(shù)和綜合協(xié)調(diào)發(fā)展度分別進行分析。遼寧省十年"四化"發(fā)展均逐步上升:城鎮(zhèn)化基礎最好,目前發(fā)展狀況最好,農(nóng)業(yè)現(xiàn)代化發(fā)展幅度最大,發(fā)展最快;"四化"協(xié)調(diào)發(fā)展度逐年上升:2005年-2007年為瀕臨失調(diào),2008年-2009年為初級協(xié)調(diào),2010年-2011年為良好協(xié)調(diào),2012年-2014年為優(yōu)質(zhì)協(xié)調(diào)。2014年遼寧省14個地級市發(fā)展差異較大,沈陽市工業(yè)化、城鎮(zhèn)化發(fā)展指數(shù)最高,大連市信息化發(fā)展最好,盤錦市農(nóng)業(yè)現(xiàn)代化發(fā)展最好,鐵嶺市信息化發(fā)展指數(shù)最低,朝陽市城鎮(zhèn)化發(fā)展最差,葫蘆島市工業(yè)化、農(nóng)業(yè)現(xiàn)代化發(fā)展指數(shù)最低;大連市、沈陽市處于良好協(xié)調(diào)發(fā)展狀態(tài),營口市、鞍山市、本溪市、錦州市、撫順市、丹東市、遼陽市、盤錦市處于初級協(xié)調(diào)發(fā)展層次,阜新市、鐵嶺市、朝陽市瀕臨失調(diào),葫蘆島市處在輕度失調(diào)狀態(tài)。最后,總結出遼寧省"四化"協(xié)調(diào)發(fā)展的相應對策:整體上,"四化"發(fā)展相互促進,相互制約,找到"四化"發(fā)展中的一個平衡點,是促進"四化"協(xié)調(diào)發(fā)展的關鍵點,使"四化"發(fā)展達到盡可能平衡的狀態(tài),良性循環(huán);14個地級市則應找到自身優(yōu)勢,發(fā)揮優(yōu)勢的最大效應,取長補短,減少"四化"發(fā)展不平衡因素,促進"四化"協(xié)調(diào)發(fā)展,從而促進遼寧省整體的發(fā)展。
