【摘要】：統(tǒng)計局發(fā)布的居民收入和消費數據,是最容易受到"被統(tǒng)計"等詬病的統(tǒng)計內容。過去我們習慣用"平均數"不代表"大多數"之類的說辭加以解釋。在一定意義上,統(tǒng)計局"多算"了居民收入和消費是客觀事實。這里的主要原因是,統(tǒng)計局計算居民收入和消費的內容范圍,要比公眾通常自己計算的內容范圍大得多。其中,統(tǒng)計局還統(tǒng)計居民的虛擬收入和虛擬消費,但絕大多數居民其實并不知情,甚至在統(tǒng)計部門工作和進行統(tǒng)計研究者也鮮少知情。當然,如果嚴格遵循國際規(guī)范,統(tǒng)計部門對居民收入和消費不僅沒有多算,反而可能"少算"。但不管怎樣,統(tǒng)計局有責任進一步向公眾普及統(tǒng)計知識,提供更為豐富的分類數據,以便公眾更方便地認知和理解統(tǒng)計數據。
[Abstract]:Statistics released by the Bureau of Statistics on household income and consumption are the most vulnerable to "statistics" and other complaints. In the past, we used to explain that the "average" did not represent the "majority". In a sense, the Bureau of Statistics "more calculation" of residents' income and consumption is an objective fact. The main reason is that the Bureau of Statistics calculates a much wider range of income and consumption than the public usually calculates for itself. Among them, the Bureau of Statistics also statistics residents' virtual income and virtual consumption, but the vast majority of residents in fact do not know, even in statistical departments and statistical researchers rarely know. Of course, if the international norms are strictly followed, the statistics department will not overcalculate the income and consumption of the residents, but may "calculate less." Nevertheless, the Bureau of Statistics has a responsibility to make statistics more widely available to the public and to provide more disaggregated data in order to make it easier for the public to understand and understand statistics.
