【摘要】：本文在對國內(nèi)外現(xiàn)有文獻和相關(guān)理論進行梳理的基礎(chǔ)上,以南寧市五象新區(qū)工業(yè)板塊為研究對象,通過到五象新區(qū)相關(guān)板塊有關(guān)管理部門、企業(yè)和項目地進行走訪、座談和調(diào)研,深入分析了五象新區(qū)產(chǎn)業(yè)發(fā)展的區(qū)位條件、產(chǎn)業(yè)現(xiàn)狀及與周邊地區(qū)產(chǎn)業(yè)的關(guān)聯(lián)性、產(chǎn)業(yè)發(fā)展基礎(chǔ)、面臨的機遇和挑戰(zhàn)等,試圖探索一條欠發(fā)達地區(qū)政府規(guī)劃和引導產(chǎn)業(yè)發(fā)展的有效途徑。 研究提出了新區(qū)定位是要建設成為南寧市產(chǎn)業(yè)發(fā)展新的增長極；園區(qū)產(chǎn)業(yè)選擇的思路,關(guān)鍵是選擇好能夠形成產(chǎn)業(yè)集聚的主導產(chǎn)業(yè),根據(jù)南寧市工業(yè)發(fā)展的階段和經(jīng)濟周期,提出該區(qū)域應將重點發(fā)展以機械制造為主的戰(zhàn)略性主導產(chǎn)業(yè)和以生物醫(yī)藥為主的戰(zhàn)略性新興產(chǎn)業(yè),同時要注重培育為工業(yè)生產(chǎn)服務的生產(chǎn)性服務業(yè),以便形成穩(wěn)定的可持續(xù)發(fā)展的產(chǎn)業(yè)體系。同時提出了與之配套的政府行為準則和政策措施建議：一是通過優(yōu)化體制機制樹立良好的園區(qū)整體品牌形象；二是通過嚴格產(chǎn)業(yè)準入制度確保主導產(chǎn)業(yè)對產(chǎn)業(yè)集群建立的作用；三是通過基礎(chǔ)設施的科學規(guī)劃建設為產(chǎn)業(yè)加快發(fā)展提供強大動力；四是通過有效處理用地、環(huán)境、征拆和產(chǎn)業(yè)發(fā)展的關(guān)系消除產(chǎn)業(yè)發(fā)展的后顧之憂；五是通過對產(chǎn)業(yè)體系協(xié)調(diào)發(fā)展的把握逐步推動整個產(chǎn)業(yè)體系的形成。
[Abstract]:On the basis of combing the existing literature and related theories at home and abroad, this paper takes the industrial plate of Wuxiang New District of Nanning City as the research object, and visits the relevant management departments, enterprises and project sites of the relevant plates in the Wuxiang New area. Through discussion and investigation, the paper deeply analyzed the location conditions of industrial development in Wuxiang New area, the status quo of industry and its relationship with the industries in the surrounding areas, the foundation of industrial development, the opportunities and challenges faced by them, etc. This paper attempts to explore an effective way for the government to plan and guide the development of industries in underdeveloped areas. The paper puts forward that the orientation of the new district is to become a new growth pole for the industrial development of Nanning. The key to choosing the industry of the park is to select the leading industry that can form the industrial agglomeration, according to the stage and the economic cycle of the industrial development in Nanning. It is pointed out that the region should focus on the development of strategic leading industries based on machinery manufacturing and strategic emerging industries based on biomedicine, and at the same time should pay attention to the cultivation of producer services that serve industrial production. In order to form a stable and sustainable development of the industrial system. At the same time, it puts forward the corresponding government code of conduct and policy measures: first, to establish a good overall brand image of the park by optimizing the institutional mechanism; second, to ensure the role of leading industries in the establishment of industrial clusters through strict industrial access system; The third is to provide powerful power for the industry to accelerate development through the scientific planning and construction of infrastructure, and the fourth is to eliminate the worries of industrial development by dealing with the relationship among land use, environment, collection and demolition and industrial development. Fifth, through the coordinated development of the industrial system, gradually promote the formation of the entire industrial system.
