【摘要】:隨著世界經(jīng)濟全球化,國內(nèi)外市場競爭越來越激烈。產(chǎn)業(yè)戰(zhàn)略作為聯(lián)結(jié)國家戰(zhàn)略和企業(yè)戰(zhàn)略的紐帶,直接關(guān)系到國家和產(chǎn)業(yè)競爭力,越來越受到重視。現(xiàn)有研究成果雖然已經(jīng)意識到了產(chǎn)業(yè)戰(zhàn)略與企業(yè)戰(zhàn)略密切相關(guān)、企業(yè)戰(zhàn)略會受到產(chǎn)業(yè)戰(zhàn)略的影響,但它們之間究竟會有怎樣的相關(guān)性,并且這種相關(guān)性還受到哪些因素的影響,,尚未有人做過系統(tǒng)、深入的分析。 本文采用理論研究與實證分析相結(jié)合的方法,通過查閱大量相關(guān)文獻和成果資料,以波特的鉆石模型理論、產(chǎn)業(yè)競爭理論、產(chǎn)業(yè)價值鏈理論、企業(yè)戰(zhàn)略管理理論等為依據(jù),結(jié)合作者與政府管理部門、企業(yè)領(lǐng)導、專家的訪談結(jié)果,提出了關(guān)于產(chǎn)業(yè)戰(zhàn)略與企業(yè)戰(zhàn)略相互關(guān)系的理論研究假設(shè)。并以此為基礎(chǔ),設(shè)計了調(diào)查問卷,有針對性地對18個產(chǎn)業(yè)大門類(其中包括21個政府管理部門、156家企業(yè))進行問卷調(diào)查。通過262份有效調(diào)查問卷樣本數(shù)據(jù)統(tǒng)計分析,對研究假設(shè)進行了檢驗;并在此基礎(chǔ)上,結(jié)合理論研究,分析了我國產(chǎn)業(yè)戰(zhàn)略中管理存在的問題、歸納了產(chǎn)業(yè)戰(zhàn)略管理特征,從戰(zhàn)略一致性和博弈性等多個方面揭示了產(chǎn)業(yè)戰(zhàn)略與企業(yè)戰(zhàn)略之間的相互關(guān)系;重點針對我國產(chǎn)業(yè)戰(zhàn)略管理中存在問題提出了方向性的改進、完善對策和建議;并以電信產(chǎn)業(yè)為案例對研究結(jié)果進行了驗證。旨在為我國產(chǎn)業(yè)戰(zhàn)略和企業(yè)戰(zhàn)略管理研究提供理論依據(jù),為產(chǎn)業(yè)和企業(yè)更好地實施戰(zhàn)略管理提供指導和幫助。 論文主要研究結(jié)論和成果概括為以下幾個方面: 第一,總體上說,產(chǎn)業(yè)戰(zhàn)略對企業(yè)戰(zhàn)略的影響較大;企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響較小。它們之間的相互關(guān)系規(guī)律具體為: (1)結(jié)構(gòu)集中型產(chǎn)業(yè)中產(chǎn)業(yè)戰(zhàn)略對企業(yè)戰(zhàn)略的影響要大于結(jié)構(gòu)分散型產(chǎn)業(yè)中產(chǎn)業(yè)戰(zhàn)略對企業(yè)戰(zhàn)略的影響。反過來,集中型產(chǎn)業(yè)中企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響要大于分散型產(chǎn)業(yè)中企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響。 (2)在壟斷程度較高的產(chǎn)業(yè)中產(chǎn)業(yè)戰(zhàn)略對企業(yè)戰(zhàn)略影響較大,其中在寡頭壟斷市場結(jié)構(gòu)產(chǎn)業(yè)中產(chǎn)業(yè)戰(zhàn)略對企業(yè)戰(zhàn)略的影響最大。反過來,隨著產(chǎn)業(yè)市場結(jié)構(gòu)壟斷程度的增加,企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略影響程度增加;在完全壟斷市場結(jié)構(gòu)中,企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響最大。 (3)產(chǎn)業(yè)戰(zhàn)略對國有企業(yè)戰(zhàn)略的影響要大于對民營企業(yè)戰(zhàn)略的影響。反過來,國有企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響要大于民營企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響。 (4)隨著企業(yè)全球化程度的提高,產(chǎn)業(yè)戰(zhàn)略對企業(yè)戰(zhàn)略的影響呈∩型上升趨勢,產(chǎn)業(yè)戰(zhàn)略對全球化程度較高和較低的企業(yè)戰(zhàn)略的影響較小,對全球化程度中等的企業(yè)戰(zhàn)略影響較大。反過來,隨著企業(yè)全球化程度的提高,企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響呈線性增加。 (5)隨著企業(yè)在產(chǎn)業(yè)價值鏈的位置從下游向上游變化,產(chǎn)業(yè)戰(zhàn)略對企業(yè)戰(zhàn)略的影響呈∩型變化,即產(chǎn)業(yè)戰(zhàn)略對位于上游和下游的企業(yè)戰(zhàn)略影響較小,對中游企業(yè)戰(zhàn)略的影響較大。反過來,隨著企業(yè)在產(chǎn)業(yè)價值鏈的位置從下游向上游變化,企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響呈∪型變化,即位于上游和下游企業(yè)的戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響較大,中游企業(yè)對產(chǎn)業(yè)戰(zhàn)略的影響較小。 (6)產(chǎn)業(yè)戰(zhàn)略對企業(yè)戰(zhàn)略的影響,隨著企業(yè)規(guī)模的增加而逐漸增大。反過來,企業(yè)戰(zhàn)略對產(chǎn)業(yè)戰(zhàn)略的影響,隨著企業(yè)規(guī)模的增加呈平緩上升趨勢。 (7)產(chǎn)業(yè)戰(zhàn)略與企業(yè)戰(zhàn)略的一致性同產(chǎn)業(yè)和企業(yè)的績效正向相關(guān)。也就是說,企業(yè)戰(zhàn)略與產(chǎn)業(yè)戰(zhàn)略一致性較高,產(chǎn)業(yè)和產(chǎn)業(yè)內(nèi)企業(yè)的績效普遍較好;蛘哒f,在產(chǎn)業(yè)和企業(yè)績效普遍較好的產(chǎn)業(yè)中,產(chǎn)業(yè)戰(zhàn)略與企業(yè)戰(zhàn)略的一致性較高。 第二,針對我國產(chǎn)業(yè)戰(zhàn)略管理存在的問題,提出主要建議如下: (1)在產(chǎn)業(yè)戰(zhàn)略管理方面:建立完備的產(chǎn)業(yè)管理的理論體系,健全產(chǎn)業(yè)管理體制和機制,提高產(chǎn)業(yè)戰(zhàn)略的科學性和合理性。強化產(chǎn)業(yè)戰(zhàn)略實施效果的監(jiān)控、評估、反饋以及產(chǎn)業(yè)戰(zhàn)略的控制、調(diào)整機制。 (2)在推動產(chǎn)業(yè)戰(zhàn)略一致性方面:產(chǎn)業(yè)戰(zhàn)略要兼顧企業(yè)利益、能力和目標,企業(yè)戰(zhàn)略要以產(chǎn)業(yè)戰(zhàn)略為指導。并通過提高企業(yè)對產(chǎn)業(yè)戰(zhàn)略的參與度、加強產(chǎn)業(yè)戰(zhàn)略的宣傳力度、樹立產(chǎn)業(yè)管理的權(quán)威性、提高企業(yè)社會責任等措施推動企業(yè)戰(zhàn)略與產(chǎn)業(yè)戰(zhàn)略的一致性和協(xié)同性。 (3)在處理兩者博弈關(guān)系方面:強化政府產(chǎn)業(yè)管理的服務(wù)職能,合理控制產(chǎn)業(yè)市場競爭結(jié)構(gòu);通過對產(chǎn)業(yè)戰(zhàn)略科學、有效的監(jiān)控和調(diào)整,通過產(chǎn)業(yè)、企業(yè)之間合理的分工與協(xié)作,減小它們之間目標和資源的沖突;正確引導產(chǎn)業(yè)和企業(yè)樹立正確的發(fā)展觀和績效觀;產(chǎn)業(yè)要為企業(yè)創(chuàng)新創(chuàng)造良好的外部環(huán)境和條件;建立科學、有效的綜合信息平臺,為產(chǎn)業(yè)和企業(yè)戰(zhàn)略決策提供支撐。 產(chǎn)業(yè)戰(zhàn)略與企業(yè)戰(zhàn)略之間的關(guān)系,既有統(tǒng)一性,又有對立性,反映了自然社會和思想領(lǐng)域中的任何事物以及事物之間辯證統(tǒng)一規(guī)律。只有深入了解、分析,充分利用和處理好這兩者之間的關(guān)系,才能更好地為國家、地區(qū)經(jīng)濟建設(shè)和產(chǎn)業(yè)發(fā)展提供有效的服務(wù)和支撐。
[Abstract]:With the globalization of the world economy, the market competition at home and abroad is becoming more and more intense. As the link of the national strategy and the enterprise strategy, the industrial strategy is directly related to the national and industrial competitiveness and more and more attention. Although the existing research results have realized that the industrial strategy is closely related to the enterprise strategy, the enterprise strategy will be affected by the industry. The impact of the strategy, but what is the correlation between them, and what factors are affected by this correlation, has not yet been systematically and deeply analyzed.
This paper adopts the method of combining theoretical research and empirical analysis, and by consulting a large number of relevant literature and results, based on Potter's diamond model theory, industrial competition theory, industrial value chain theory, enterprise strategic management theory, and so on, combined with the results of the author and government management department, enterprise leadership, and expert interview results. On the basis of the theoretical research hypothesis of the relationship between industrial strategy and enterprise strategy, the questionnaire was designed and the questionnaire survey was conducted on 18 industrial gate categories (including 21 government management departments and 156 enterprises). The research hypothesis was tested by the statistical analysis of the sample data of 262 valid questionnaires. On this basis, combined with theoretical research, this paper analyzes the problems existing in the management of China's industrial strategy, sums up the characteristics of the industrial strategy management, and reveals the relationship between the industrial strategy and the enterprise strategy from many aspects such as strategic consistency and game, and puts forward the direction for the problems in the industrial strategy management of our country. To improve the countermeasures and suggestions, and to verify the results of the research with the telecom industry as a case, the purpose is to provide theoretical basis for the study of China's industrial strategy and enterprise strategic management, and to provide guidance and help for the better implementation of strategic management for industries and enterprises.
The main conclusions and achievements of the paper are summarized as follows:
First, in general, the industrial strategy has great influence on the enterprise strategy, and the enterprise strategy has little influence on the industrial strategy.
(1) the influence of the industrial strategy on the enterprise strategy in the structure concentrated industry is greater than the influence of the industrial strategy on the enterprise strategy in the structured industry. In turn, the influence of the enterprise strategy on the industrial strategy in the centralized industry is greater than the influence of the enterprise strategy on the industrial strategy in the decentralized industry.
(2) the industrial strategy has great influence on the enterprise strategy in the industry with high monopoly degree. In the oligopoly market structure industry, the industrial strategy has the greatest impact on the enterprise strategy. In turn, with the increase of the monopoly degree of the industrial market structure, the influence degree of the enterprise strategy on the industrial strategy is increased; in the complete monopoly market structure, enterprises are monopolizing the market structure. The industry strategy has the greatest impact on the industrial strategy.
(3) the influence of the industrial strategy on the strategy of the state-owned enterprise is greater than the influence on the strategy of the private enterprise. In turn, the influence of the strategy of the state-owned enterprises on the industrial strategy is greater than the influence of the private enterprise strategy on the industrial strategy.
(4) with the improvement of the degree of globalization of enterprises, the impact of industrial strategy on the enterprise strategy is rising, the industrial strategy has little influence on the higher and lower level of globalization and the low level of enterprise strategy, and has great influence on the enterprise strategy with medium degree of globalization. In turn, the enterprise strategy is to the industrial war with the increase of the degree of globalization of the enterprise. The slight increase of the effect is linear.
(5) as the enterprise's position in the industrial value chain changes from the downstream to the upstream, the influence of the industrial strategy on the enterprise strategy is changed, that is, the industrial strategy has little influence on the strategy of the enterprise in the upstream and downstream, and has great influence on the strategy of the middle reaches. The influence of the enterprise strategy on the industrial strategy has been changed, that is, the strategy of the upstream and downstream enterprises has great influence on the industrial strategy, and the middle reaches of the enterprise have little influence on the industrial strategy.
(6) the impact of industrial strategy on enterprise strategy is increasing with the increase of enterprise scale. In turn, the influence of enterprise strategy on industrial strategy is gradually rising with the increase of enterprise scale.
(7) the consistency of the industrial strategy and the enterprise strategy is positively related to the performance of the industry and the enterprise. That is to say, the consistency of the enterprise strategy and the industrial strategy is high, and the performance of the enterprises in the industry and industry is generally good. Or, in the industry with good performance of the industry and enterprise, the consistency of the industrial strategy and the enterprise strategy is high.
Second, aiming at the problems existing in China's industrial strategic management, the main recommendations are as follows:
(1) in the field of industrial strategy management, we should establish a complete theoretical system of industrial management, perfect the industrial management system and mechanism, improve the scientific and rational industrial strategy, strengthen the monitoring, evaluation, feedback and control of the industrial strategy and the adjustment mechanism of the effect of the industrial strategy.
(2) in promoting the consistency of the industrial strategy, the industrial strategy should take into account the interests, abilities and objectives of the enterprise. The enterprise strategy should be guided by the industrial strategy, and the enterprise strategy should be promoted by enhancing the participation of the enterprise in the industrial strategy, strengthening the propaganda of the industrial strategy, setting up the authority of the industrial management, and raising the social responsibility of the enterprise. Consistency and synergy with the industrial strategy.
(3) in dealing with the relationship between the two, we should strengthen the service function of the government industry management and rationally control the competitive structure of the industrial market. Through the effective monitoring and adjustment of the industrial strategic science, the rational division of labor and cooperation among enterprises and enterprises can reduce the conflict between the targets and the resources between them and correctly guide the industry and enterprises to establish The correct concept of development and the concept of performance; the industry should create a good external environment and conditions for enterprise innovation, establish a scientific and effective comprehensive information platform, and provide support for the strategic decision of the industry and enterprises.
The relationship between the industrial strategy and the enterprise strategy has both unity and antagonism, reflecting the dialectical unity of everything and things in the natural society and the ideological field. Only in depth understanding, analyzing, making full use of and dealing with the relationship between the two, can the country, the regional economic construction and the industrial development be better. Provide effective service and support.
