【摘要】：從理論和實證角度分析區(qū)域一體化進程中,開發(fā)區(qū)向產(chǎn)城融合轉(zhuǎn)型的演進邏輯,總結(jié)開發(fā)區(qū)轉(zhuǎn)型的可行路徑并提出應對政策。研究認為,開發(fā)區(qū)歷經(jīng)30余年的發(fā)展歷程至今,其賴以建立、存在和發(fā)展的政策環(huán)境發(fā)生了重大變化,向以產(chǎn)城融合為特征的綜合新城轉(zhuǎn)型是開發(fā)區(qū)實現(xiàn)可持續(xù)發(fā)展的必然選擇。開發(fā)區(qū)自身功能單一、發(fā)展動力不足是轉(zhuǎn)型的內(nèi)生訴求,所在城市和區(qū)域的市場需求為其提供轉(zhuǎn)型的外部動力。在京津冀從自發(fā)的一體化探索到統(tǒng)籌規(guī)劃的協(xié)同發(fā)展實踐中,開發(fā)區(qū)通過在區(qū)域分工合作中培育優(yōu)勢主導產(chǎn)業(yè),利用外部機遇完善城市功能,與外圍城市經(jīng)濟、空間、社會等方面逐步對接等途徑經(jīng)歷向綜合新城轉(zhuǎn)型的蛻變。最后,從城市與區(qū)域規(guī)劃,城市管理等角度提出應對開發(fā)區(qū)轉(zhuǎn)型的政策建議。
[Abstract]:In the process of regional integration, the evolution logic of the transition from development zone to industrial city is analyzed theoretically and empirically, and the feasible path of development zone transition is summarized and the corresponding policies are put forward. The research shows that after more than 30 years of development, the policy environment on which the development zone was founded, existed and developed has undergone significant changes. It is an inevitable choice for the development zone to realize the sustainable development by transforming to a new comprehensive city characterized by the integration of industry and city. The development zone has a single function and insufficient development power is the endogenous demand of the transformation. The market demand of the city and region provides the external power for the transformation. In the practice of coordinated development from spontaneous integration to overall planning, the development zones cultivate dominant industries in regional division of work and cooperation, take advantage of external opportunities to perfect urban functions, and cooperate with the economy and space of peripheral cities. Social and other aspects of the gradual docking and other approaches to the transition to a comprehensive new city transformation. Finally, the paper puts forward some policy suggestions to deal with the transformation of development zones from the aspects of urban and regional planning and urban management.
