【摘要】：特朗普成功當選美國總統(tǒng)的關(guān)鍵在于,他順應(yīng)時勢識別出了美國內(nèi)部大約一半人口特別關(guān)注但卻一直未被認真觸及的問題:如全球化帶來的不平等、種族、華盛頓—華爾街等問題。然而,特朗普在施政過程中將面臨國內(nèi)制度性、官僚體系、既得利益集團和民眾的四大掣肘。中美之間在貿(mào)易投資領(lǐng)域不可避免地存在分歧與爭端,又要共同努力把難以規(guī)避的分歧與爭端控制在有限范圍內(nèi),使其不至于影響中美經(jīng)貿(mào)關(guān)系的基本穩(wěn)定大局。特朗普當政后推行的是基于狹隘國家利益的"公平貿(mào)易",中美之間全面的貿(mào)易戰(zhàn)打不起來。
[Abstract]:The key to Trump's success as president of the United States is that he has adapted to the times to identify issues that are of particular concern to about half the population of the United States but that have not been seriously addressed: inequality brought about by globalization, race, Washington-Wall Street and other issues. However, Trump will face four constraints in his administration: domestic institutions, bureaucracy, vested interests and the public. There are inevitable differences and disputes between China and the United States in the field of trade and investment, and it is necessary to work together to control the differences and disputes that cannot be evaded within a limited range, so that they do not affect the overall situation of the basic stability of Sino-US economic and trade relations. After Trump took office, he pushed for "fair trade" based on narrow national interests, and an all-out trade war between China and the United States could not be fought.
