【摘要】：隨著經(jīng)濟全球化和區(qū)域一體化的發(fā)展,國際次區(qū)域合作的現(xiàn)象逐漸增多,并越來越成為各國間開展合作的一種重要方式。隨著2014年"中蒙俄經(jīng)濟走廊建設(shè)"構(gòu)想的提出,中蒙俄三國開展了廣泛的經(jīng)貿(mào)務(wù)實往來和人文領(lǐng)域交往,并在最近提出了適應(yīng)發(fā)展需要的中蒙俄東部地區(qū)的次區(qū)域合作目標(biāo)。內(nèi)蒙古自治區(qū)毗鄰俄蒙,經(jīng)濟條件較好,又有長期同俄羅斯和蒙古國毗鄰地區(qū)的交往基礎(chǔ),且區(qū)內(nèi)呼倫貝爾市毗鄰俄蒙,是我國東部唯一既與俄羅斯接壤,又與蒙古國毗鄰的地區(qū),非常適合作為東部地區(qū)次區(qū)域合作開展的重點地區(qū),輻射周邊地區(qū),推動同三國間的各項合作。本文在分析中蒙俄經(jīng)濟走廊建設(shè)背景和現(xiàn)狀的基礎(chǔ)上,闡述了依托以呼倫貝爾市為核心的內(nèi)蒙古自治區(qū)開展東部地區(qū)次區(qū)域合作的可能性,提出了建設(shè)中俄蒙東部地區(qū)次區(qū)域合作的方案設(shè)想,對其前景進(jìn)行展望,分析了區(qū)位選擇、重點推進(jìn)的項目和合作所需要的保障制度,同時在分析中蒙俄東部地區(qū)次區(qū)域合作的內(nèi)外部制約因素基礎(chǔ)上,提出了解決的對策,以期進(jìn)一步推動次區(qū)域合作。
[Abstract]:With the development of economic globalization and regional integration, the phenomenon of international sub-regional cooperation has gradually increased, and has become an important way of cooperation among countries. With the concept of "the construction of economic corridor between China, Mongolia and Russia" put forward in 2014, China, Mongolia and Russia have carried out extensive economic and trade pragmatic exchanges and humanities exchanges, and have recently put forward the goal of subregional cooperation in the eastern region of China, Mongolia and Russia, which is suitable for the needs of development. The Inner Mongolia Autonomous region is adjacent to Russia and Mongolia, with relatively good economic conditions, and has a basis for long-term exchanges with Russia and Mongolia, and the city of Hulunbeir is adjacent to Russia and Mongolia. It is the only country in the east of China that shares a border with Russia. The region adjacent to Mongolia is very suitable for promoting the cooperation with the three countries as the key area of subregional cooperation in the eastern region, radiating the surrounding areas and promoting the cooperation with the three countries. On the basis of analyzing the background and present situation of the economic corridor construction between China, Mongolia and Russia, this paper expounds the possibility of carrying out sub-regional cooperation in the eastern region of Inner Mongolia Autonomous region relying on Hulunbeir as the core. This paper puts forward the plan of constructing the sub-regional cooperation in the eastern part of China, Russia and Mongolia, looks forward to its prospect, analyses the location choice, the key projects and the guarantee system needed for the cooperation. At the same time, based on the analysis of the internal and external constraints of the sub-regional cooperation between China, Mongolia and Russia, the countermeasures are put forward to further promote the sub-regional cooperation.
