【摘要】:鐵路不僅是一個(gè)國(guó)家的重要設(shè)施,而且是社會(huì)資本中必不可少的一部分。有研究表明,當(dāng)某個(gè)國(guó)家的經(jīng)濟(jì)快速發(fā)展時(shí),鐵路在這種經(jīng)濟(jì)增長(zhǎng)中是具有先導(dǎo)作用的。與此同時(shí),鐵路運(yùn)輸?shù)陌l(fā)展是與我國(guó)的經(jīng)濟(jì)社會(huì)條件發(fā)展與道路建設(shè)特征相關(guān)聯(lián)的,在我國(guó)的長(zhǎng)途運(yùn)輸工作中,鐵路運(yùn)輸承載著主要旅客與貨物的運(yùn)輸任務(wù)。因此,鐵路運(yùn)輸?shù)目焖侔l(fā)展對(duì)于國(guó)民經(jīng)濟(jì)與社會(huì)發(fā)展是最根本的保障。2004年,國(guó)務(wù)院批準(zhǔn)實(shí)施了《中長(zhǎng)期鐵路網(wǎng)規(guī)劃》(以下簡(jiǎn)稱《規(guī)劃》),2016年7月,發(fā)展改革委、交通運(yùn)輸部和鐵路總公司正式印發(fā)了修編版《規(guī)劃》。在12年中,《規(guī)劃》經(jīng)歷了三次修改調(diào)整,這正是鐵路運(yùn)輸在經(jīng)濟(jì)發(fā)展的促進(jìn)下,適應(yīng)國(guó)民經(jīng)濟(jì)發(fā)展要求的體現(xiàn)。本文首先分析了研究背景與意義,查閱了相關(guān)文獻(xiàn),對(duì)國(guó)內(nèi)外的研究現(xiàn)狀進(jìn)行綜述,闡述研究方法與主要內(nèi)容。第二,從系統(tǒng)的基本概念、性質(zhì)、特征出發(fā),總結(jié)了鐵路運(yùn)輸系統(tǒng)的目標(biāo),分析鐵路運(yùn)輸系統(tǒng)的適應(yīng)性模式與目標(biāo)層次,闡述了鐵路運(yùn)輸?shù)膬?yōu)勢(shì)、局限性以及功能。第三,使用灰色關(guān)聯(lián)方法對(duì)鐵路運(yùn)輸?shù)南嚓P(guān)因素進(jìn)行分析,定量分析提出鐵路旅客運(yùn)輸、鐵路貨運(yùn)運(yùn)輸?shù)闹饕绊懸蛩。在此基礎(chǔ)上,分析了鐵路運(yùn)輸與國(guó)民經(jīng)濟(jì)的相互作用,選取DEA數(shù)據(jù)包絡(luò)分析法對(duì)鐵路運(yùn)輸系統(tǒng)的效率進(jìn)行了研究,同時(shí)選取需求潛力指數(shù)模型對(duì)鐵路運(yùn)輸系統(tǒng)的適應(yīng)性進(jìn)行了分析。最后,指出相關(guān)制約因素,提出相應(yīng)的對(duì)策與建議。
[Abstract]:Railway is not only an important facility of a country, but also an essential part of social capital. Studies have shown that, when a country's economy develops rapidly, railways play a leading role in such economic growth. At the same time, the development of railway transportation is related to the development of our country's economic and social conditions and the characteristics of road construction. Therefore, the rapid development of railway transport is the most fundamental guarantee for national economic and social development. In 2004, the State Council approved the implementation of the medium and long term Railway Network Plan (hereinafter referred to as "the Plan"), and in July 2016, the Development and Reform Commission, The Ministry of Communications and Transportation and the General Railway Corporation officially issued the revised edition of the Plan. In the past 12 years, the "Plan" has undergone three revisions and readjustments, which is the embodiment of railway transportation under the promotion of economic development to meet the requirements of national economic development. Firstly, this paper analyzes the background and significance of the research, reviews the relevant literature, summarizes the current research situation at home and abroad, and expounds the research methods and main contents. Secondly, from the basic concept, nature and characteristics of the system, this paper summarizes the objectives of the railway transportation system, analyzes the adaptability mode and target level of the railway transportation system, and expounds the advantages, limitations and functions of the railway transportation system. Thirdly, the grey correlation method is used to analyze the related factors of railway transportation, and the main influencing factors of railway passenger transport and railway freight transportation are put forward quantitatively. On this basis, the interaction between railway transportation and national economy is analyzed, and the efficiency of railway transportation system is studied by DEA data envelopment analysis. At the same time, the adaptability of railway transportation system is analyzed by selecting the demand potential index model. Finally, the paper points out the relevant restrictive factors, and puts forward the corresponding countermeasures and suggestions.
