【摘要】：俄羅斯東部地區(qū)地域遼闊、自然資源豐富，是俄羅斯參與亞太經濟、政治發(fā)展的前沿，，但多年來由于種種原因，該區(qū)資源與地緣優(yōu)勢沒有得到相應發(fā)揮，經濟社會發(fā)展水平遠落后于俄羅斯西部地區(qū)，針對此種情況俄羅斯聯(lián)邦政府出臺并實施了一系列有關推進俄羅斯東部地區(qū)開發(fā)的區(qū)域政策，以期提高俄羅斯東部地區(qū)整體競爭力，縮小同發(fā)達地區(qū)的發(fā)展差距。本文以西方區(qū)域政策理論和蘇聯(lián)區(qū)域政策理論為指導，通過梳理俄羅斯獨立以來的東部地區(qū)區(qū)域開發(fā)政策，論證俄羅斯東部區(qū)域政策實施對該區(qū)經濟發(fā)展、社會公平的綜合效應，并分別從經濟、行政和法律三個方面來闡釋俄羅斯區(qū)域開發(fā)政策在東部地區(qū)的實現(xiàn)手段，繼而從路徑依賴、政策滯后性以及俄羅斯社會、經濟、文化等方面論證俄羅斯區(qū)域政策實施的瓶頸，并把握該區(qū)政策的走向，使對俄羅斯東部地區(qū)區(qū)域開發(fā)政策的效應有更客觀的認識和評價。
[Abstract]:With its vast territory and abundant natural resources, the eastern part of Russia is at the forefront of Russia's participation in the Asia-Pacific economic and political development. However, for many years, due to various reasons, the region's resources and geographical advantages have not been brought into play accordingly. The level of economic and social development lags far behind that of the western region of Russia. In view of this situation, the Government of the Russian Federation has issued and implemented a series of regional policies concerning the promotion of the development of the eastern part of Russia. In order to improve the overall competitiveness of the eastern region of Russia, and reduce the development gap with the developed regions. Under the guidance of the western regional policy theory and the Soviet Union regional policy theory, this paper, by combing the regional development policy of the eastern region since the independence of Russia, demonstrates that the implementation of the eastern Russian regional policy will contribute to the economic development of the region. The comprehensive effect of social equity, and separately from the economic, administrative and legal aspects to explain the realization of the Russian regional development policy in the eastern region, and then from the path dependence, policy lag and Russian society, economy, Culture and other aspects demonstrate the bottleneck of the implementation of the Russian regional policy and grasp the direction of the policy in order to make a more objective understanding and evaluation of the effect of the regional development policy in the eastern part of Russia.
