【摘要】：電力資源作為一種商品在一國經(jīng)濟(jì)中發(fā)揮著基礎(chǔ)性作用,關(guān)系國計(jì)民生。電價(jià)如何確定和調(diào)整,不僅關(guān)系電力企業(yè)經(jīng)營效益,更加關(guān)乎群眾生活和社會(huì)經(jīng)濟(jì)發(fā)展。因此,電價(jià)與經(jīng)濟(jì)發(fā)展關(guān)系的研究一直備受關(guān)注。長期以來,河南的能源供需狀況持續(xù)偏緊,總體電價(jià)水平處于全國較低水平,發(fā)電企業(yè)、電網(wǎng)企業(yè)經(jīng)營困難,無力支撐下游工業(yè)企業(yè)的良性發(fā)展。本文以河南省為例,分析了當(dāng)前河南省能源供需及價(jià)格趨勢(shì),從發(fā)電側(cè)、電網(wǎng)側(cè)、用戶側(cè)這一產(chǎn)業(yè)鏈角度全面研究了省域電價(jià)水平。其次從實(shí)踐層面,詳細(xì)闡述了河南省經(jīng)濟(jì)結(jié)構(gòu)的現(xiàn)狀,并對(duì)未來經(jīng)濟(jì)發(fā)展形勢(shì)、其它省份經(jīng)濟(jì)對(duì)比進(jìn)行了分析。最后,站在產(chǎn)業(yè)分類角度,以投入產(chǎn)出法和可計(jì)算的一般均衡理論(CGE)為基礎(chǔ),研究分析了電價(jià)水平對(duì)河南省經(jīng)濟(jì)發(fā)展的綜合影響,揭示了電價(jià)與社會(huì)經(jīng)濟(jì)發(fā)展的協(xié)同影響關(guān)系,進(jìn)而提出了加大能源產(chǎn)業(yè)政策支持、完善能源價(jià)格機(jī)制、加快產(chǎn)業(yè)升級(jí)轉(zhuǎn)型、促進(jìn)產(chǎn)業(yè)鏈良性可持續(xù)發(fā)展的政策建議。本文通過研究河南電價(jià)水平與經(jīng)濟(jì)發(fā)展的關(guān)系,得出河南電價(jià)水平總體偏低、與經(jīng)濟(jì)發(fā)展不相適應(yīng)的結(jié)論,以及提出出臺(tái)政策調(diào)整電價(jià)、加快經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型的建議,將為今后制定和調(diào)整電價(jià)起到重要的參考作用,將給電力企業(yè)、電力用戶和社會(huì)帶來良好的經(jīng)濟(jì)效益。
[Abstract]:As a commodity, electric power resource plays a fundamental role in a country's economy and affects the national economy and people's livelihood. How to determine and adjust the electricity price is not only related to the operation efficiency of electric power enterprises, but also to the life of the masses and the development of social economy. Therefore, the study of the relationship between electricity price and economic development has been paid close attention to. For a long time, the energy supply and demand situation in Henan has been tight, the overall electricity price level is in the national low level, the power generation enterprise, the power grid enterprise management is difficult, unable to support the downstream industrial enterprise benign development. Taking Henan Province as an example, this paper analyzes the current energy supply and demand and price trends in Henan Province, and studies the provincial electricity price level from the perspective of the industrial chain of generation side, power grid side and user side. Secondly, from the aspect of practice, this paper expounds the present situation of Henan economic structure in detail, and analyzes the economic development situation in the future and the economic comparison of other provinces. Finally, from the angle of industrial classification, based on the input-output method and the computable general equilibrium theory (CGE), this paper studies and analyzes the comprehensive influence of electricity price level on the economic development of Henan Province, and reveals the synergistic relationship between electricity price and social economic development. Furthermore, it puts forward some policy suggestions on increasing the policy support of energy industry, perfecting the energy price mechanism, speeding up the transformation of industrial upgrading and promoting the benign and sustainable development of the industrial chain. By studying the relationship between electricity price level and economic development in Henan Province, this paper draws a conclusion that the electricity price level in Henan Province is on the low side, which is not suitable for economic development, and puts forward some suggestions on introducing policies to adjust electricity price and speed up the transformation of economic development mode. It will play an important reference role in making and adjusting electricity price in the future, and will bring good economic benefits to electric power enterprises, power users and society.
