中國(guó)區(qū)域經(jīng)濟(jì)增長(zhǎng)中的環(huán)境問題研究

【摘要】:隨著工業(yè)化進(jìn)程的加快,環(huán)境問題日益凸顯。經(jīng)濟(jì)增長(zhǎng)過程中的環(huán)境問題一直是經(jīng)濟(jì)學(xué)研究的一個(gè)重要主題,其中最典型的就是采用環(huán)境庫(kù)茲涅茨曲線(EKC)驗(yàn)證經(jīng)濟(jì)增長(zhǎng)與環(huán)境質(zhì)量之間的關(guān)系。但目前國(guó)內(nèi)關(guān)于EKC的研究主要是針對(duì)個(gè)別省份或個(gè)別地區(qū),并且大多選取單一的指標(biāo)作為環(huán)境度量指標(biāo),以常規(guī)模型擬合,沒能很好地反應(yīng)其真實(shí)關(guān)系。 本文選用工業(yè)廢氣排放總量、工業(yè)廢水排放總量、工業(yè)固體廢物排放總量作為環(huán)境度量指標(biāo),利用1991—2011年的省際面板數(shù)據(jù),從多模型中選擇擬合度最優(yōu)的模型,對(duì)我國(guó)東部、西部、中部和東北地區(qū)的EKC進(jìn)行分析,研究我國(guó)在區(qū)域經(jīng)濟(jì)增長(zhǎng)過程中的環(huán)境質(zhì)量狀況。得出如下結(jié)論: (1)各地區(qū)環(huán)境度量指標(biāo)與經(jīng)濟(jì)增長(zhǎng)之間的回歸曲線形狀具有“U”型、“倒U”型、“N”型、“倒N”型以及單調(diào)遞增、單調(diào)遞減型等,“倒U”型的EKC曲線并不必然存在。 (2)東部地區(qū)的環(huán)境度量指標(biāo)隨著經(jīng)濟(jì)的增長(zhǎng)而下降;中部地區(qū)和東北地區(qū)的工業(yè)廢氣、工業(yè)固體廢物排放量隨著經(jīng)濟(jì)的增長(zhǎng)有惡化趨勢(shì),工業(yè)廢水的排放量趨于改善;西部地區(qū)的3個(gè)環(huán)境度量指標(biāo)隨著經(jīng)濟(jì)的增長(zhǎng)均有惡化趨勢(shì)。 (3)各地區(qū)所選模型以及拐點(diǎn)的到來等均不相同。大多選取對(duì)數(shù)二次、對(duì)數(shù)三次模型,也有對(duì)數(shù)、二次、三次模型。東部地區(qū)拐點(diǎn)的到來早于中部、西部和東北地區(qū),并且達(dá)到拐點(diǎn)時(shí)的人均GDP均高于其他地區(qū)。 (4)在進(jìn)行中國(guó)環(huán)境質(zhì)量與區(qū)域經(jīng)濟(jì)增長(zhǎng)關(guān)系影響因素分析時(shí),東北、東部、中部、西部地區(qū)在產(chǎn)業(yè)結(jié)構(gòu)、科技進(jìn)步、政府政策等方面存在較大的差異。 (5)針對(duì)區(qū)域經(jīng)濟(jì)增長(zhǎng)過程環(huán)境污染差異的原因,提出加快各地區(qū)產(chǎn)業(yè)升級(jí),調(diào)整產(chǎn)業(yè)結(jié)構(gòu);促進(jìn)科技進(jìn)步,推動(dòng)節(jié)能環(huán)保,,發(fā)展生態(tài)經(jīng)濟(jì);加大政府的作用和投入等方面促進(jìn)區(qū)域經(jīng)濟(jì)平衡、可持續(xù)發(fā)展的建議。
[Abstract]:With the acceleration of industrialization, environmental problems have become increasingly prominent. The environmental problem in the process of economic growth has always been an important topic in economic research, and the most typical one is to use the Environmental Kuznets Curve (EKC) to verify the relationship between economic growth and environmental quality. However, at present, the research on EKC is mainly focused on individual provinces or regions, and most of them choose a single index as an environmental measurement index, and fit it with a conventional model, which can not well reflect the true relationship between EKC and EKC. In this paper, the total discharge of industrial waste gas, the total discharge of industrial waste water and the total discharge of industrial solid waste are selected as the environmental metrics, and the best fit model is selected from the multi-models by using the inter-provincial panel data from 1991 to 2011. The EKC in the western, central and northeast regions is analyzed to study the environmental quality in the process of regional economic growth in China. The conclusions are as follows: (1) the shape of regression curve between environmental metrics and economic growth in different regions is of "U" type, "inverted U" type, "N" type, "inverted N" type and monotone increasing, monotone decreasing type, etc. The EKC curve of "inverted U" type does not necessarily exist. (2) the environmental metrics of the eastern region decrease with the economic growth. With the economic growth, the discharge of industrial solid waste tends to deteriorate, and the discharge of industrial waste water tends to improve. The three environmental metrics of the western region all have the tendency of deterioration with the economic growth. (3) the selected models and the arrival of the inflection point are not the same in each region. Most of the logarithmic quadratic, logarithmic cubic model, there are logarithmic, quadratic, cubic model. The arrival of the inflection point in the eastern region is earlier than that in the central, western and northeast regions, and the per capita GDP reached the inflection point is higher than that in other regions. (4) in the analysis of the factors influencing the relationship between environmental quality and regional economic growth in China, Northeast China, There are great differences in industrial structure, scientific and technological progress and government policies in the eastern, central and western regions. (5) in view of the reasons for the differences in environmental pollution in the process of regional economic growth, it is proposed to speed up the upgrading of industries in various regions. Adjustment of industrial structure, promotion of scientific and technological progress, promotion of energy conservation and environmental protection, development of ecological economy, increasing the role and input of the government to promote regional economic balance and sustainable development.
