【摘要】：建設(shè)社會主義新農(nóng)村,是我國發(fā)展經(jīng)濟,構(gòu)建小康社會,促進城鄉(xiāng)一體化、實行“工業(yè)反哺農(nóng)業(yè)、城市支持農(nóng)村”的重大舉措。大力地發(fā)展縣域經(jīng)濟來推動社會主義新農(nóng)村建設(shè)是一條重要途徑。作為城市經(jīng)濟與鄉(xiāng)村經(jīng)濟的結(jié)合部,農(nóng)村經(jīng)濟向城市經(jīng)濟拓展與延伸的樞紐地帶,縣域經(jīng)濟有著其特殊性和不可復制性,是我國國民經(jīng)濟的重要組成部分。近年來,在山西省委、省政府的大力支持下,山西省綜合經(jīng)濟實力有明顯提升,經(jīng)濟結(jié)構(gòu)逐步優(yōu)化,很大程度上依托于縣域的發(fā)展。本文采用了調(diào)查研究和文獻分析研究相結(jié)合的方法,探討了縣域經(jīng)濟定義的解讀、類型和特點,介紹了我國縣域經(jīng)濟的發(fā)展史、發(fā)展形式、政策文件和縣域經(jīng)濟的發(fā)展實錄及現(xiàn)狀,借鑒了發(fā)達國家發(fā)展縣域經(jīng)濟的先進經(jīng)驗,調(diào)查了山西省個別地區(qū)縣域經(jīng)濟發(fā)展情況,通過理論與實際相結(jié)合的研究表明：構(gòu)建社會主義新農(nóng)村,是促進經(jīng)濟全面協(xié)調(diào)發(fā)展的重要措施。新農(nóng)村建設(shè)與縣域經(jīng)濟發(fā)展關(guān)系密切,發(fā)展縣域經(jīng)濟能夠帶動新農(nóng)村建設(shè),新農(nóng)村建設(shè)也必然要求和促進縣域經(jīng)濟的發(fā)展。但山西省縣域經(jīng)濟發(fā)展還存在貧富差距大、經(jīng)濟結(jié)構(gòu)不合理、工業(yè)化城鎮(zhèn)化步伐緩慢、發(fā)展方式轉(zhuǎn)變滯后等問題。針對以上問題,提出了一些促進縣域經(jīng)濟發(fā)展的對策,并進行了深入地探討。
[Abstract]:Building a new socialist countryside is an important measure to develop the economy, build a well-off society, promote the integration of urban and rural areas, implement the "industry feeding agriculture, and the city support the countryside". It is an important way to vigorously develop the county economy to promote the construction of a new socialist countryside. To the hub zone of urban economic expansion and extension, the county economy has its particularity and non replicability. It is an important part of our national economy. In recent years, under the support of Shanxi Provincial Committee and provincial government, the comprehensive economic strength of Shanxi province has been obviously improved and the economic structure is gradually optimized, to a great extent, relying on the development of the county. Using the method of combining investigation and literature analysis, this paper probes into the interpretation, types and characteristics of the definition of county economy, introduces the history of the development of the county economy, the form of development, the policy documents and the development of the county economy, and draws on the advanced experience of developing the county economy in the developed countries, and investigates the Shanxi province. The development of county economy in some regions and the study of the combination of theory and practice shows that the construction of a new socialist countryside is an important measure to promote the comprehensive and coordinated development of the economy. The construction of the new countryside is closely related to the development of the county economy, the development of the county economy can lead to the construction of the new rural village, and the construction of the new countryside is bound to require and promote the county. The development of regional economy, but the development of county economy in Shanxi province still exists a large gap between the rich and the poor, the economic structure is not reasonable, the pace of industrialization urbanization is slow, and the development mode is lagging behind. Some countermeasures to promote the development of the county economy are put forward, and a deep discussion is carried out.
