【摘要】：加快推進創(chuàng)新發(fā)展能夠快速提升區(qū)域自主創(chuàng)新能力，優(yōu)化區(qū)域創(chuàng)新資源配置，帶動區(qū)域產(chǎn)業(yè)結構升級，促進經(jīng)濟增長，增強區(qū)域競爭力。 本文比較詳細的論述了國內外有關區(qū)域創(chuàng)新體系、區(qū)域自主創(chuàng)新能力和區(qū)域創(chuàng)新驅動模式的理論研究，并探討了有關江蘇省創(chuàng)新發(fā)展問題相關理論的研究進展。依此為基礎，通過搜集近年來江蘇省創(chuàng)新發(fā)展方面的數(shù)據(jù)，分析了江蘇省創(chuàng)新發(fā)展的現(xiàn)狀，并通過與典型省份和創(chuàng)新型國家的對比分析，發(fā)現(xiàn)江蘇省創(chuàng)新發(fā)展存在的問題和不足之處。針對江蘇省創(chuàng)新發(fā)展存在的問題，建立加快推進江蘇省創(chuàng)新發(fā)展的目標體系，，依此為依據(jù)，構建加快推進江蘇省創(chuàng)新發(fā)展的多目標規(guī)劃模型。通過對模型的解析，探尋加快推進江蘇省創(chuàng)新發(fā)展的途徑，并提出加快推進創(chuàng)新發(fā)展的相關對策與措施；對模型解算結果進行分析，得出江蘇省在加快經(jīng)濟增長速度和推進產(chǎn)業(yè)升級之間存在著沖突，研發(fā)機構的創(chuàng)新投入產(chǎn)出效率相對較低。由此提出有節(jié)奏的放緩經(jīng)濟增長和適度的穩(wěn)步推進產(chǎn)業(yè)升級相結合的策略；對研發(fā)機構建立一套有效的績效考核體系，調動研發(fā)機構工作人員的積極性；加大對創(chuàng)新發(fā)展的扶持力，出臺對創(chuàng)新發(fā)展利好的政策，加強基層設施建設和完善相對應的法律法規(guī)。
[Abstract]:Speeding up the development of innovation can promote the ability of regional independent innovation, optimize the allocation of regional innovation resources, promote the upgrading of regional industrial structure, promote economic growth and enhance regional competitiveness. This paper discusses in detail the theoretical research on regional innovation system, regional independent innovation ability and regional innovation driving mode at home and abroad, and discusses the research progress of relevant theories on innovation and development of Jiangsu Province. On the basis of this, through collecting the data of innovation development in Jiangsu Province in recent years, this paper analyzes the present situation of innovation development in Jiangsu Province, and compares it with typical provinces and innovative countries. Find out the problems and shortcomings of innovation development in Jiangsu Province. In view of the problems existing in the innovation development of Jiangsu Province, the goal system of accelerating the innovation development of Jiangsu Province is set up. According to this, the multi-objective programming model of accelerating the innovation development of Jiangsu Province is constructed. Through the analysis of the model, this paper explores the ways to accelerate the innovation development of Jiangsu Province, and puts forward the relevant countermeasures and measures to accelerate the development of innovation. It is concluded that there is a conflict between accelerating economic growth and promoting industrial upgrading in Jiangsu Province, and the innovation input-output efficiency of R & D institutions is relatively low. Therefore, the author puts forward the strategy of slowing down the economic growth in rhythm and promoting the industrial upgrading steadily, establishing an effective performance appraisal system for R & D institutions, and arousing the enthusiasm of the staff of the R & D institutions. We should strengthen the support for innovation and development, introduce favorable policies for innovation development, strengthen the construction of grass-roots facilities and improve the corresponding laws and regulations.
