【摘要】:在經(jīng)濟(jì)全球化程度加深背景下,創(chuàng)新能力日益成為衡量一個(gè)地區(qū)經(jīng)濟(jì)發(fā)展水平和核心競(jìng)爭(zhēng)力的重要指標(biāo)。三螺旋創(chuàng)新理論闡述了創(chuàng)新主體相互作用的內(nèi)在驅(qū)動(dòng)力、不同地區(qū)能夠持續(xù)創(chuàng)新的運(yùn)行機(jī)制,彌補(bǔ)了現(xiàn)有創(chuàng)新理論的不足,對(duì)于提升整個(gè)社會(huì)的科技創(chuàng)新效率具有較強(qiáng)的借鑒意義。 全文分六章。 第一章:緒論。本章主要介紹了研究北京市科技創(chuàng)新系統(tǒng)效率的理論意義和現(xiàn)實(shí)意義、科技創(chuàng)新系統(tǒng)理論的國(guó)內(nèi)外研究現(xiàn)狀、三螺旋創(chuàng)新理論的國(guó)內(nèi)外研究現(xiàn)狀、研究思路和框架。 第二章:三螺旋創(chuàng)新理論。三螺旋創(chuàng)新理論經(jīng)歷了政府干預(yù)模式、自由放任模式和三重螺旋模式三個(gè)階段;三螺旋創(chuàng)新理論揭示了大學(xué)、企業(yè)和政府三者在創(chuàng)新系統(tǒng)中的不同功能定位;三螺旋理論的運(yùn)行機(jī)制包括動(dòng)力機(jī)制、互動(dòng)機(jī)制、自反機(jī)制和約束機(jī)制等四個(gè)方面。 第三章:基于三螺旋的科技創(chuàng)新系統(tǒng)效率評(píng)價(jià)體系的構(gòu)建。本章首先提出構(gòu)建指標(biāo)體系的原則,在該原則的指導(dǎo)下,,將評(píng)價(jià)指標(biāo)體系整體分為科技創(chuàng)新投入指標(biāo)體系和科技創(chuàng)新產(chǎn)出指標(biāo)體系,分別構(gòu)建了全國(guó)各省市和北京市各城區(qū)不同的科技創(chuàng)新系統(tǒng)效率評(píng)價(jià)指標(biāo)體系。最后采用數(shù)據(jù)包絡(luò)分析評(píng)價(jià)方法,引入CCR(規(guī)模報(bào)酬不變)模型和BCC(規(guī)模報(bào)酬可變)模型,通過(guò)兩個(gè)模型的綜合使用得到?jīng)Q策單元的綜合技術(shù)效率、純技術(shù)效率和規(guī)模效率。 第四章:北京市科技創(chuàng)新效率的實(shí)證研究。綜合DEA方法中的CCR模型和BCC模型,進(jìn)行北京市與其他29個(gè)省市科技創(chuàng)新系統(tǒng)效率比較的實(shí)證研究,得出其創(chuàng)新效率在全國(guó)處于領(lǐng)先地位的結(jié)論。與此同時(shí),以北京16個(gè)區(qū)縣投入產(chǎn)出值為依據(jù),比較了各區(qū)縣的創(chuàng)新綜合效率、純技術(shù)效率和規(guī)模效率。 第五章:提升北京市科技創(chuàng)新系統(tǒng)效率的對(duì)策建議。針對(duì)制約北京科技創(chuàng)新發(fā)展等問(wèn)題,本文提出了要加快政府職能轉(zhuǎn)變、增強(qiáng)企業(yè)科技創(chuàng)新主導(dǎo)性、建設(shè)創(chuàng)業(yè)型大學(xué)等對(duì)策和建議,使北京能早日實(shí)現(xiàn)大學(xué)-企業(yè)-政府功能互補(bǔ),使之盡快走上創(chuàng)新驅(qū)動(dòng)的經(jīng)濟(jì)發(fā)展道路。 第六章:結(jié)論與展望。北京科技創(chuàng)新系統(tǒng)效率高且居全國(guó)領(lǐng)先地位,它可以成為全國(guó)創(chuàng)新驅(qū)動(dòng)的領(lǐng)頭羊;但北京各城區(qū)之間的系統(tǒng)效率存在一定的差距,要注意其所屬區(qū)縣的協(xié)同創(chuàng)新。
[Abstract]:Under the background of deepening economic globalization, innovation ability has become an important index to measure the level of economic development and core competitiveness of a region. The three-helix innovation theory expounds the internal driving force of the interaction of innovation subjects, and the operating mechanism of sustainable innovation in different regions, which makes up for the deficiency of the existing innovation theory. For the whole society to promote the efficiency of scientific and technological innovation has a strong reference significance. The full text is divided into six chapters. Chapter one: introduction. This chapter mainly introduces the theoretical and practical significance of the research on the efficiency of science and technology innovation system in Beijing, the present research situation at home and abroad of the science and technology innovation system theory, the domestic and foreign research status of the triple helix innovation theory, the research thought and the frame. Chapter two: three helix innovation theory. The theory of triple helix innovation has experienced three stages: government intervention model, laissez-faire model and triple helix model, and the triple helix innovation theory reveals the different functions of university, enterprise and government in the innovation system. The operating mechanism of triple helix theory includes four aspects: dynamic mechanism, interactive mechanism, reflexive mechanism and constraint mechanism. Chapter three: the construction of efficiency evaluation system of sci-tech innovation system based on triple helix. Under the guidance of the principle, the evaluation index system is divided into scientific and technological innovation input index system and scientific and technological innovation output index system. The efficiency evaluation index system of science and technology innovation system in different provinces and cities of Beijing is constructed. Finally, using the method of data envelopment analysis, CCR (scale reward invariant) model and BCC (variable scale reward) model are introduced, and the comprehensive technical efficiency, pure technical efficiency and scale efficiency of the decision making unit are obtained through the comprehensive use of the two models. Chapter four: empirical study on the efficiency of scientific and technological innovation in Beijing. Combining the CCR model and BCC model of DEA method, this paper makes an empirical study on the efficiency of science and technology innovation system in Beijing and other 29 provinces and cities, and draws the conclusion that its innovation efficiency is in the leading position in the whole country. At the same time, based on the input-output value of 16 districts and counties in Beijing, the innovation comprehensive efficiency, pure technical efficiency and scale efficiency of each district and county are compared. Chapter five: countermeasures and suggestions to improve the efficiency of science and technology innovation system in Beijing. Aiming at restricting the development of scientific and technological innovation in Beijing, this paper puts forward some countermeasures and suggestions, such as speeding up the transformation of government functions, strengthening the leading role of scientific and technological innovation in enterprises, and building entrepreneurial universities. So that Beijing can realize the complementary function of university, enterprise and government as soon as possible, and put Beijing on the road of economic development driven by innovation as soon as possible. Chapter six: conclusion and prospect. Because of its high efficiency and leading position in the country, Beijing Science and Technology Innovation system can become the leader of national innovation drive, but there is a certain gap between the system efficiency of each urban area in Beijing, so it is necessary to pay attention to the collaborative innovation of the districts and counties to which it belongs.
