【摘要】：隨著經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化的發(fā)展,世界各國(guó)都面臨著全新的開(kāi)放環(huán)境,對(duì)外開(kāi)放在區(qū)域經(jīng)濟(jì)發(fā)展中的作用也日益深刻,而對(duì)外開(kāi)放度在一定程度上體現(xiàn)了區(qū)域經(jīng)濟(jì)發(fā)展的內(nèi)涵和潛力,決定著區(qū)域經(jīng)濟(jì)競(jìng)爭(zhēng)力的提升速度。因此,對(duì)外開(kāi)放度理論研究也成為國(guó)內(nèi)學(xué)術(shù)界關(guān)注的熱點(diǎn)課題。國(guó)家實(shí)施中原崛起戰(zhàn)略以來(lái),河南省抓住時(shí)機(jī),實(shí)施開(kāi)放帶動(dòng)戰(zhàn)略,規(guī)劃建設(shè)鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū),力爭(zhēng)加快形成全方位、多層次、寬領(lǐng)域?qū)ν忾_(kāi)放新格局。 在這樣的新形勢(shì)下,如何合理測(cè)量、客觀評(píng)價(jià)河南省對(duì)外開(kāi)放度,并以此為基礎(chǔ)指導(dǎo)河南開(kāi)放型經(jīng)濟(jì)的快速可持續(xù)發(fā)展尤為重要。近年來(lái)學(xué)者們多致力于國(guó)家層面的對(duì)外開(kāi)放研究,但國(guó)內(nèi)各省份之間經(jīng)濟(jì)開(kāi)放情況迥然不同,因此針對(duì)具體區(qū)域測(cè)評(píng)其對(duì)外開(kāi)放度是有必要的。文章在借鑒國(guó)內(nèi)外有關(guān)對(duì)外開(kāi)放度研究成果基礎(chǔ)上,根據(jù)河南省具體開(kāi)放現(xiàn)狀,構(gòu)建適宜的指標(biāo)體系,對(duì)河南省對(duì)外開(kāi)放度進(jìn)行定量分析,同時(shí)與全國(guó)及其他省份進(jìn)行了對(duì)比分析,得出了河南省對(duì)外開(kāi)放度仍然偏低,有進(jìn)一步提升潛力的結(jié)論。接著對(duì)影響河南省對(duì)外開(kāi)放因素進(jìn)行剖析,最后從外貿(mào)、外資、外經(jīng)、航空港建設(shè)四個(gè)方面提出擴(kuò)大經(jīng)濟(jì)開(kāi)放的對(duì)策建議。 文章對(duì)河南省開(kāi)放型經(jīng)濟(jì)研究進(jìn)行了補(bǔ)充,并與時(shí)事相結(jié)合,突出航空港建設(shè)內(nèi)陸高地戰(zhàn)略的重要意義,但由于數(shù)據(jù)的可得性所限,指標(biāo)體系的構(gòu)建仍有待于繼續(xù)完善。
[Abstract]:With the development of economic globalization and regional economic integration, all countries in the world are facing a completely new open environment, and the role of opening to the outside world in the development of regional economy is becoming more and more profound. To a certain extent, the degree of opening to the outside world reflects the connotation and potential of regional economic development, and determines the speed of promoting regional economic competitiveness. Therefore, the theory of opening to the outside world has become a hot topic in domestic academic circles. Since the implementation of the Central Plains rising strategy, Henan Province has seized the opportunity to implement the strategy of opening up to the outside world, planning and building a comprehensive economic experimental area of Zhengzhou Airport, and striving to accelerate the formation of a new pattern of opening to the outside world in all directions, at various levels and in a wide range of Under such a new situation, it is very important to measure reasonably and objectively evaluate the degree of Henan's opening to the outside world and guide the rapid and sustainable development of Henan's open economy. In recent years, scholars mostly devote themselves to the study of opening to the outside world at the national level, but the situation of economic opening among different provinces in China is very different, so it is necessary to evaluate the degree of opening to the outside world in view of specific regions. Based on the domestic and foreign research on the degree of opening to the outside world and according to the current situation of Henan Province's opening up, this paper constructs an appropriate index system to quantitatively analyze the degree of opening up in Henan Province. At the same time, by comparing with other provinces and the whole country, it is concluded that the degree of Henan's opening to the outside world is still on the low side, which has potential for further improvement. Then it analyzes the factors influencing Henan's opening to the outside world, and finally puts forward countermeasures and suggestions for expanding economic opening from four aspects: foreign trade, foreign capital, foreign economy and airport construction. This paper complements the study of open economy in Henan Province and combines it with current events to highlight the importance of the strategy of building inland highlands by air ports. However, due to the limited availability of data, the construction of the index system still needs to be further improved.
