【摘要】：本文從全球能源治理和雙層博弈的角度分析了二十國集團對中國能源政策的影響。根據(jù)二十國集團歷年發(fā)布的公報和宣言,作者認為其能源政策主要有以下四條：在中期逐步取消無效的化石燃料補貼、發(fā)展清潔能源、提高能源的使用效率、加強石油生產(chǎn)者和消費者之間的對話。為了說明二十國集團對中國能源政策的影響,作者對四條政策分別進行了考察：作者首先介紹了中國的某項能源政策,包括內(nèi)容、實施中所遇到的困難等,然后介紹在加入二十國集團后中國此項政策的表現(xiàn),分析二十國集團對中國此項政策的影響。在全球能源治理理論和雙層博弈論的理論框架下,作者認為：在取消化石燃料補貼方面,中國的相關政策正是在二十國集團的壓力下出臺的,二十國集團對中國該項政策的影響比較大；在發(fā)展清潔能源和提高能源的使用效率方面,二十國集團通過強調(diào)對聯(lián)合國氣候變化大會政策的遵守推動了中國這兩項政策的發(fā)展；在加強石油生產(chǎn)者和消費者對話方面,二十國集團強調(diào)將國際能源論壇作為具體的實施平臺,有力地推動了中國對國際能源論壇的積極參與,例如參加論壇各種重要會議以及非常積極地支持聯(lián)合石油數(shù)據(jù)倡議。在文章最后,作者得出了三個結論：二十國集團確實通過直接或與其他國際機構進行合作的方式對中國能源政策產(chǎn)生了影響；二十國集團提出了全球治理的中期目標,這些目標為中國能源政策的調(diào)整和改革指明了方向；中國能源政策的制定和調(diào)整,一方面要與全球能源治理相聯(lián)系,另一方面也要與國內(nèi)的實際情況,包括能源狀況相符,采取漸進的改革措施。
[Abstract]:This paper analyzes the influence of G20 on China's energy policy from the perspective of global energy governance and bilevel game. According to the communiqu 茅 and declaration issued by the Group of Twenty over the years, the authors believe that their energy policies are mainly as follows: phasing out ineffective fossil fuel subsidies in the medium term, developing clean energy, and improving energy efficiency. Enhance dialogue between oil producers and consumers. In order to illustrate the impact of the G20 on China's energy policy, the author examines four policies: first, the author introduces a certain energy policy in China, including its contents, difficulties encountered in its implementation, etc. Then it introduces the performance of China's policy after joining the G20, and analyzes the influence of G20 on China's policy. Under the framework of global energy governance theory and two-tier game theory, the author believes that China's policies on the elimination of fossil fuel subsidies came under pressure from the G20. The Group of Twenty (G-20) has a great influence on China's policy, and in developing clean energy and improving the efficiency of energy use, the G-20 has promoted the development of China's policies by emphasizing compliance with the policies of the United Nations Climate change Conference. In the context of enhancing dialogue between oil producers and consumers, the G-20 stresses that the International Energy Forum as a concrete implementation platform has contributed to China's active participation in the International Energy Forum. For example, participation in important meetings of the Forum and very active support for the Joint Petroleum data Initiative. At the end of the article, the author draws three conclusions: the G-20 has indeed had an impact on China's energy policy, either directly or in cooperation with other international institutions, and the G-20 has proposed medium-term goals for global governance. These objectives have pointed out the direction for the adjustment and reform of China's energy policy. The formulation and adjustment of China's energy policy must, on the one hand, be linked to global energy governance, on the other hand, it should also be consistent with the actual domestic situation, including the energy situation. Take gradual measures of reform.
