【摘要】：論述廣東科技創(chuàng)新智庫(kù)發(fā)展的重要性與必要性,分析廣東科技創(chuàng)新智庫(kù)發(fā)展的現(xiàn)狀及存在的問(wèn)題,指出廣東科技創(chuàng)新智庫(kù)目前總體上呈現(xiàn)出智庫(kù)數(shù)量不斷增多、智庫(kù)水平明顯提高、智庫(kù)類(lèi)型多樣化、政策影響力增強(qiáng)等特點(diǎn),但在制度體制、政策供給、社會(huì)參與等方面存在一定的局限性,其質(zhì)量與水平與國(guó)內(nèi)外先進(jìn)科技智庫(kù)還有差距等問(wèn)題;從構(gòu)建廣東創(chuàng)新智庫(kù)發(fā)展機(jī)制應(yīng)注意的基本屬性和發(fā)展機(jī)制的具體構(gòu)建兩大方面指出其具體發(fā)展方向;指出廣東應(yīng)通過(guò)完善制度、創(chuàng)新體制、社會(huì)參與等多方面路徑來(lái)推動(dòng)科技創(chuàng)新智庫(kù)的發(fā)展。
[Abstract]:This paper discusses the importance and necessity of the development of Guangdong scientific and technological innovation think-tank, analyzes the present situation and existing problems of the development of Guangdong sci-tech innovation think tank, and points out that the number of Guangdong sci-tech innovation think-tank is increasing on the whole. The level of think tanks has improved significantly, the types of think tanks have been diversified, and the influence of policies has been enhanced. However, there are certain limitations in the institutional system, policy supply, social participation, etc. Its quality and level are still far from those of advanced scientific and technological think-tanks at home and abroad, and its specific development direction is pointed out from two aspects: the basic attributes to be paid attention to and the concrete construction of the development mechanism of Guangdong innovative think tanks. It is pointed out that Guangdong should promote the development of scientific and technological innovation think-tank by perfecting the system, innovating system and social participation.
