【摘要】：自2011年，，國務院正式批復中原經(jīng)濟區(qū)規(guī)劃以來，中原經(jīng)濟區(qū)的建設也進入到了快速發(fā)展的階段，中原經(jīng)濟區(qū)內(nèi)各地方政府為了中原經(jīng)濟區(qū)建設的發(fā)展在各個領(lǐng)域都進行了合作，出臺了一系列的相關(guān)政策措施，由于中原經(jīng)濟區(qū)涵蓋了五省多市及縣、區(qū)，也就意味著中原經(jīng)濟區(qū)的建設涉及到了多個省、市、縣及區(qū)的地方政府，因此就需要這些地方政府在中原經(jīng)濟區(qū)建設過程中進行政府間合作時能夠?qū)崿F(xiàn)有效的協(xié)調(diào)從而能夠使中原經(jīng)濟區(qū)建設合理有序的進行，使得中原經(jīng)濟區(qū)的利益能夠得到最大化。 目前，從中原經(jīng)濟區(qū)建設的過程來看，各地方政府間的合作意識越來越強，并且也出臺了一系列促進中原經(jīng)濟區(qū)建設發(fā)展的相關(guān)政策措施，在基礎(chǔ)設施方面也逐漸完善，中原經(jīng)濟區(qū)首屆市長聯(lián)席會議也成功召開；然而，在取得種種成果的同時，也不可避免的存在著一些問題，那就是中原經(jīng)濟區(qū)內(nèi)政府間的協(xié)調(diào)問題，主要表現(xiàn)在存在地方保護主義，政府協(xié)調(diào)存在困難，政府間簽訂的協(xié)定缺乏約束力，在制度監(jiān)管方面存在漏洞，監(jiān)管不夠，政府間合作時信息不對稱，合作不通暢，導致交易成本的增加，政府間合作時會產(chǎn)生公共產(chǎn)品或服務供給不足的等政府間合作不協(xié)調(diào)的問題。從深層次來看，導致這些問題的原因主要有：行政壁壘限制導致政府間協(xié)調(diào)困難；缺乏完善的制度性基礎(chǔ)；缺乏可靠有力的法律保障以及政府提供公共產(chǎn)品或服務時供給主體單一。 為了根據(jù)中原經(jīng)濟區(qū)建設的現(xiàn)狀，來構(gòu)建符合中原經(jīng)濟區(qū)建設，促進中原經(jīng)濟區(qū)發(fā)展的政府間協(xié)調(diào)機制。加強中原經(jīng)濟區(qū)的政府間協(xié)調(diào)問題主要有下幾個方面的對策建議：第一，淡化行政區(qū)意識，強化經(jīng)濟區(qū)觀念；其次，要組建地方政府間協(xié)調(diào)機構(gòu)；第三，要完善利益協(xié)調(diào)機制；最后，要建立健全法律法規(guī)。 通過對中原經(jīng)濟區(qū)內(nèi)各地方政府間協(xié)調(diào)問題的研究，可以使各地方政府能夠脫離獨立發(fā)展、閉門造車的現(xiàn)狀，轉(zhuǎn)變經(jīng)濟發(fā)展模式，實現(xiàn)有獨立到合作的發(fā)展，同時也充分發(fā)揮地方政府對中原經(jīng)濟區(qū)建設的重要作用。
[Abstract]:Since the State Council officially approved the Central Plains Economic Zone in 2011, the construction of the Central Plains Economic Zone has also entered a stage of rapid development. The local governments in the Central Plains Economic Zone have cooperated in various fields for the development of the Central Plains Economic Zone. A series of related policies and measures have been introduced. Because the Central Plains Economic Zone covers five provinces, many cities and counties, and districts, it means that the construction of the Central Plains Economic Zone involves the local governments of many provinces, cities, counties and districts. Therefore, it is necessary for these local governments to carry out inter-governmental cooperation in the construction of the Central Plains Economic Zone so as to achieve effective coordination so that the construction of the Central Plains Economic Zone can proceed in a reasonable and orderly manner and the interests of the Central Plains Economic Zone can be maximized. At present, from the perspective of the construction process of the Central Plains Economic Zone, the consciousness of cooperation among local governments is becoming stronger and stronger, and a series of related policies and measures to promote the construction and development of the Central Plains Economic Zone have also been issued, and the infrastructure has been gradually improved. The first joint meeting of mayors of the Central Plains Economic Zone was also successfully convened; however, while various achievements were made, there were inevitably some problems, that is, coordination among governments in the Central Plains Economic Zone. It is mainly manifested in the existence of local protectionism, the difficulty of government coordination, the lack of binding force in the agreements signed between governments, the loopholes in the regulation of the system, the insufficient supervision, the asymmetry of information and the lack of smooth cooperation in the cooperation between governments. As a result of the increase in transaction costs, intergovernmental cooperation will lead to inadequate supply of public goods or services. From the deep level, the main causes of these problems are: the restriction of administrative barriers leads to the difficulty of intergovernmental coordination, the lack of a sound institutional basis; Lack of reliable and effective legal protection and the supply of public goods or services when the main body of a single government. In order to construct the intergovernmental coordination mechanism in accordance with the construction of the Central Plains Economic Zone and promote the development of the Central Plains Economic Zone according to the present situation of the Central Plains Economic Zone. To strengthen the inter-governmental coordination of the Central Plains Economic Zone, there are several countermeasures and suggestions: first, to desalinate the sense of the administrative region and strengthen the concept of the economic zone; secondly, to set up local intergovernmental coordination agencies; third, to improve the mechanism of interest coordination; Finally, we should establish and improve laws and regulations. Through the study of the coordination among local governments in the Central Plains Economic Zone, it is possible for the local governments to break away from the status quo of independent development, build cars behind closed doors, change the mode of economic development, and realize the development from independence to cooperation. At the same time also give full play to the important role of local governments in the construction of the Central Plains Economic Zone.
