【摘要】：集群發(fā)展是現(xiàn)代產(chǎn)業(yè)發(fā)展趨勢(shì),園區(qū)建設(shè)是產(chǎn)業(yè)集群發(fā)展重要載體�！渡綎|半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》要求突出海洋經(jīng)濟(jì)發(fā)展主題,促進(jìn)海洋特色產(chǎn)業(yè)集聚集群發(fā)展,規(guī)劃建設(shè)一批特色海洋產(chǎn)業(yè)基地。海洋特色產(chǎn)業(yè)園區(qū)建設(shè)是海洋產(chǎn)業(yè)集聚發(fā)展的必然選擇,也是一個(gè)全新的課題。本文分析了特色園區(qū)的發(fā)展戰(zhàn)略,提出了建設(shè)山東半島海洋特色產(chǎn)業(yè)園區(qū)的重要意義,對(duì)國(guó)內(nèi)外各類特色園區(qū)建設(shè)和管理的模式進(jìn)行了分析借鑒。立足山東半島的資源稟賦和產(chǎn)業(yè)發(fā)展情況,深入研究了山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)海洋特色經(jīng)濟(jì)園區(qū)的優(yōu)勢(shì)條件和制約因素。按照海洋產(chǎn)業(yè)發(fā)展趨勢(shì)和山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋產(chǎn)業(yè)發(fā)展現(xiàn)狀,提出了各類海洋特色產(chǎn)業(yè)園區(qū)產(chǎn)業(yè)方向的引導(dǎo)政策。根據(jù)國(guó)內(nèi)外園區(qū)建設(shè)和管理模式,分析提出了山東省建設(shè)海洋特色產(chǎn)業(yè)園區(qū)的建設(shè)原則。以按照《山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》要求,有針對(duì)性地提出在依托省級(jí)以上各類園區(qū)、海洋經(jīng)濟(jì)新區(qū)、海洋科技成果轉(zhuǎn)化基地、交通便利地區(qū)和集中集約用海片區(qū)、中外合作園區(qū)和依托行業(yè)骨干企業(yè)等建設(shè)海洋特色產(chǎn)業(yè)園區(qū)的不同模式選擇。立足加快培育和建設(shè)一批產(chǎn)業(yè)聚集度高、示范帶動(dòng)能力強(qiáng)、發(fā)展質(zhì)量好的海洋特色產(chǎn)業(yè)園區(qū),分析了在建設(shè)山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)海洋特色產(chǎn)業(yè)園區(qū)過(guò)程中政府的作用,提出了加強(qiáng)規(guī)劃引導(dǎo)、落實(shí)財(cái)稅和金融支持政策、實(shí)行用地用海傾斜政策、提高自主創(chuàng)新能力、創(chuàng)新管理體制、堅(jiān)持可持續(xù)發(fā)展、深化對(duì)外開(kāi)放合作、健全協(xié)調(diào)推進(jìn)機(jī)制、加強(qiáng)管理評(píng)價(jià)和監(jiān)督考核等如何更好發(fā)揮政府職能作用的建議。本文的研究目的是通過(guò)分析山東半島海洋特色產(chǎn)業(yè)園區(qū)建設(shè)模式,分析政府作用,提出政府的行為模式,從而為建設(shè)山東半島海洋特色產(chǎn)業(yè)園區(qū)提供理論指導(dǎo)。在創(chuàng)新方面,論文對(duì)目前國(guó)內(nèi)外運(yùn)營(yíng)最成功特色園區(qū)的建設(shè)和管理模式進(jìn)行了認(rèn)真分析,比如國(guó)外的美國(guó)硅谷、新加坡裕廊工業(yè)園,國(guó)內(nèi)的蘇州工業(yè)園等,借鑒他們的成功經(jīng)驗(yàn),分析政府的引導(dǎo)作用,從而提出山東半島海洋特色產(chǎn)業(yè)園建設(shè)模式。論文有關(guān)海洋資源和海洋產(chǎn)業(yè)發(fā)展情況數(shù)據(jù)詳實(shí),為論文寫(xiě)作提供堅(jiān)實(shí)依據(jù)。
[Abstract]:Cluster development is the trend of modern industry development, and park construction is an important carrier of industrial cluster development. The blue economic zone development plan of Shandong Peninsula requires highlighting the theme of marine economic development and promoting the development of marine characteristic industrial cluster. Planning and construction of a number of marine industrial bases with characteristics. The construction of marine characteristic industrial park is an inevitable choice for the development of marine industry agglomeration, and is also a new topic. In this paper, the development strategy of characteristic park is analyzed, and the significance of constructing Shandong Peninsula marine characteristic industrial park is put forward, and the models of construction and management of various characteristic parks at home and abroad are analyzed and used for reference. Based on the resource endowment and industrial development of Shandong Peninsula, the advantages and constraints of constructing marine characteristic economic park in blue economic zone of Shandong Peninsula are studied. According to the development trend of marine industry and the present situation of marine industry development in the blue economic zone of Shandong Peninsula, the guiding policies for the industrial direction of various marine characteristic industrial parks are put forward. According to the construction and management mode of the park at home and abroad, the construction principles of the marine characteristic industrial park in Shandong Province are analyzed and put forward. In order to meet the requirements of the "blue economic zone of Shandong Peninsula", it is proposed to support all kinds of parks at and above the provincial level, new marine economic zones, bases for the transformation of marine scientific and technological achievements, areas with convenient transportation and concentrated and intensive sea areas, China-foreign cooperation park and relying on industry backbone enterprises to build marine industry park different modes. Based on speeding up the cultivation and construction of a batch of marine characteristic industrial parks with high industrial agglomeration, strong demonstration and driving ability and good quality, this paper analyzes the role of the government in the process of building marine characteristic industrial parks in the blue economic zone of Shandong Peninsula. It is proposed to strengthen planning and guidance, implement fiscal, taxation and financial support policies, implement the policy of tilting land to the sea, improve the ability of independent innovation, innovate the management system, adhere to sustainable development, deepen cooperation with the outside world, and improve the coordination and promotion mechanism. Suggestions on how to improve the function of government. The purpose of this paper is to provide theoretical guidance for the construction of the marine characteristic industrial park of Shandong Peninsula by analyzing the construction mode of the marine characteristic industrial park of Shandong Peninsula, analyzing the role of the government, and putting forward the behavior mode of the government. In terms of innovation, the paper makes a careful analysis of the construction and management models of the most successful characteristic parks at home and abroad, such as Silicon Valley in the United States, Jurong Industrial Park in Singapore, Suzhou Industrial Park in China, and so on. Based on their successful experience, the paper analyzes the guiding role of the government, and puts forward the construction model of Shandong Peninsula Marine characteristic Industrial Park. The detailed data about marine resources and marine industry provide a solid basis for the writing of this paper.
