【摘要】：西南民族地區(qū)是典型的生態(tài)脆弱區(qū)和環(huán)境敏感區(qū),如何在全球氣候變化背景下堅(jiān)守發(fā)展與生態(tài)"兩條底線",拓寬經(jīng)濟(jì)增長與環(huán)境改善的雙贏之路是一項(xiàng)重要研究課題�；诖�,本文以西南民族地區(qū)作為研究對(duì)象,利用IPCC分析法和Tapio脫鉤理論模型,測(cè)度西南民族地區(qū)進(jìn)入21世紀(jì)(2000—2015年)能源消耗產(chǎn)生的碳排放與GDP之間的脫鉤關(guān)系,實(shí)證結(jié)果顯示:西南民族地區(qū)CO_2排放量逐年增長,年均增長率高達(dá)7.68%;CO_2排放與經(jīng)濟(jì)增長脫鉤狀態(tài)在2000—2015年除2003年為增長連接、2001年和2005年為增長負(fù)脫鉤外,其余年份基本處于弱脫鉤狀態(tài),即CO_2排放增加速度小于經(jīng)濟(jì)增長幅度,顯現(xiàn)出較好的低碳發(fā)展趨勢(shì),尤其是2013年的強(qiáng)脫鉤狀態(tài),CO_2排放增速不僅小于經(jīng)濟(jì)增速,且首次出現(xiàn)了碳排放負(fù)增長。
[Abstract]:Southwest ethnic regions are typical ecological fragile areas and environmental sensitive areas. How to stick to the "two bottom lines" of development and ecology under the background of global climate change and broaden the win-win road between economic growth and environmental improvement is an important research topic. Based on this, using IPCC analysis and Tapio decoupling theory model, this paper measures the decoupling relationship between carbon emissions and GDP caused by energy consumption in southwest ethnic regions from 2000 to 2015. The empirical results show that the emission of COSP in southwest ethnic areas increases year by year, and the average annual growth rate is as high as 7.68%. The state of decoupling from economic growth in 2000-2015, except in 2003, and in 2001 and 2005, is a negative decoupling of growth. The other years are basically in a weak decoupling state, that is, the increase rate of CO2 emissions is smaller than the economic growth rate, showing a good low-carbon development trend, especially in 2013, the strong decoupling state of CO2 emissions growth rate is not only less than the economic growth rate. And for the first time, a negative increase in carbon emissions occurred.
