【摘要】：人居環(huán)境不斷持續(xù)地改進是人類社會進步和經(jīng)濟發(fā)展的重要體現(xiàn)，同時也是每個家庭追求的目標，因此，舒適和諧的人居環(huán)境是全世界共同關(guān)注的問題。近年來，隨著經(jīng)濟的迅速發(fā)展，尤其是城鎮(zhèn)化的實施，但是在城市規(guī)模不斷擴張的同時，缺乏整體規(guī)劃，未充分考慮經(jīng)濟發(fā)展的核心要素—“人”，導(dǎo)致了人們的生活環(huán)境越來越差，因為大量的人口涌入城市，一時間加劇了城市的環(huán)境人口承載力，使得環(huán)境承載力一下子接近了最大的承受能力。這就造成了城市的人居環(huán)境面臨著嚴峻的環(huán)境挑戰(zhàn)。經(jīng)濟快速增長給人們帶來生活質(zhì)量提高的同時，也應(yīng)更加關(guān)注人居環(huán)境不斷遭到破壞的問題。 這篇論文在相關(guān)文獻的基礎(chǔ)上，對人居環(huán)境的可持續(xù)發(fā)展進行了系統(tǒng)的分析整理，系統(tǒng)的介紹了人居環(huán)境和可持續(xù)發(fā)展的內(nèi)容和含義。同時把可持續(xù)發(fā)展和人居環(huán)境理論作為指導(dǎo)理論，從影響指導(dǎo)理論的社會，經(jīng)濟和生態(tài)環(huán)境發(fā)展這三方面來展開的研究。通過上述指導(dǎo)原則，針對歷史文化古都與現(xiàn)代化融合的西安進行定性和定量分析與評價。最后人居環(huán)境建立在可持續(xù)發(fā)展基礎(chǔ)之上，結(jié)合本文所研究西安城市為例，，找到人居環(huán)境發(fā)展中存在的主要問題，以期通過問題存在的癥結(jié)點來尋求可解決的方法和途徑，找到真正適合人居環(huán)境可持續(xù)發(fā)展的好策略和好方法。本文的主要研究成果如下： 全面系統(tǒng)地構(gòu)建適合西安市人居環(huán)境和社會經(jīng)濟發(fā)展的綜合評定指標體系。在這其中，城市人居環(huán)境評價指標體系包括居住條件、城市生態(tài)環(huán)境、城市基礎(chǔ)設(shè)施、社會穩(wěn)定度和文化教育程度共五個方面18個指標。經(jīng)濟社會發(fā)展綜合評價指標體系包括經(jīng)濟實力、產(chǎn)業(yè)結(jié)構(gòu)、經(jīng)濟外向度和城市居民消費共四個方面十七個個指標。 通過建立西安人居環(huán)境的可持續(xù)發(fā)展的綜合評定指標體系，對西安市的城市環(huán)境可持續(xù)發(fā)展作了進一步的定量分析后，得出結(jié)果表示：最近的二十年里，西安市的人居環(huán)境可持續(xù)發(fā)展的協(xié)調(diào)程度正在日益增強，人居環(huán)境得到了很大的進展與改善。 根據(jù)調(diào)差結(jié)果分析得出，根據(jù)西安市的城市人居環(huán)境目前還存在的主要問題，結(jié)合西安在西部大開發(fā)戰(zhàn)略中的重要地位，以可持續(xù)發(fā)展的根本指導(dǎo)原則，對西安人居環(huán)境可持續(xù)發(fā)展提出相應(yīng)的政策建議。
[Abstract]:The continuous improvement of human settlement environment is an important embodiment of human social progress and economic development, and is also the goal of every family. Therefore, a comfortable and harmonious living environment is a common concern of the world. In recent years, with the rapid development of economy, especially the implementation of urbanization, but with the continuous expansion of urban scale, the lack of overall planning, did not fully consider the core element of economic development-"human". As a result, people's living environment is getting worse and worse, because a large number of people pour into the city, which intensifies the environmental population carrying capacity of the city for a time, and makes the environmental carrying capacity approach the maximum bearing capacity. This causes the urban human settlement environment to face severe environmental challenges. At the same time, we should pay more attention to the continuous destruction of human settlement environment. Based on the relevant literature, this paper systematically analyzes and arranges the sustainable development of human settlement environment. The content and meaning of human settlement environment and sustainable development are introduced systematically. At the same time, the theory of sustainable development and human settlement environment is taken as the guiding theory, and the research is carried out from the three aspects of social, economic and ecological environmental development that influence the guiding theory. Through the above guiding principles, Xi'an, where the historical and cultural ancient capital is combined with modernization, is qualitatively and quantitatively analyzed and evaluated. Finally, the human settlement environment is built on the basis of sustainable development, combined with the study of Xi'an city as an example, to find the main problems in the development of human settlement environment, in order to find the solution through the crux of the problem. Find a good strategy and method for sustainable development of human settlement environment. The main research results of this paper are as follows: a comprehensive evaluation index system suitable for the human settlement environment and social and economic development in Xi'an is constructed in an all-round and systematic way. Among them, the evaluation index system of urban human settlement environment includes five aspects: living conditions, urban ecological environment, urban infrastructure, social stability and cultural and educational level. The comprehensive evaluation index system of economic and social development includes economic strength, industrial structure, degree of economic extroversion and consumption of urban residents. After a further quantitative analysis of the sustainable development of the urban environment in Xi'an, the results show that, in the last two decades, the degree of coordination of the sustainable development of the human settlements environment in Xi'an is increasing day by day. According to the analysis of the adjustment results, according to the main problems existing in the urban human settlement environment of Xi'an City, and combining the important position of Xi'an in the strategy of developing the western region, Based on the basic guiding principle of sustainable development, this paper puts forward corresponding policy recommendations for the sustainable development of Xi'an human settlement environment.
