【摘要】:收入分配制度是經(jīng)濟(jì)社會(huì)發(fā)展的一項(xiàng)根本性、基礎(chǔ)性的制度。實(shí)現(xiàn)收入分配的公平正義,是構(gòu)建中國(guó)特色社會(huì)主義社會(huì)的內(nèi)在要求,也是當(dāng)代公共管理的核心價(jià)值。1978年12月,黨的十一屆三中全會(huì)提出了改革開(kāi)放的戰(zhàn)略決策,此后的三十余年時(shí)間多年中,國(guó)民經(jīng)濟(jì)快速發(fā)展。2012年,我國(guó)國(guó)民生產(chǎn)總值518942億元,占世界經(jīng)濟(jì)總量的11.5%,是僅次于美國(guó)的第二大經(jīng)濟(jì)體。在經(jīng)濟(jì)發(fā)展的同時(shí),我們黨高度重視收入分配改革,從初期的“先富帶動(dòng)后富”,到“兼顧效率和公平”,再到“更加注重公平”,多次在黨的重大會(huì)議上提出關(guān)于收入分配的重要論述,這標(biāo)志著我們黨把追求與每一個(gè)人切身利益相關(guān)的、與社會(huì)整體穩(wěn)定密切聯(lián)系的收入分配的公平正義作為了加強(qiáng)社會(huì)建設(shè)的明確信號(hào)。但是,面對(duì)成績(jī),我們還要清醒的看到,中國(guó)已經(jīng)從改革開(kāi)放初期收入分配較為平均的國(guó)家(1978年中國(guó)基尼系數(shù)為0.18),變成為了收入不平等程度比較嚴(yán)重的國(guó)家(2012年中國(guó)基尼系數(shù)為0.474,且在最近10年都大于0.4的國(guó)家警戒線),這說(shuō)明目前收入分配領(lǐng)域也存在著一些矛盾和問(wèn)題,收入差距,尤其是城鄉(xiāng)居民收入差距問(wèn)題已成為影響我國(guó)經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定的重要問(wèn)題,引起了學(xué)術(shù)界的廣泛關(guān)注。就內(nèi)蒙古地區(qū)而言,改革開(kāi)放的三十余年時(shí)間,城鄉(xiāng)居民絕對(duì)差距增長(zhǎng)了90多倍,相對(duì)差距從2.30:1擴(kuò)大到2.96:1,城鄉(xiāng)居民收入差距呈現(xiàn)明顯擴(kuò)大的趨勢(shì)。 由于收入差距過(guò)大,會(huì)挫傷部分勞動(dòng)者的生產(chǎn)積極性,從而阻礙到經(jīng)濟(jì)的發(fā)展,給社會(huì)穩(wěn)定帶來(lái)不利影響。同時(shí),由于內(nèi)蒙古在維護(hù)祖國(guó)邊疆繁榮穩(wěn)定大局中具有重要戰(zhàn)略地位,因此,在當(dāng)前形勢(shì)下,研究?jī)?nèi)蒙古城鄉(xiāng)居民收入差距現(xiàn)狀,找到影響城鄉(xiāng)居民收入差距的原因,并因地制宜的提出縮小收入差距的對(duì)策建議,對(duì)實(shí)現(xiàn)自治區(qū)經(jīng)濟(jì)的健康發(fā)展具有十分重要的理論價(jià)值和現(xiàn)實(shí)意義。 本文通過(guò)數(shù)據(jù)分析法、實(shí)證分析法、對(duì)比分析法等多種方法,對(duì)內(nèi)蒙古城鄉(xiāng)居民的收入差距進(jìn)行了系統(tǒng)的分析和研究,利用大量的數(shù)據(jù)和圖表多方面的反映了內(nèi)蒙古目前城鄉(xiāng)居民收入差距的現(xiàn)狀和趨勢(shì)。分析影響內(nèi)蒙古城鄉(xiāng)居民收入差距的原因,主要有農(nóng)牧業(yè)生產(chǎn)效率落后導(dǎo)致農(nóng)牧民經(jīng)營(yíng)性收入增長(zhǎng)緩慢,政府對(duì)農(nóng)牧業(yè)扶持力度不夠、城鄉(xiāng)二元結(jié)構(gòu)和城鎮(zhèn)化水平不高限制了農(nóng)牧區(qū)富裕勞動(dòng)力轉(zhuǎn)移導(dǎo)致農(nóng)牧民工資性收入增長(zhǎng)緩慢,政府財(cái)政支出政策長(zhǎng)期偏向城鎮(zhèn)導(dǎo)致欠賬較多使得農(nóng)牧民轉(zhuǎn)移性收入仍低于城鎮(zhèn)等,進(jìn)行深入分析,進(jìn)而提出適合內(nèi)蒙古自治區(qū)區(qū)情的縮小城鄉(xiāng)居民收入差距的對(duì)策建議。
[Abstract]:Income distribution system is a fundamental and basic system of economic and social development. The realization of fairness and justice in income distribution is the inherent requirement of building a socialist society with Chinese characteristics and the core value of contemporary public management. In December 1978, the third Plenary session of the 11th CPC Central Committee put forward a strategic decision for reform and opening up. In the following more than 30 years, the national economy developed rapidly. In 2012, China's gross national product (GNP) was 51.8942 trillion yuan, accounting for 11.5% of the world's total economic volume, which is the second largest economy after the United States. At the same time of economic development, our party attaches great importance to the reform of income distribution, from the early years of "bringing the rich first and then the rich" to "taking efficiency and fairness into account," and then to "paying more attention to fairness." The important statement on income distribution has been put forward many times at the major meetings of the Party, which indicates that our party's pursuit is related to the vital interests of everyone. The fairness and justice of income distribution, which is closely related to social stability, is a clear signal to strengthen social construction. However, in the face of achievements, we still have to soberly see, China has gone from a country where income distribution was more evenly distributed in the early years of reform and opening up (China's Gini coefficient was 0.18 in 1978) to a country with high income inequality (China's Gini coefficient was 0.474 in 2012 and more than 0.4 in the last 10 years) This shows that there are also some contradictions and problems in the field of income distribution. The income gap, especially the income gap between urban and rural residents, has become an important issue affecting the economic development and social stability of our country. As far as Inner Mongolia is concerned, in the more than 30 years of reform and opening up, the absolute gap between urban and rural residents has increased by more than 90 times, the relative gap has expanded from 2.30 to 2.96: 1, and the income gap between urban and rural residents has shown a trend of obvious expansion. Because the income gap is too large, It will dampen the productive enthusiasm of some workers, thus hinder the development of economy and bring negative influence to social stability. At the same time, because Inner Mongolia has an important strategic position in maintaining the prosperity and stability of the border areas of the motherland, therefore, under the current situation, the present situation of income gap between urban and rural residents in Inner Mongolia is studied, and the reasons that affect the income gap between urban and rural residents are found. It has very important theoretical value and practical significance to realize the healthy economic development of the autonomous region. In this paper, through data analysis, empirical analysis, comparative analysis and other methods, there are many methods, such as data analysis, empirical analysis, comparative analysis and so on. The income gap between urban and rural residents in Inner Mongolia is systematically analyzed and studied, and the current situation and trend of income gap between urban and rural residents in Inner Mongolia are reflected by a large number of data and charts. The main reasons influencing the income gap between urban and rural residents in Inner Mongolia are the slow growth of operating income of farmers and herdsmen due to the backward production efficiency of agriculture and animal husbandry, and the insufficient government support for agriculture and animal husbandry. The low level of urban-rural dual structure and urbanization limit the transfer of rich labor force in farming and pastoral areas, resulting in the slow growth of wage income of farmers and herdsmen. The government's fiscal expenditure policy in favor of cities and towns for a long time leads to a large amount of debts, so that the transfer income of farmers and herdsmen is still lower than that of towns and so on.
