基于低碳思路的山西產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化分析

【摘要】:以氣候變暖為主要特征的全球氣候變化已成為21世紀(jì)人類共同面臨的挑戰(zhàn)。人類在努力發(fā)展經(jīng)濟的同時,也不斷探索著經(jīng)濟和環(huán)境協(xié)調(diào)可持續(xù)發(fā)展模式。在繼兩次工業(yè)革命和信息革命之后,低碳經(jīng)濟因其具有“低污染、低消耗、低排放”的特征成為人類應(yīng)對氣候變化,解決能源危機、謀求可持續(xù)發(fā)展的必然選擇。同時,低碳經(jīng)濟也被認(rèn)為是擺脫全球經(jīng)濟低迷狀況的重要契機,逐漸成為了世界經(jīng)濟發(fā)展的一種新模式。山西省擁有豐富的能源資源,為國家的發(fā)展做出了重要的貢獻,但是,也帶來了生態(tài)環(huán)境的污染。在全球大力提倡發(fā)展低碳經(jīng)濟的背景下,山西如何順應(yīng)經(jīng)濟發(fā)展潮流,實現(xiàn)經(jīng)濟的新一輪增長,基于低碳經(jīng)濟思路的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化為山西提供了新的經(jīng)濟發(fā)展途徑。 本文結(jié)合國內(nèi)外低碳經(jīng)濟和產(chǎn)業(yè)經(jīng)濟學(xué)的相關(guān)理論,在分析山西產(chǎn)業(yè)結(jié)構(gòu)、資源稟賦、能源消費和產(chǎn)業(yè)碳排放量的基礎(chǔ)上,選取代表低碳經(jīng)濟的相關(guān)指標(biāo),運用數(shù)據(jù)包絡(luò)模型對低碳經(jīng)濟與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化之間的協(xié)調(diào)發(fā)展進行綜合評價,根據(jù)相關(guān)決策單元的規(guī)模經(jīng)濟情況,對非規(guī)模經(jīng)濟的決策單元進行投影分析,得出產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化過程中的支持因素和阻礙因素。最后,針對實證分析得出存在的問題提出對策建議。 本文的創(chuàng)新點主要體現(xiàn)在:一是研究山西產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化時,,選取產(chǎn)業(yè)結(jié)構(gòu)、資源稟賦、能源消費和產(chǎn)業(yè)碳排放量四個具有代表性的核心要素,將低碳經(jīng)濟這一約束條件由定性變量轉(zhuǎn)化為定量變量,從而在模型中對山西產(chǎn)業(yè)結(jié)構(gòu)進行量化分析。二是運用數(shù)據(jù)包絡(luò)模型對產(chǎn)業(yè)結(jié)構(gòu)進行深入分析,得出相關(guān)指標(biāo)的規(guī)模性、冗余率和產(chǎn)出不足率,提出合理的對策建議。
[Abstract]:Global climate change, characterized by global warming, has become a common challenge for mankind in the 21st century. While we are trying to develop economy, we are constantly exploring the sustainable development model of economy and environment. Following the two industrial revolutions and the information revolution, the low-carbon economy has become the inevitable choice for mankind to deal with climate change, solve the energy crisis and seek sustainable development because of its characteristics of "low pollution, low consumption and low emission". At the same time, low-carbon economy is regarded as an important opportunity to get rid of the global economic downturn and has gradually become a new model of world economic development. Shanxi Province is rich in energy resources and has made important contributions to the development of the country. However, it has also brought about the pollution of the ecological environment. In the context of global advocacy for the development of a low-carbon economy, how does Shanxi conform to the trend of economic development and realize a new round of economic growth? The optimization of industrial structure based on low-carbon economy provides a new way of economic development for Shanxi. This paper analyzes Shanxi's industrial structure, resource endowment, and related theories of low-carbon economy and industrial economics at home and abroad. On the basis of energy consumption and industrial carbon emissions, this paper selects the relevant indicators representing the low-carbon economy and uses the data envelope model to evaluate the coordinated development between low-carbon economy and industrial structure optimization. According to the scale economy of the decision making unit, the projection analysis of the decision making unit of the non-scale economy is carried out, and the supporting and hindering factors in the process of industrial structure optimization are obtained. Finally, in view of the empirical analysis, the paper puts forward the countermeasures and suggestions. The innovation of this paper is mainly reflected in: first, when studying the optimization of Shanxi industrial structure, select the industrial structure, resource endowment, The four representative core factors of energy consumption and industrial carbon emission transform the constraint condition of low carbon economy from qualitative variable to quantitative variable and analyze the industrial structure of Shanxi Province quantitatively in the model. The second is to use the data envelopment model to analyze the industrial structure in depth, and obtain the scale, redundancy rate and output insufficiency rate of the related indicators, and put forward some reasonable countermeasures and suggestions.
