【摘要】：根據(jù)《河北沿海地區(qū)發(fā)展規(guī)劃》,為加快河北省沿海地區(qū)的發(fā)展,促進同天津濱海新區(qū)的良性互動和協(xié)調發(fā)展,加強與京津的分工與合作,為京津城市的產(chǎn)業(yè)轉移提供空間,推動重化工業(yè)轉型升級。滄州渤海新區(qū)成為河北省沿海地區(qū)重點發(fā)展對象。本文從產(chǎn)業(yè)結構調整的角度出發(fā),在國內(nèi)外眾多學者對產(chǎn)業(yè)結構理論及產(chǎn)業(yè)結構調整理論的研究基礎上,通過對滄州渤海新區(qū)的產(chǎn)業(yè)結構現(xiàn)狀分析及存在的問題進行整理和描述,在此基礎上提出了調整的戰(zhàn)略建議。 產(chǎn)業(yè)結構的合理化對經(jīng)濟穩(wěn)步并快速發(fā)展起著關鍵性的作用。本文基于產(chǎn)業(yè)結構理論,研究了滄州渤海新區(qū)產(chǎn)業(yè)結構調整的戰(zhàn)略問題。滄州渤海新區(qū)產(chǎn)業(yè)結構的不合理影響了該地區(qū)經(jīng)濟的可持續(xù)發(fā)展,產(chǎn)業(yè)結構層次低、產(chǎn)業(yè)鏈短,低附加值產(chǎn)業(yè)加工為主、產(chǎn)業(yè)類型單一、缺乏技術密集型產(chǎn)業(yè)以及配套設施不完善等問題都阻礙了滄州渤海新區(qū)經(jīng)濟的發(fā)展。針對以上問題,本文提出產(chǎn)業(yè)結構需進一步優(yōu)化,使產(chǎn)業(yè)向集聚化、產(chǎn)業(yè)鏈化、高新化的方向發(fā)展,可持續(xù)發(fā)展能力不斷增強,新興產(chǎn)業(yè)所占比重明顯提高,初步形成以現(xiàn)代制造業(yè)和服務業(yè)為主導、高技術產(chǎn)業(yè)、特色農(nóng)業(yè)協(xié)調發(fā)展的新格局,鞏固產(chǎn)業(yè)特色優(yōu)勢,形成一批具有國際競爭力的企業(yè)集團作為產(chǎn)業(yè)結構調整為總目標。產(chǎn)業(yè)結構調整的總體戰(zhàn)略：向著合理化和高度化發(fā)展。同時分別針對滄州渤海新區(qū)的第一、第二、第三產(chǎn)業(yè)結構調整的具體戰(zhàn)略,包括：積極調整第一產(chǎn)業(yè)的發(fā)展方式；調整并優(yōu)化第二產(chǎn)業(yè),基于現(xiàn)有主導產(chǎn)業(yè)和優(yōu)勢產(chǎn)業(yè)上,延伸其產(chǎn)業(yè)鏈,提高其附加值,引入新興產(chǎn)業(yè)和低碳產(chǎn)業(yè)；提升第三產(chǎn)業(yè)的質量,向多元化戰(zhàn)略發(fā)展。最后提出了相應的產(chǎn)業(yè)結構調整政策建議。
[Abstract]:According to the Hebei Coastal Development Plan, in order to accelerate the development of the coastal areas of Hebei Province, promote the benign interaction and coordinated development with Tianjin Binhai New area, strengthen the division of labor and cooperation with Beijing and Tianjin, and provide space for the industrial transfer of Beijing-Tianjin cities, Promote heavy chemical industry transformation and upgrading. Cangzhou Bohai Sea area has become a key development object in the coastal areas of Hebei Province. In this paper, from the perspective of industrial structure adjustment, on the basis of many domestic and foreign scholars' research on industrial structure theory and industrial structure adjustment theory, Based on the analysis of the present situation of the industrial structure and the existing problems in the new area of the Bohai Sea in Cangzhou, this paper puts forward some strategic suggestions for the adjustment. The rationalization of the industrial structure plays a key role in the steady and rapid development of the economy. Based on the theory of industrial structure, this paper studies the strategic problems of industrial structure adjustment in Cangzhou Bohai Sea New area. The irrational industrial structure in Cangzhou Bohai New area has affected the sustainable development of the region's economy. The industrial structure is low, the industrial chain is short, the industrial processing is mainly low value-added, and the type of industry is single. The lack of technology-intensive industry and imperfect supporting facilities hinder the economic development of Cangzhou Bohai New area. In view of the above problems, this paper points out that the industrial structure needs to be further optimized so as to make the industry develop in the direction of agglomeration, industrial chain and hi-tech, the ability of sustainable development is continuously enhanced, and the proportion of emerging industries is obviously increased. A new pattern of coordinated development of high-tech industry and characteristic agriculture is initially formed, which is dominated by modern manufacturing and service industries, and a group of enterprise groups with international competitiveness are formed as the overall goal of industrial structure adjustment. The overall strategy of industrial structure adjustment: to rationalization and high-level development. At the same time, aiming at the specific strategies for the adjustment of the structure of the tertiary industry in the new area of Cangzhou Bohai Sea, respectively, including: actively adjusting the development mode of the primary industry; adjusting and optimizing the secondary industry, based on the existing leading industries and superior industries, Extending its industrial chain, increasing its added value, introducing new industries and low-carbon industries, improving the quality of the tertiary industry and developing towards diversification strategy. Finally, the corresponding industrial structure adjustment policy recommendations are put forward.
