【摘要】：招商引資是一項(xiàng)通過引進(jìn)外部資源以促進(jìn)本地區(qū)經(jīng)濟(jì)快速發(fā)展的重要政策,是社會(huì)主義市場(chǎng)經(jīng)濟(jì)和社會(huì)化產(chǎn)業(yè)分工的產(chǎn)物。改革開放以來,各級(jí)地方政府將招商引資作為一項(xiàng)重要經(jīng)濟(jì)職能大力實(shí)施,全國(guó)由此掀起了一股由東至西、由南向北轟轟烈烈的“招商熱”,招商引資成為了地方政府吸引資金、技術(shù),實(shí)行趕超型經(jīng)濟(jì)發(fā)展戰(zhàn)略的重要舉措,甚至被列為政府“一號(hào)工程”。由于特定的歷史條件決定政府成為了招商引資的主體,承擔(dān)著包括產(chǎn)業(yè)發(fā)展規(guī)劃、優(yōu)惠政策制定、招商項(xiàng)目引進(jìn)、投資行政審批等職能,為促進(jìn)地區(qū)對(duì)外開放和經(jīng)濟(jì)發(fā)展發(fā)揮了積極作用。然而,隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的完善和政府機(jī)構(gòu)職能的轉(zhuǎn)變,地方政府主導(dǎo)型招商引資模式愈發(fā)暴露出了政府職能越位、缺位、錯(cuò)位等違反市場(chǎng)經(jīng)濟(jì)發(fā)展規(guī)律的諸多弊端和問題,尤其是對(duì)地方經(jīng)濟(jì)可持續(xù)發(fā)展、生態(tài)環(huán)境保護(hù)和社會(huì)和諧穩(wěn)定等產(chǎn)生了一系列不利影響。因此,在黨的十八大精神新的要求下,在新一屆政府簡(jiǎn)政放權(quán)的改革下,地方政府如何改革招商引資模式,做到科學(xué)招商、依法招商、和諧招商,關(guān)系著地方經(jīng)濟(jì)能否持續(xù)、快速、健康發(fā)展,已成為當(dāng)前地方政府迫切需要解決的一項(xiàng)重大問題。 筆者長(zhǎng)期在寶雞市政府經(jīng)濟(jì)管理部門工作,曾從事過招商引資工作,參與了政府經(jīng)濟(jì)規(guī)劃、政策制定等工作,與外資企業(yè)和工業(yè)園區(qū)等有較多的工作聯(lián)系,同時(shí)結(jié)合自己攻讀MPA期間所學(xué)的理論知識(shí),探索對(duì)寶雞市政府主導(dǎo)型招商模式進(jìn)行新的改革完善。 本文以政府的經(jīng)濟(jì)職能為理論依據(jù),以黨的十八大精神和新絲綢之路經(jīng)濟(jì)帶歷史機(jī)遇為背景,以寶雞市政府主導(dǎo)型招商引資模式為研究范例,立足于寶雞作為國(guó)家“向西開放”的橋頭堡和新絲綢之路經(jīng)濟(jì)帶交通樞紐城市的發(fā)展優(yōu)勢(shì),圍繞寶雞在搶抓新的歷史發(fā)展機(jī)遇中,如何改革招商引資模式、進(jìn)一步推動(dòng)對(duì)外開放而展開研究。筆者對(duì)寶雞市政府主導(dǎo)型招商引資模式進(jìn)行了全面的研究,在肯定其發(fā)揮積極作用的前提下,深入分析了政府主導(dǎo)型招商引資模式目前所存在的弊端和問題,從而對(duì)政府主導(dǎo)型招商引資模式進(jìn)行了新的改革完善,以期為寶雞市政府招商引資提供思路性參考。 本文共分五章：第一章為緒論,介紹了研究的背景意義、國(guó)內(nèi)外研究現(xiàn)狀、研究方法、論文結(jié)構(gòu)及研究創(chuàng)新；第二章對(duì)政府招商引資兩種主要模式進(jìn)行了比較分析；第三章對(duì)寶雞市招商引資模式的現(xiàn)狀進(jìn)行研究；第四章分析了寶雞市政府主導(dǎo)型招商引資模式存在的弊端、問題及原因；第五章提出了對(duì)寶雞市政府主導(dǎo)型招商引資模式改革的思路對(duì)策及工作建議,即設(shè)計(jì)出了以“市場(chǎng)為主、政府為輔”的招商引資改革模式,給出了“解放思想,轉(zhuǎn)變招商引資觀念；轉(zhuǎn)變職能,找準(zhǔn)政府角色定位；強(qiáng)化服務(wù),打造良好發(fā)展環(huán)境；科學(xué)考核,建立合理激勵(lì)機(jī)制”的改革對(duì)策,同時(shí)對(duì)寶雞市進(jìn)一步加強(qiáng)招商引資工作提出了“積極推進(jìn)招商引資觀念轉(zhuǎn)變、項(xiàng)目引進(jìn)堅(jiān)持規(guī)模與效益并舉、加大外資項(xiàng)目引進(jìn)力度、進(jìn)一步加強(qiáng)招商隊(duì)伍建設(shè)、健全項(xiàng)目考核推進(jìn)機(jī)制和大力改善投資環(huán)境”的具體工作建議。
[Abstract]:Since the reform and opening - up , local governments have played an important role in promoting the opening and development of the region . However , with the improvement of the socialist market economy and the transformation of government agency functions , the local government has made a great deal of adverse effects on the development of the economy .

In the long run , the author worked in the government ' s economic management department , had engaged in the job of attracting investment , participated in the work of government economic planning , policy formulation , etc .

On the basis of the government ' s economic function , this paper is based on the historical opportunity of the Party ' s 18th National Spirit and the New Silk Road Economic Belt .

This article is divided into five chapters : the first chapter is the introduction , introduces the background meaning of the research , the research situation , the research method , the thesis structure and the research innovation at home and abroad ;
The second chapter compares the two main modes of government investment attraction .
The third chapter is about the status quo of the investment promotion mode of Baoji City .
The fourth chapter analyzes the disadvantages , problems and causes of the pattern of government - led investment promotion in Baoji City .
The fifth chapter puts forward the countermeasures and suggestions for the reform of the government - oriented investment promotion mode of the city government , which is to design the reform countermeasures of the investment capital reform based on the " market - oriented and government - oriented " , and put forward the reform countermeasures of " liberalizing the thought and transforming the investment capital concept ; strengthening the service , building a sound development environment ; scientific assessment and establishing a reasonable incentive mechanism " . At the same time , the article puts forward the reform countermeasures of " actively pushing forward the concept of attracting investment and attracting investment " , and further strengthening the introduction of foreign investment projects , further strengthening the construction of the recruitment team , perfecting the project appraisal and pushing mechanism and vigorously improving the investment environment .
