【摘要】：隨著泛長(zhǎng)三角區(qū)域概念的廣泛提出和中部崛起戰(zhàn)略的深入實(shí)踐,安徽省迎來(lái)了歷史性的發(fā)展黃金期。安徽省是我國(guó)中部地區(qū)六省中的一員,承接?xùn)|部沿海地區(qū)的產(chǎn)業(yè)轉(zhuǎn)移是其的歷史使命,同時(shí),隨著我省加速融入泛長(zhǎng)三角區(qū)域,能否在新的一輪產(chǎn)業(yè)轉(zhuǎn)移浪潮中抓住發(fā)展契機(jī),這對(duì)安徽省在“十二五”期間實(shí)現(xiàn)戰(zhàn)略性的飛躍發(fā)展至關(guān)重要。 首先,論文以參閱大量相關(guān)文獻(xiàn)為基礎(chǔ),梳理了關(guān)于產(chǎn)業(yè)轉(zhuǎn)移的相關(guān)概念和理論,更新了對(duì)區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移的認(rèn)識(shí)。承接產(chǎn)業(yè)轉(zhuǎn)移涉及區(qū)域間的產(chǎn)業(yè)流通,通常表現(xiàn)為產(chǎn)業(yè)發(fā)達(dá)地區(qū)向欠發(fā)達(dá)地區(qū)轉(zhuǎn)移,轉(zhuǎn)移區(qū)在產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)或經(jīng)濟(jì)轉(zhuǎn)型期多將部分資源密集型、勞動(dòng)密集型產(chǎn)業(yè)向承接區(qū)轉(zhuǎn)移；而承接區(qū)的發(fā)展程度或現(xiàn)狀較適宜承接該類產(chǎn)業(yè),承接區(qū)在承接過(guò)程中不是被動(dòng)的承受,更應(yīng)積極的爭(zhēng)取承接的主動(dòng)權(quán),創(chuàng)建更為優(yōu)越的承接條件和環(huán)境。 然后,論文將承接產(chǎn)業(yè)轉(zhuǎn)移的理論基礎(chǔ)與安徽的具體地域特色結(jié)合起來(lái),通過(guò)構(gòu)建評(píng)價(jià)指標(biāo)體系的方式作為安徽承接產(chǎn)業(yè)選擇的主要實(shí)踐標(biāo)準(zhǔn),文章構(gòu)建了包括產(chǎn)業(yè)比較競(jìng)爭(zhēng)優(yōu)勢(shì)、產(chǎn)業(yè)可持續(xù)發(fā)展能力、產(chǎn)業(yè)經(jīng)濟(jì)貢獻(xiàn)能力和產(chǎn)業(yè)就業(yè)貢獻(xiàn)能力在內(nèi)的4個(gè)一級(jí)指標(biāo),共計(jì)10項(xiàng)二級(jí)指標(biāo),分別為需求收入彈性、比較勞動(dòng)生產(chǎn)率、行業(yè)市場(chǎng)占有率、產(chǎn)業(yè)擴(kuò)張彈性、增加值規(guī)模、總資產(chǎn)貢獻(xiàn)率、成本費(fèi)用利潤(rùn)率、全民勞動(dòng)生產(chǎn)率、就業(yè)吸納率和投入創(chuàng)造的就業(yè)率,這10項(xiàng)指標(biāo)構(gòu)成完整的評(píng)價(jià)體系。通過(guò)收集客觀的統(tǒng)計(jì)數(shù)據(jù),并借助因子分析法,將構(gòu)建的10項(xiàng)評(píng)價(jià)指標(biāo)分別賦值,最終提取4個(gè)主因子,得出34個(gè)工業(yè)行業(yè)的單項(xiàng)因子得分與總得分。同時(shí)運(yùn)用聚類分析法以因子分析結(jié)果作為原始數(shù)據(jù),按適宜度劃分承接層級(jí),確定了4個(gè)承接層級(jí)。最適宜安徽承接的產(chǎn)業(yè)主要包括電氣機(jī)械和器材制造業(yè)酒、飲料和精制茶制造業(yè)、農(nóng)副食品加工業(yè)、木材加工及木竹藤棕草制品業(yè)等。 最后,根據(jù)實(shí)證分析的結(jié)果為了進(jìn)一步促進(jìn)安徽承接產(chǎn)業(yè)轉(zhuǎn)移的發(fā)展,再一次將理論與實(shí)踐相結(jié)合,立足安徽現(xiàn)狀,有針對(duì)性的提出了5條較為實(shí)際的建議措施。其包括了政府加強(qiáng)扶持力度,構(gòu)建優(yōu)越承接環(huán)境；構(gòu)建工業(yè)園區(qū),發(fā)揮產(chǎn)業(yè)集群優(yōu)勢(shì)；科研院所技術(shù)支撐,完善產(chǎn)學(xué)研用體系；金融機(jī)構(gòu)資金支持,促進(jìn)產(chǎn)業(yè)優(yōu)化升級(jí)；社會(huì)力量積極參與,拓寬發(fā)展渠道。 論文一共分成七章：第一章是緒論；第二章是相關(guān)研究理論回顧；第三章是安徽承接產(chǎn)業(yè)發(fā)展現(xiàn)狀；第四章是承接產(chǎn)業(yè)選擇指標(biāo)體系的構(gòu)建及方法選�。旱谖逭率前不粘薪赢a(chǎn)業(yè)選擇的實(shí)證分析；第六章是安徽承接產(chǎn)業(yè)選擇的政策建議；第七章是結(jié)論與展望。
[Abstract]:With the extensive development of the concept of the pan-Yangtze River Delta region and the deep practice of the central rising strategy, Anhui Province ushered in a historic golden period of development. Anhui Province is one of the six provinces in the central region of our country. It is its historical mission to undertake the industrial transfer in the eastern coastal areas. At the same time, as our province speeds up its integration into the pan-Yangtze River Delta region, can we seize the opportunity of development in the new round of industrial transfer tide? This is of great importance to the strategic development of Anhui Province during the 12th Five-Year Plan. Firstly, based on a large number of related documents, the paper combs the relevant concepts and theories about industrial transfer. Updated the understanding of interregional industrial transfer. Industrial transfer involves the industrial circulation between regions, which is usually manifested in the transfer of industrial developed areas to less developed areas, and the transfer areas will be part of resource intensive in the optimization and upgrading of industrial structure or the economic transition period. The labor-intensive industry is transferred to the undertaking area, and the development degree or present situation of the undertaking area is more suitable to undertake this kind of industry. The undertaking area is not passive in the process of undertaking, and it should actively strive for the initiative to undertake. Then, the thesis combines the theoretical basis of undertaking industry transfer with the specific regional characteristics of Anhui. By constructing the evaluation index system as the main practical standard for Anhui to accept the choice of industry, the article constructs the industrial comparative competitive advantage, the ability of industry sustainable development. Four first-level indicators, including the contribution capacity of industry economy and the contribution of industry employment, total 10 second-level indicators, which are the elasticity of demand income, the comparison of labor productivity, the market share of the industry, the elasticity of industrial expansion and the scale of added value. The contribution rate of total assets, cost-cost profit margin, labor productivity of the whole people, employment absorption rate and employment rate created by input constitute a complete evaluation system. By collecting objective statistical data and using factor analysis, 10 evaluation indexes were assigned, 4 main factors were extracted, and the single factor score and total score of 34 industrial industries were obtained. At the same time, the result of factor analysis is taken as the original data by cluster analysis, and the four levels of undertaking are determined according to the degree of suitability. The industries most suitable for Anhui to undertake mainly include the electrical machinery and equipment manufacturing industry, wine, beverage and refined tea manufacturing, agricultural food processing industry, wood processing and wood, bamboo and rattan, palm grass products, etc. Finally, According to the results of empirical analysis, in order to further promote Anhui to undertake the development of industrial transfer, again will be combined with theory and practice, based on the current situation of Anhui, has put forward five more practical suggestions. It includes strengthening government support, constructing superior undertaking environment, building industrial parks, giving play to the advantages of industrial clusters, supporting scientific research institutes, perfecting the system of production, learning and research, supporting financial institutions and promoting industrial optimization and upgrading; The thesis is divided into seven chapters: the first chapter is the introduction; the second chapter is the review of the relevant research theories; the third chapter is the current situation of Anhui undertaking industry development; The fourth chapter is the construction of the index system of undertaking industry selection and the selection of methods: the fifth chapter is the empirical analysis of Anhui undertaking industry selection; the sixth chapter is the policy recommendations of Anhui undertaking industry selection; the seventh chapter is the conclusion and prospect.
