【摘要】：自20世紀80年代開始，中國經(jīng)濟取得了飛速增長，但這些增長是以巨大的能源和資源消耗以及嚴重的環(huán)境污染作為代價的。2013年開始彌漫于許多城市的霧霾更加凸顯了轉(zhuǎn)變經(jīng)濟發(fā)展方式，走綠色發(fā)展道路的迫切性。作為現(xiàn)代經(jīng)濟的核心之一，金融可以發(fā)揮促進經(jīng)濟發(fā)展方式轉(zhuǎn)變的積極作用。但金融如何具體發(fā)揮其作用的問題存在爭議，尚未厘清。因此，有必要深入探討金融提升區(qū)域綠色發(fā)展水平的影響渠道及其效果以更合理地制定相關(guān)政策。 本文認為金融通過資本支持、資本配置、企業(yè)監(jiān)督和綠色金融四個機理影響綠色發(fā)展。利用2001-2011年中國30個省域面板數(shù)據(jù)，借助生態(tài)效率反映區(qū)域綠色發(fā)展水平，運用空間杜賓模型和Arcgis工具實證研究了各機理的相對重要性及其空間溢出效應(yīng)。主要發(fā)現(xiàn)有：相對而言，企業(yè)監(jiān)督效應(yīng)和資本配置效應(yīng)的作用更顯著；前者對當?shù)鼐G色發(fā)展的積極影響相對最大，但長期中才會對周邊區(qū)域的綠色發(fā)展產(chǎn)生積極的空間溢出效應(yīng)；后者對當?shù)鼐G色發(fā)展具有顯著影響，，但空間溢出效應(yīng)不顯著；金融危機后資本支持效應(yīng)和長期貸款的監(jiān)督效應(yīng)得到了加強,但證券市場的監(jiān)督效應(yīng)則反而削弱并產(chǎn)生負面影響；綠色金融效應(yīng)及其空間溢出均不明顯，暗示著有必要加強金融支持綠色產(chǎn)業(yè)和環(huán)境保護的力度。金融支持綠色發(fā)展的政策重點可能在于加強資金使用監(jiān)督，而不僅是加大資金投入。 結(jié)合理論、實證結(jié)果分析，本文對我國金融支持綠色發(fā)展提出加強金融機構(gòu)對企業(yè)的資金使用監(jiān)督、提升金融市場資本配置效率、加大金融機構(gòu)對綠色環(huán)保投入、支持技術(shù)研發(fā)創(chuàng)新、加快建立污染權(quán)交易場所等建議。
[Abstract]:Since the 1980s, China's economy has achieved rapid growth. But these increases come at the expense of huge energy and resource consumption and severe environmental pollution. The haze, which began to pervade many cities in 2013, underscores the urgency of changing the way the economy is growing and taking a green path. As one of the core of modern economy, finance can play a positive role in promoting the transformation of economic development mode. However, the issue of how to play a specific role in finance is controversial and has not yet been clarified. Therefore, it is necessary to probe into the influence channels and effects of improving the regional green development level in order to formulate relevant policies more reasonably. This paper argues that finance influences green development through four mechanisms: capital support, capital allocation, enterprise supervision and green finance. Based on the panel data of 30 provinces in China from 2001 to 2011, the relative importance of each mechanism and its spatial spillover effect are studied by using spatial Doberbin model and Arcgis tool, using ecological efficiency to reflect the level of regional green development. The main findings are as follows: relatively speaking, the effects of enterprise supervision and capital allocation are more significant, and the former has the greatest positive impact on local green development. But in the long run, it will produce positive spatial spillover effect on the green development of the surrounding area, the latter has significant influence on the local green development, but the spatial spillover effect is not significant. After the financial crisis, the capital support effect and the supervision effect of long-term loan have been strengthened, but the supervision effect of the securities market has been weakened and has a negative impact, the green financial effect and its spatial spillover are not obvious. Hinting at the need to strengthen financial support for green industry and environmental protection. Financial support for green development policy may focus on strengthening the supervision of the use of funds, not just increase capital investment. Based on the theory and empirical results, this paper proposes to strengthen the supervision of financial institutions on the use of funds for enterprises, to enhance the efficiency of capital allocation in financial markets, and to increase the investment of financial institutions in green environmental protection. Support technology development and innovation, accelerate the establishment of pollution rights trading sites and other proposals.
