中國(guó)省域人力資本的經(jīng)濟(jì)增長(zhǎng)效應(yīng)

【摘要】:作為人口大國(guó),中國(guó)具有比較突出的人力資本潛在優(yōu)勢(shì),如何切實(shí)有效的轉(zhuǎn)化這一潛在優(yōu)勢(shì),藉此不斷提高我國(guó)總體人力資本水平,進(jìn)而為自主創(chuàng)新能力的提升提供持續(xù)動(dòng)力,事關(guān)我國(guó)突破經(jīng)濟(jì)發(fā)展瓶頸、保持經(jīng)濟(jì)長(zhǎng)期健康發(fā)展的重要問(wèn)題。 文章首先從概念、分類、核算、溢出及其與經(jīng)濟(jì)增長(zhǎng)的關(guān)系等多個(gè)方面對(duì)國(guó)內(nèi)外人力資本的研究脈絡(luò)及最新進(jìn)展進(jìn)行了文獻(xiàn)梳理和評(píng)述,為后續(xù)研究的展開(kāi)提供理論的基本支撐和研究思路。其次,人力資本、經(jīng)濟(jì)增長(zhǎng)及二者的交互作用推動(dòng)了區(qū)域發(fā)展差異的形成,而區(qū)域經(jīng)濟(jì)發(fā)展質(zhì)量的高低則體現(xiàn)為二者協(xié)調(diào)共進(jìn)與否,文章通過(guò)構(gòu)建人力資本與經(jīng)濟(jì)增長(zhǎng)的耦合模型,評(píng)測(cè)近30年來(lái)(1982-2011)我國(guó)各區(qū)域人力資本與經(jīng)濟(jì)增長(zhǎng)水平之間的耦合演進(jìn)機(jī)制,并運(yùn)用適宜性理論對(duì)二者的耦合躍遷模式做了初步探討。隨后,考慮區(qū)位具有空間依賴性或空間相關(guān)性特征,文章運(yùn)用空間探索性數(shù)據(jù)分析方法(ESDA)探究省域間人力資本與經(jīng)濟(jì)增長(zhǎng)的空間分布格局及其關(guān)聯(lián)特性,并運(yùn)用空間Lucas模型分析人力資本的空間溢出效應(yīng),由此明確區(qū)域經(jīng)濟(jì)發(fā)展差異之具體特征。 研究結(jié)果表明,我國(guó)各省區(qū)人力資本與經(jīng)濟(jì)增長(zhǎng)的耦合度始終處于較低水平,并呈現(xiàn)由東至西遞減的態(tài)勢(shì),同時(shí)區(qū)域間存在耦合趨同。值得一提的是,文章通過(guò)借鑒適宜性理論對(duì)各區(qū)域的適宜性耦合躍遷模式進(jìn)行了初步探討,并認(rèn)為東部及東北應(yīng)更加注重人力資本的自主創(chuàng)新能力,而中西部地區(qū)應(yīng)注重人力資本對(duì)先進(jìn)技術(shù)的吸收模仿能力。此外,空間探索性數(shù)據(jù)分析以及空間Lucas模型顯示30年來(lái)我國(guó)大多數(shù)省區(qū)存在顯著的人力資本正向空間溢出效應(yīng),因此處于經(jīng)濟(jì)轉(zhuǎn)型關(guān)鍵期的中國(guó),應(yīng)進(jìn)一步打破區(qū)域間人力資本空間溢出的市場(chǎng)與體制壁壘,強(qiáng)化區(qū)域間在教育、醫(yī)療衛(wèi)生等方面的制度共進(jìn),實(shí)現(xiàn)區(qū)域間教育與醫(yī)療衛(wèi)生資源的合理分配與流動(dòng)。
[Abstract]:As a large country with large population, China has outstanding potential advantages of human capital. How to effectively transform this potential advantage, thereby continuously improve the overall human capital level of our country, and then provide a continuous impetus for the improvement of independent innovation ability. It is important for our country to break through the bottleneck of economic development and maintain long-term and healthy economic development. Firstly, this paper reviews the research context and latest development of human capital at home and abroad from the aspects of concept, classification, accounting, spillover and its relationship with economic growth. To provide the basic theoretical support and research ideas for the subsequent research. Secondly, human capital, economic growth and their interaction promote the formation of regional development differences, and the quality of regional economic development is reflected in the two coordinated progress or not. By constructing a coupling model between human capital and economic growth, this paper evaluates the evolution mechanism of the coupling between human capital and economic growth level in different regions of China in the past 30 years. The coupling transition model between them is discussed by using suitability theory. Then, considering the spatial dependence or spatial correlation of location, this paper uses the spatial exploratory data analysis method to explore the spatial distribution pattern of human capital and economic growth among provinces and its related characteristics. The spatial spillover effect of human capital is analyzed by using spatial Lucas model. The results show that the coupling degree between human capital and economic growth in the provinces and regions of China is always at a low level, and it is decreasing from east to west, at the same time, there is a convergence of coupling between regions. It is worth mentioning that the paper makes a preliminary study on the coupling transition model of suitability in different regions by referring to the theory of suitability, and holds that the eastern and northeast regions should pay more attention to the independent innovation ability of human capital. The central and western regions should pay attention to the ability of human capital to absorb and imitate advanced technology. In addition, spatial exploratory data analysis and spatial Lucas model show that there are significant positive spatial spillover effects of human capital in most provinces and regions of China in the past 30 years, so China is in the critical period of economic transition. It is necessary to further break down the market and institutional barriers of spatial spillover of regional human capital, strengthen the system of education, medical and health care, and realize the rational distribution and flow of education and medical and health resources among regions.
