【摘要】：1978年以來,改革開放的春風(fēng)吹拂祖國大地,自此我國經(jīng)濟(jì)實現(xiàn)穩(wěn)速增長,城鎮(zhèn)化建設(shè)也隨著經(jīng)濟(jì)增長的良好態(tài)勢不斷發(fā)展,成為推動經(jīng)濟(jì)增長的強大引擎。城鎮(zhèn)化建設(shè)已經(jīng)成為我們國家在尋求發(fā)展過程中的重點工作。黨的十八大提出兩個一百年目標(biāo),其中一個即是到2020年我國將全面建成小康社會,著力解決民生福祉問題,促進(jìn)社會公平和諧,不僅是建成小康社會的需要,也是城鎮(zhèn)化建設(shè)的目標(biāo)之一,城鎮(zhèn)化建設(shè)也成為我國全面建成小康社會過程中的重要一環(huán),成為我國走向現(xiàn)代化的必由之路。2017年政府工作報告中明確指出,要牢牢把握推進(jìn)城鎮(zhèn)化建設(shè)的要點,穩(wěn)中推進(jìn)城鎮(zhèn)化水平的提高。同時,報告指出,要注重消費、投資、區(qū)域、產(chǎn)業(yè)、環(huán)境保護(hù)等政策的協(xié)調(diào)配合,確保經(jīng)濟(jì)運行的合理區(qū)間。結(jié)合城鎮(zhèn)化的涵義來講,其主要表現(xiàn)在人口的大量聚集,產(chǎn)業(yè)的不斷優(yōu)化升級,以刺激消費促進(jìn)總需求增加,進(jìn)而擴(kuò)大投資,與此同時要做好生態(tài)環(huán)境保護(hù)工作,促進(jìn)區(qū)域間協(xié)調(diào)發(fā)展,這些都與城鎮(zhèn)化與經(jīng)濟(jì)發(fā)展之間有著密不可分的關(guān)系。長春市作為吉林省省會,是全省的政治、經(jīng)濟(jì)、科技、文化中心,地處松遼平原腹地,是東北亞地區(qū)重要的城市之一,近些年來城鎮(zhèn)化水平建設(shè)有了顯著提高,年均增長一個百分點左右,目前處于城鎮(zhèn)化快速發(fā)展階段,所以,在當(dāng)前經(jīng)濟(jì)新常態(tài)的背景下,探究城鎮(zhèn)化與經(jīng)濟(jì)發(fā)展二者之間關(guān)系,無論對于長春市城鎮(zhèn)化建設(shè)還是經(jīng)濟(jì)發(fā)展都有重要的深遠(yuǎn)意義。本文首先在閱讀大量相關(guān)文獻(xiàn)的基礎(chǔ)上,對有關(guān)城鎮(zhèn)化與經(jīng)濟(jì)發(fā)展的相關(guān)文獻(xiàn)進(jìn)行了綜述分析;第二章主要對城鎮(zhèn)化的相關(guān)理論及測度方法做了理論上的介紹,并闡述了城鎮(zhèn)化與經(jīng)濟(jì)發(fā)展之間的相互作用機制,為全文做了理論鋪墊;第三章則主要通過歷史研究與調(diào)查研究的方法對近代以來長春市城鎮(zhèn)化發(fā)展?fàn)顩r進(jìn)行了回顧,結(jié)合當(dāng)前長春市城鎮(zhèn)化建設(shè)及經(jīng)濟(jì)發(fā)展現(xiàn)狀進(jìn)行了簡要分析,主要從城鎮(zhèn)化水平、居民收入、基礎(chǔ)設(shè)施、產(chǎn)業(yè)結(jié)構(gòu)等方面展開論述,研究發(fā)現(xiàn)目前長春市城鎮(zhèn)化建設(shè)及經(jīng)濟(jì)發(fā)展存在幾方面問題,如:城鎮(zhèn)化水平偏低、城鄉(xiāng)居民收入差距較大、產(chǎn)業(yè)結(jié)構(gòu)仍需優(yōu)化等,這些成為本文展開研究并提出相關(guān)建議的依據(jù);第四章運用計量經(jīng)濟(jì)學(xué)相關(guān)方法對長春市城鎮(zhèn)化與經(jīng)濟(jì)發(fā)展之間的關(guān)系進(jìn)行了實證分析,選取經(jīng)過處理的城鎮(zhèn)化率及人均GDP數(shù)據(jù)作為兩個指標(biāo),通過單位根檢驗、協(xié)整檢驗、格蘭杰因果關(guān)系檢驗及脈沖響應(yīng)函數(shù)等計量方法探究二者之間的關(guān)系。研究結(jié)果表明,近些年來,長春市城鎮(zhèn)化與經(jīng)濟(jì)發(fā)展之間存在長期均衡的協(xié)調(diào)關(guān)系,但是,城鎮(zhèn)化對于經(jīng)濟(jì)發(fā)展的帶動作用較為微弱,需要經(jīng)過很長時間才能看出效果,而經(jīng)濟(jì)發(fā)展對于城鎮(zhèn)化的影響則比較明顯,在剛開始的時候反映波動就比較明顯,隨著社會的發(fā)展,這種促進(jìn)作用也逐漸減弱。第五章則在前述章節(jié)理論與實證研究的基礎(chǔ)上,結(jié)合長春市目前城鎮(zhèn)化及經(jīng)濟(jì)發(fā)展現(xiàn)存的問題提出相關(guān)政策建議,從優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、改革現(xiàn)有戶籍制度、提倡生態(tài)環(huán)保、建設(shè)綠色城鎮(zhèn)及不斷完善基礎(chǔ)設(shè)施四方面提出相關(guān)建議,以期能夠改善現(xiàn)有長春市城鎮(zhèn)化建設(shè)及社會經(jīng)濟(jì)發(fā)展?fàn)顩r。

Since then the economy of our country has been steadily increasing, the urbanization construction has also developed with the good trend of economic growth, and has become a powerful engine for promoting economic growth. The construction of urbanization has become the key work of our country in the process of seeking development. The eighteen Party of the party has put forward two The goal of one hundred years is to build a well-off society in an all-round way by 2020, to solve the welfare problems of the people's livelihood and to promote the fair and harmonious society. It is not only the need of building a well-off society, but also one of the goals of the construction of urbanization. The only way to modernize the country in the.2017 report of government work clearly points out that we should firmly grasp the main points of promoting the construction of urbanization and promote the improvement of the level of urbanization. At the same time, the report points out that we should pay more attention to the coordination and coordination of the policies of consumption, investment, region, industry, environmental protection and so on, to ensure a reasonable range of economic operation. In terms of the connotation, it is mainly manifested in the large population aggregation, the continuous optimization and upgrading of the industry to stimulate consumption to increase the total demand, and then expand the investment. At the same time, we should do a good job of protecting the ecological environment and promote the coordinated development of the region. All these have a close relationship with the urbanization and economic development. Changchun is a city. As the provincial capital of Jilin Province, it is the political, economic, scientific and cultural center of the province, which is located in the hinterland of the Songliao plain. It is one of the important cities in the Northeast Asia. In recent years, the urbanization level construction has been greatly improved, the average annual growth is about one percentage point, and it is at the stage of rapid urbanization, so it is under the background of the current economic new normal. The study of the relationship between the urbanization and the economic development of the two is of great significance to the urbanization and economic development of Changchun. Firstly, on the basis of reading a large number of relevant documents, this paper makes a summary and analysis of the related literature about urbanization and economic development, and the second chapter is mainly about the theory of urbanization and the related theories. The measurement method is introduced in theory, and the interaction mechanism between urbanization and economic development is expounded. The theory paving for the full text is made. The third chapter mainly reviews the development of urbanization in Changchun by historical research and investigation, and combines the urbanization and economic development in Changchun. The presentation is briefly analyzed, mainly from the level of urbanization, residents' income, infrastructure, industrial structure and other aspects. It is found that there are several problems in the urbanization and economic development in Changchun, such as the low level of urbanization, the large income gap between urban and rural residents and the optimization of the industrial structure, which become the article. The fourth chapter makes an empirical analysis on the relationship between urbanization and economic development in Changchun by means of econometrics, and selects the processed urbanization rate and the per capita GDP data as two indicators, through unit root test, co integration test, Grainger causality test and impulse. The relationship between the two is explored by the response function method. The results show that, in recent years, there is a long-term equilibrium relationship between urbanization and economic development in Changchun. However, urbanization has a weaker driving effect on economic development. It needs a long time to see the effect, and the economic development is for urbanization. The fifth chapter, on the basis of the theoretical and empirical research of the previous chapters, combined with the existing problems of the current urbanization and economic development in Changchun, puts forward relevant policy proposals, and changes from the optimization of the industrial structure to the improvement of the industrial structure. The existing household registration system, the promotion of ecological environmental protection, the construction of Green towns and the continuous improvement of the infrastructure four aspects of relevant suggestions, in order to improve the existing urban construction and social and economic development in the city of Changchun.
