【摘要】：鎮(zhèn)域經(jīng)濟(jì)是我國(guó)區(qū)域經(jīng)濟(jì)的一部分，是我國(guó)國(guó)民經(jīng)濟(jì)的基礎(chǔ)。鎮(zhèn)域經(jīng)濟(jì)發(fā)展是城鄉(xiāng)統(tǒng)籌發(fā)展的重要組成部分，是促進(jìn)農(nóng)業(yè)增產(chǎn)增效和農(nóng)民增加收入、提高生活水平的重要載體，能帶動(dòng)廣大農(nóng)村區(qū)域經(jīng)濟(jì)的發(fā)展，縮小城市、鄉(xiāng)村經(jīng)濟(jì)發(fā)展的差距，緩解城鄉(xiāng)矛盾、維護(hù)社會(huì)穩(wěn)定，也是使我國(guó)經(jīng)濟(jì)保持可持續(xù)增長(zhǎng)的有效手段，同時(shí)也是落實(shí)科學(xué)發(fā)展觀的重要路徑。因此，研究鎮(zhèn)域經(jīng)濟(jì)發(fā)展具有重要意義。 目前，我國(guó)總體上進(jìn)入了城鄉(xiāng)經(jīng)濟(jì)協(xié)調(diào)發(fā)展的歷史新時(shí)期。本文分析研究了國(guó)內(nèi)外鎮(zhèn)域經(jīng)濟(jì)研究狀況，對(duì)鎮(zhèn)域經(jīng)濟(jì)的內(nèi)涵進(jìn)行了界定，并依據(jù)區(qū)域經(jīng)濟(jì)發(fā)展理論和可持續(xù)發(fā)展理論等基礎(chǔ)理論和前提，對(duì)鎮(zhèn)域經(jīng)濟(jì)發(fā)展進(jìn)行了基本評(píng)估。主要運(yùn)用了系統(tǒng)分析方法、比較分析方法、理論分析和實(shí)例分析相結(jié)合的方法，以及調(diào)查、上網(wǎng)及文獻(xiàn)搜索等方法。實(shí)現(xiàn)了選題方面、研究?jī)?nèi)容方面和研究成果方面的創(chuàng)新，與以前的研究成果相比，本文系統(tǒng)性、全面性的闡述了鎮(zhèn)域經(jīng)濟(jì)發(fā)展問(wèn)題。 本文以山東省菏澤市為例，對(duì)當(dāng)前菏澤市鎮(zhèn)域經(jīng)濟(jì)發(fā)展情況進(jìn)行了研究，指出了菏澤市鎮(zhèn)域經(jīng)濟(jì)存在的城鎮(zhèn)承載能力弱，產(chǎn)業(yè)基礎(chǔ)薄弱，基礎(chǔ)設(shè)施建設(shè)滯后，生產(chǎn)要素供給矛盾突出，制約鎮(zhèn)域經(jīng)濟(jì)發(fā)展的體制性障礙依然存在，尚未建立科學(xué)的政績(jī)考核體系和機(jī)制，沒(méi)有找到依托優(yōu)勢(shì)發(fā)展特色經(jīng)濟(jì)的路子等一系列問(wèn)題，分析了形成問(wèn)題的成因，提出了發(fā)展壯大鎮(zhèn)域經(jīng)濟(jì)必須突出重點(diǎn)，搞好典型引路，提升城鎮(zhèn)規(guī)劃、建設(shè)和基礎(chǔ)設(shè)施服務(wù)配套水平，發(fā)展特色支柱產(chǎn)業(yè)，堅(jiān)持增加政策、資金等多方面的扶持，擴(kuò)權(quán)強(qiáng)鎮(zhèn)和優(yōu)化鎮(zhèn)域經(jīng)濟(jì)發(fā)展環(huán)境等建議。只有解決了鎮(zhèn)域經(jīng)濟(jì)發(fā)展的問(wèn)題，尤其是經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)鎮(zhèn)域經(jīng)濟(jì)的發(fā)展問(wèn)題，才能促進(jìn)鎮(zhèn)域經(jīng)濟(jì)的均衡發(fā)展，，希望能為地方發(fā)展規(guī)劃和決策規(guī)劃提供參考。
[Abstract]:Town economy is a part of our regional economy and the foundation of our national economy. Economic development in the town area is an important part of the overall development of urban and rural areas. It is an important carrier to promote agricultural production and efficiency, increase farmers' income, and improve living standards. It can promote the economic development of the vast rural areas and reduce the city size. The gap of rural economic development, the alleviation of the contradiction between urban and rural areas, and the maintenance of social stability are also the effective means to maintain the sustainable growth of our economy, and an important way to implement the scientific concept of development. Therefore, it is of great significance to study the development of town economy. At present, our country has entered a new historical period of coordinated development of urban and rural economy. This paper analyzes and studies the research situation of town economy at home and abroad, defines the connotation of town area economy, and evaluates the development of town area economy according to the basic theory and premise of regional economic development theory and sustainable development theory. The methods of system analysis, comparative analysis, theoretical analysis and case analysis, as well as the methods of investigation, Internet access and literature search are mainly used. It realizes the innovation of the topic, the research content and the research results. Compared with the previous research results, this paper systematically and comprehensively expounds the development of town economy. Taking Heze City of Shandong Province as an example, this paper studies the development of town economy in Heze City at present, and points out that the carrying capacity of towns in Heze City is weak, the industrial foundation is weak, and the infrastructure construction is lagging behind. The contradictions in the supply of production elements are prominent, the institutional obstacles that restrict the development of the economy in the town area still exist, the scientific performance assessment system and mechanism have not yet been established, and a series of problems have not been found, such as the way to develop the characteristic economy based on the advantages, and so on. This paper analyzes on the causes of the formation of the problems, and points out that in order to develop and strengthen the town area economy, it is necessary to give prominence to the key points, do well the typical guiding roads, improve the supporting level of town planning, construction and infrastructure services, develop the characteristic pillar industries, and persist in increasing the policy. Fund and other aspects of support, expand the town and optimize the town area economic development environment and other suggestions. Only by solving the problem of town area economic development, especially the development of town area economy in underdeveloped areas, can we promote the balanced development of town area economy, and hope to provide reference for local development planning and decision-making planning.
