【摘要】：近年來(lái),在我國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入良好勢(shì)頭的大背景下,遼寧的經(jīng)濟(jì)和社會(huì)發(fā)展環(huán)境也在經(jīng)歷著深遠(yuǎn)改變。人口紅利的優(yōu)勢(shì)明顯減弱,勞動(dòng)力成本持續(xù)上漲,加快產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、促進(jìn)經(jīng)濟(jì)創(chuàng)新性發(fā)展才是明智的選擇。遼寧省的產(chǎn)業(yè)結(jié)構(gòu)升級(jí)遲緩,這大大約束了老工業(yè)基地的重振,人力資本水平的提高是促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的核心要素,更是促進(jìn)經(jīng)濟(jì)健康發(fā)展的動(dòng)力。只有確保人力資本水平與產(chǎn)業(yè)結(jié)構(gòu)協(xié)調(diào)發(fā)展,才能實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí),加速經(jīng)濟(jì)增長(zhǎng);當(dāng)二者的發(fā)展不協(xié)調(diào)時(shí),就會(huì)影響產(chǎn)業(yè)結(jié)構(gòu)和經(jīng)濟(jì)的發(fā)展。本文以產(chǎn)業(yè)結(jié)構(gòu)和人力資本的相關(guān)的理論為基礎(chǔ),研究了遼寧省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)與人力資本水平的發(fā)展現(xiàn)狀及相互影響程度。并運(yùn)用回歸模型、ADF檢驗(yàn)、協(xié)整關(guān)系檢驗(yàn)、格蘭杰因果關(guān)系檢驗(yàn)等計(jì)量方法,通過(guò)對(duì)遼寧省1985-2016年相關(guān)數(shù)據(jù)的收集,分析了遼寧省人力資本水平對(duì)于產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型的影響機(jī)理。衡量了人力資本水平與產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的關(guān)系,進(jìn)而分析出兩者互促的結(jié)論。并提出相應(yīng)的政策建議。研究結(jié)果說(shuō)明遼寧的人力資本水平與產(chǎn)業(yè)結(jié)構(gòu)升級(jí)之間有著長(zhǎng)期穩(wěn)定的均衡關(guān)系,人力資本水平與產(chǎn)業(yè)結(jié)構(gòu)的協(xié)調(diào)互促機(jī)制較弱,但人力資本水平的提高仍給產(chǎn)業(yè)結(jié)構(gòu)升級(jí)提供了一定的推動(dòng)力。通過(guò)對(duì)遼寧省三大產(chǎn)業(yè)結(jié)構(gòu)、人力資本存量等方面的數(shù)據(jù)進(jìn)行細(xì)致的分析,找出適應(yīng)遼寧省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的人力資本發(fā)展模式,從而確保遼寧省經(jīng)濟(jì)又好又快的發(fā)展。
[Abstract]:In recent years, under the background of good momentum of economic development in China, the economic and social development environment of Liaoning is also undergoing profound changes. The advantages of the demographic dividend have obviously weakened, the labor cost continues to rise, the upgrading of the industrial structure and the promotion of the economic innovation are the wise choice. The upgrading of the industrial structure of Liaoning province is late. Slow, this greatly constrains the revitalization of the old industrial base, the improvement of the level of human capital is the core element to promote the upgrading of the industrial structure, and it is the motive force to promote the healthy development of the economy. Only by ensuring the coordinated development of the human capital level and the industrial structure can the upgrading of the industrial structure be realized and the economic growth be accelerated; the development of the two will not be coordinated. On the basis of the related theories of industrial structure and human capital, this paper studies the status of industrial structure upgrading and human capital level in Liaoning province and the degree of mutual influence, and uses regression model, ADF test, cointegration test and Grainger causality test. By collecting the relevant data of Liaoning province for 1985-2016 years, this paper analyzes the influence mechanism of human capital level on industrial structure transformation in Liaoning Province, measures the relationship between the level of human capital and the upgrading of industrial structure, and then analyses the mutual promotion of the two, and puts forward the corresponding policy suggestions. The results show the human capital of Liaoning. There is a long-term stable equilibrium relationship between the level and the upgrading of industrial structure, and the coordination and mutual promotion mechanism of human capital level and industrial structure is weak, but the improvement of human capital level still provides a certain impetus to the upgrading of industrial structure. The data of the three major industrial structures of Liaoning Province and the stock of human capital are meticulous. To find out the mode of human capital development to adapt to the upgrading of Liaoning's industrial structure, so as to ensure the sound and rapid development of Liaoning's economy.
