【摘要】：福建省抓住改革開放的契機,充分運用黨和國家的各項優(yōu)惠政策,經(jīng)濟實現(xiàn)較快發(fā)展。而近幾年來,福建經(jīng)濟基本保持下行的趨勢,特別是2008年以后,世界經(jīng)濟危機的爆發(fā)加劇了福建經(jīng)濟的發(fā)展形勢,GDP增長率持續(xù)下降。而在福建經(jīng)濟減速的背景下,有關(guān)福建經(jīng)濟減速原因的探討正成為眾多學者們研究的熱點。本文則從區(qū)域發(fā)展的視角出發(fā),探究福建經(jīng)濟減速的原因,具有重要的理論和現(xiàn)實意義。本文首先將福建省區(qū)域劃分為閩東南和閩西北,考察這兩個地域經(jīng)濟增長的非均衡情況。具體先從GDP總量及其增長率、人均GDP及其增長率、產(chǎn)業(yè)結(jié)構(gòu)以及其他主要經(jīng)濟指標,如固定資產(chǎn)投資額、對外貿(mào)易、居民生活水平、地方財政收支等方面來考察閩東南和閩西北間存在的經(jīng)濟差距現(xiàn)狀。然后運用極差、標準差、加權(quán)變異系數(shù)、泰爾指數(shù)等指標,以定量分析方法來進一步衡量閩東南和閩西北兩地域經(jīng)濟發(fā)展的非均衡程度,結(jié)果表明：閩東南和閩西北經(jīng)濟發(fā)展的相對差距在縮小,絕對差距依然持續(xù)擴大。其次,在考察過閩東南和閩西北兩地區(qū)經(jīng)濟的非均衡程度后,以泰爾指數(shù)代表區(qū)域經(jīng)濟非均衡情況,以實際人均GDP代表福建經(jīng)濟增長狀況,對福建區(qū)域經(jīng)濟總差距、閩東南和閩西北組間差距、組內(nèi)差距對經(jīng)濟增長的影響進行實證分析,得出結(jié)論：閩東南和閩西北組內(nèi)差距不是福建經(jīng)濟增長的Granger原因,福建區(qū)域經(jīng)濟總差距、閩東南和閩西北的組間差距是經(jīng)濟增長的Granger原因,且都對福建經(jīng)濟增長產(chǎn)生負面溢出效應,即閩東南沿海和閩西北內(nèi)陸兩地域之間經(jīng)濟差距的拉大是福建當前經(jīng)濟減速的重要影響因子。為了保持福建經(jīng)濟穩(wěn)定持續(xù)的增長,本文從軟硬件設施、產(chǎn)業(yè)政策、對外貿(mào)易和投資政策以及政府政策等方面提出閩西北發(fā)展的對策建議,以期縮小閩西北地帶和閩東南地帶的經(jīng)濟差距,實現(xiàn)福建經(jīng)濟穩(wěn)定持續(xù)發(fā)展。
[Abstract]:Fujian Province grasps the opportunity of reform and opening to the outside world and makes full use of the preferential policies of the Party and the country to achieve rapid economic development. In recent years, Fujian economy has maintained a downward trend, especially after 2008, the outbreak of the world economic crisis has aggravated the economic development situation in Fujian Province and the GDP growth rate has continued to decline. Under the background of Fujian's economic slowdown, the discussion on the reasons of Fujian's economic slowdown is becoming a hot topic for many scholars. This paper, from the perspective of regional development, explores the causes of economic slowdown in Fujian, which has important theoretical and practical significance. In this paper, the region of Fujian Province is divided into Southeast Fujian and Northwest Fujian to investigate the unbalanced situation of economic growth in these two regions. First of all, from the total amount of GDP and its growth rate, per capita GDP and its growth rate, industrial structure and other major economic indicators, such as investment in fixed assets, foreign trade, living standards of residents, The present situation of economic disparity between southeast Fujian and northwest Fujian is investigated in the aspects of local fiscal revenue and expenditure. Then, by using indicators such as extreme deviation, standard deviation, weighted coefficient of variation and Thiel index, and using quantitative analysis methods to further measure the unbalanced degree of economic development in Southeast and Northwest Fujian, The results show that the relative gap of economic development between southeast Fujian and northwest Fujian is narrowing, and the absolute gap is still expanding. Secondly, after examining the non-equilibrium degree of economy in Southeast Fujian and Northwest Fujian, the Taier index is used to represent the unbalanced situation of regional economy, and the actual per capita GDP represents the economic growth of Fujian, which is the total gap of regional economy in Fujian. The difference between southeast Fujian and northwest Fujian, and the influence of intra-group gap on economic growth are analyzed empirically. The conclusion is that the gap between southeast Fujian and northwest Fujian is not the Granger cause of Fujian economic growth, but the total regional economic gap in Fujian. The gap between southeast Fujian and northwest Fujian is the Granger cause of economic growth, and both have negative spillover effects on Fujian economic growth. That is to say, the widening of the economic gap between the southeast coast of Fujian and the inland area of northwest Fujian is an important factor affecting the current economic slowdown in Fujian. In order to maintain the steady and sustained growth of Fujian's economy, this paper puts forward countermeasures and suggestions for the development of Northwest Fujian from the aspects of hardware and software facilities, industrial policies, foreign trade and investment policies, and government policies, etc. In order to narrow the economic gap between Northwest Fujian and Southeast Fujian, and realize the steady and sustainable development of Fujian economy.
