【摘要】：協(xié)同創(chuàng)新是京津冀協(xié)同發(fā)展的核心議題之一,本文從縮小京津冀三地間創(chuàng)新水平差距和推動跨地區(qū)、跨主體的創(chuàng)新協(xié)作兩個視角構(gòu)建了協(xié)同創(chuàng)新指數(shù),對京津冀協(xié)同創(chuàng)新水平進(jìn)行測度評價。測度結(jié)果為:2010-2014年期間,京津冀整體的創(chuàng)新能力有了明顯提升,但不同地區(qū)間、不同主體間的協(xié)同創(chuàng)新水平仍然較低。從綜合創(chuàng)新水平來看,北京在創(chuàng)新的投入、產(chǎn)出和環(huán)境方面都遙遙領(lǐng)先,天津在創(chuàng)新投入和產(chǎn)業(yè)創(chuàng)新產(chǎn)出方面進(jìn)步很快,河北在產(chǎn)業(yè)創(chuàng)新產(chǎn)出方面也有較快增長,但創(chuàng)新環(huán)境進(jìn)步緩慢。從主體間協(xié)同創(chuàng)新水平來看,企業(yè)的主體地位較低,高校和研究機(jī)構(gòu)的知識創(chuàng)新產(chǎn)出豐富但產(chǎn)業(yè)化程度較低。從區(qū)域間的協(xié)同創(chuàng)新水平來看,北京技術(shù)轉(zhuǎn)移在全國范圍內(nèi)呈現(xiàn)"跳躍式"擴(kuò)散特征,但對津冀主要產(chǎn)業(yè)的創(chuàng)新帶動貢獻(xiàn)不大。最后,提出了促進(jìn)創(chuàng)新要素特別是人才要素的流動、構(gòu)建官產(chǎn)學(xué)研多元主體協(xié)同創(chuàng)新模式、加強(qiáng)創(chuàng)新鏈與產(chǎn)業(yè)鏈對接等政策建議。
[Abstract]:Synergetic innovation is one of the core issues in the cooperative development of Beijing-Tianjin-Hebei. This paper constructs a collaborative innovation index from two angles of view: narrowing the gap of innovation level between Beijing, Tianjin and Hebei, promoting cross-regional and cross-subject innovation cooperation. To measure and evaluate the level of Beijing, Tianjin and Hebei collaborative innovation. The result shows that the overall innovation ability of Beijing-Tianjin-Hebei has been improved obviously in the period of 2010-2014, but the level of synergetic innovation among different regions and different subjects is still low. Judging from the level of comprehensive innovation, Beijing is far ahead in the input, output and environment of innovation. Tianjin has made rapid progress in innovation input and industrial innovation output, and Hebei has also witnessed relatively rapid growth in industrial innovation output. But the innovation environment progress slowly. From the view of the level of collaborative innovation among the agents, the status of the enterprises is low, the knowledge innovation output of universities and research institutions is rich, but the degree of industrialization is low. From the level of regional collaborative innovation, the technology transfer in Beijing is characterized by "leaping" diffusion in the whole country, but it has little contribution to the innovation drive of the main industries in Tianjin and Hebei. Finally, the paper puts forward some policy suggestions, such as promoting the flow of innovation elements, especially talent elements, constructing the cooperative innovation model of the multi-agent of official, production, learning and research, and strengthening the linkage between innovation chain and industry chain.
