【摘要】：清江流域不僅屬于武陵山片區(qū)(除宜都外),也屬于國家連片扶貧攻堅區(qū)。同時,流域大部分區(qū)域還屬于“生態(tài)環(huán)境敏感—經(jīng)濟發(fā)展滯后—區(qū)位功能重要”三位一體的國家重點生態(tài)功能區(qū)。近年來,清江流域經(jīng)濟開發(fā)如火如荼,取得了一定的成績,但是也存在一些嚴峻的問題,如流域資源過度開發(fā)、水生態(tài)污染、水土流失加劇、流域管理體制不暢、區(qū)域利益沖突頻發(fā)等諸多問題。清江流域是國家重要的生態(tài)寶庫,也是湖北省精準脫貧的主要戰(zhàn)場,目前清江流域生態(tài)及水環(huán)境保護壓力持續(xù)加大,因此,推動清江流域經(jīng)濟可持續(xù)發(fā)展與生態(tài)保護研究,關(guān)乎長江生態(tài)安全,關(guān)乎武陵山片區(qū)脫貧攻堅,關(guān)乎民族地區(qū)經(jīng)濟的可持續(xù)發(fā)展,具有重要的實踐意義。本文以清江流域為研究對象,采用文獻研究法、實地調(diào)研法等研究方法,介紹了清江流域經(jīng)濟可持續(xù)發(fā)展戰(zhàn)略的研究背景及意義,分析了國內(nèi)外的研究現(xiàn)狀,詳細闡述了相關(guān)概念及理論。為了能夠全面了解清江流域的概況,筆者多次深入清江流域所屬行政區(qū)域的國土資源局、環(huán)境保護局、水利局等部門調(diào)查訪談,收集到了清江流域經(jīng)濟社會發(fā)展與生態(tài)環(huán)境保護的第一手資料,總結(jié)了清江流域的基本概況,并且從四個層面深入分析了清江流域經(jīng)濟可持續(xù)發(fā)展戰(zhàn)略所面臨的問題。在把握清江流域經(jīng)濟可持續(xù)發(fā)展本質(zhì)內(nèi)涵的基礎(chǔ)上,提出了清江流域經(jīng)濟可持續(xù)發(fā)展的戰(zhàn)略框架設(shè)計。然后,結(jié)合清江流域的實際情況,創(chuàng)新性地提出了清江流域經(jīng)濟可持續(xù)發(fā)展的三部曲戰(zhàn)略選擇,即:“生態(tài)—環(huán)�！罏�(zāi)聯(lián)動戰(zhàn)略——可持續(xù)發(fā)展的基礎(chǔ)”、“清江流域產(chǎn)業(yè)生態(tài)化戰(zhàn)略——可持續(xù)發(fā)展的關(guān)鍵”以及“清江流域多中心治理戰(zhàn)略——可持續(xù)發(fā)展的保障”,三部曲戰(zhàn)略有機結(jié)合、三位一體、聯(lián)動發(fā)展。最后,進行了總結(jié)與展望,闡述了研究的一些不足之處,也希望能夠有時間、有機會繼續(xù)深造,深入研究,進一步完善清江流域經(jīng)濟可持續(xù)發(fā)展戰(zhàn)略的理論與實踐研究。
[Abstract]:Qingjiang River Basin not only belongs to the Wuling Mountain area (besides Yidu, but also belongs to the national poverty alleviation area. At the same time, most of the basin also belong to the national key ecological function area, which is "eco-environment sensitive, economic development lagging and location function important". In recent years, the economic development of the Qingjiang River basin is in full swing and has made certain achievements. However, there are still some serious problems, such as the over-exploitation of the basin resources, the water ecological pollution, the intensification of soil and water loss, and the unobstructed management system of the basin. Regional conflicts of interest occur frequently and so on. The Qingjiang River Basin is an important ecological treasure house of the country, and it is also the main battlefield for the accurate eradication of poverty in Hubei Province. At present, the pressure of ecological and water environmental protection in the Qingjiang River Basin is continuously increasing. Therefore, the study on the sustainable economic development and ecological protection of the Qingjiang River Basin is promoted. It relates to the ecological security of the Yangtze River, the region of Wuling Mountain, and the sustainable development of the economy in the minority areas, which is of great practical significance. In this paper, the research background and significance of the economic sustainable development strategy of the Qingjiang River basin are introduced, and the present research situation at home and abroad is analyzed by using the research methods of literature research and field investigation, and taking the Qingjiang River Basin as the research object. The related concepts and theories are elaborated in detail. In order to have a comprehensive understanding of the general situation of the Qingjiang River Basin, the author has conducted many investigations and interviews with the Land and Resources Bureau, the Environmental Protection Bureau, and the Water Conservancy Bureau of the administrative region of the Qingjiang River Basin. This paper collects the first-hand data of economic and social development and ecological environment protection in Qingjiang River Basin, summarizes the basic situation of Qingjiang River Basin, and analyzes the problems faced by the sustainable economic development strategy of Qingjiang River Basin from four aspects. On the basis of grasping the essential connotation of economic sustainable development in Qingjiang River Basin, the strategic framework design of economic sustainable development in Qingjiang River Basin is put forward. Then, according to the actual situation of Qingjiang River Basin, the trilogy strategic choice of economic sustainable development of Qingjiang River Basin is put forward, that is, "Eco-environmental protection-disaster prevention strategy-the foundation of sustainable development". "the ecological strategy of industry in Qingjiang river basin-the key to sustainable development" and "multi-center management strategy of Qingjiang river basin-the guarantee of sustainable development", trilogy strategy organic combination, trinity, linkage development. Finally, the paper summarizes and prospects some deficiencies of the research, and hopes to have time and opportunity to further study and further study, and further improve the theoretical and practical research on the sustainable economic development strategy of Qingjiang River Basin.
