【摘要】:隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展,分配問(wèn)題已經(jīng)成為當(dāng)前我國(guó)經(jīng)濟(jì)發(fā)展面臨的重要問(wèn)題和阻礙,只有進(jìn)一步完善分配制度,調(diào)整分配結(jié)構(gòu),才能使我國(guó)經(jīng)濟(jì)持續(xù)平穩(wěn)快速的發(fā)展。近年來(lái),我國(guó)壟斷行業(yè)發(fā)展迅速,帶來(lái)了巨大的經(jīng)濟(jì)效應(yīng)。但與此同時(shí),行業(yè)壟斷是我國(guó)市場(chǎng)經(jīng)濟(jì)分配制度不完善的重要體現(xiàn),也是導(dǎo)致我國(guó)分配不公的原因之一。進(jìn)一步促進(jìn)我國(guó)壟斷行業(yè)分配制度的改革,是解決我國(guó)分配問(wèn)題的重要步驟,也是促進(jìn)我國(guó)市場(chǎng)經(jīng)濟(jì)發(fā)展的重要環(huán)節(jié)。 在我國(guó),壟斷行業(yè)的存在和發(fā)展是市場(chǎng)經(jīng)濟(jì)和計(jì)劃經(jīng)濟(jì)共同作用的產(chǎn)物。通過(guò)對(duì)壟斷行業(yè)內(nèi)涵、分類、成因和特征的基本界定,我們可以直觀的看到,我國(guó)壟斷行業(yè)既有普遍性特征,又有濃厚的中國(guó)特色。隨著對(duì)壟斷行業(yè)收入分配相關(guān)理論的進(jìn)一步研究,不難發(fā)現(xiàn),按要素貢獻(xiàn)分配原則在我國(guó)分配制度中起著越來(lái)越重要的作用,這不僅是由我國(guó)國(guó)情決定的,更多的是經(jīng)濟(jì)發(fā)展和選擇的結(jié)果。在這一過(guò)程中,按要素貢獻(xiàn)分配和壟斷行業(yè)自身發(fā)展特點(diǎn)相結(jié)合,出現(xiàn)了一系列的問(wèn)題,只有正視并解決這些問(wèn)題,才能更好的促進(jìn)我國(guó)壟斷行業(yè)分配制度的改革。 在對(duì)我國(guó)壟斷行業(yè)收入分配現(xiàn)狀進(jìn)行調(diào)查和總結(jié)后,可以得出結(jié)論,壟斷行業(yè)個(gè)人收入水平明顯偏高。其工資收入高、福利待遇好、工資增長(zhǎng)快等特點(diǎn),正是當(dāng)前壟斷行業(yè)“按勞分配”名不符實(shí)、競(jìng)爭(zhēng)機(jī)制缺乏和規(guī)范機(jī)制不力等問(wèn)題的表現(xiàn)。這些問(wèn)題的出現(xiàn),最直接的原因是壟斷行業(yè)憑借壟斷地位獲得高額利潤(rùn),而產(chǎn)權(quán)制度不健全、法律法規(guī)不完善和政府的行政干預(yù)過(guò)多過(guò)強(qiáng)這些深層次的因素則從根本上影響著壟斷行業(yè)分配制度的改革,是更重要也更應(yīng)當(dāng)予以重視的問(wèn)題。 值得借鑒的是,美國(guó)、日本、德國(guó)作為對(duì)壟斷行業(yè)分配改革較早也較成功的國(guó)家,有著許多值得借鑒的經(jīng)驗(yàn)和教訓(xùn)。在總結(jié)了美日德三國(guó)經(jīng)驗(yàn)的基礎(chǔ)上,筆者針對(duì)我國(guó)壟斷行業(yè)存在的問(wèn)題及原因,提出以下幾點(diǎn)建議:首先,,要貫徹按要素貢獻(xiàn)分配的原則;打破壟斷行業(yè)固有利益,建立公平分配秩序,對(duì)壟斷行業(yè)的定價(jià)進(jìn)行管控,同時(shí)針對(duì)壟斷行業(yè)建立合理的收入標(biāo)準(zhǔn)。其次,加快產(chǎn)權(quán)制度的改革和完善;推進(jìn)壟斷企業(yè)改革,形成所有者、經(jīng)營(yíng)者利益制衡機(jī)制。第三,在壟斷行業(yè)中引入競(jìng)爭(zhēng)機(jī)制,減少政府的行政干預(yù);降低市場(chǎng)準(zhǔn)入標(biāo)準(zhǔn),真正實(shí)現(xiàn)政企分開,調(diào)整和減少優(yōu)惠政策,為公平競(jìng)爭(zhēng)創(chuàng)造條件。第四,進(jìn)一步完善監(jiān)督機(jī)制;建立健全相關(guān)法律法規(guī),強(qiáng)化對(duì)國(guó)有資產(chǎn)的監(jiān)管,對(duì)灰色收入、變相收入進(jìn)行管理,加強(qiáng)社會(huì)監(jiān)督,實(shí)現(xiàn)收入透明化。
[Abstract]:With the continuous development of China's socialist market economy, the distribution problem has become an important problem and hindrance in the current economic development of our country. Only by further improving the distribution system and adjusting the distribution structure, Ability to make our country economy continues steady and rapid development. In recent years, the monopoly industry in China has developed rapidly and brought huge economic effects. But at the same time, the industry monopoly is an important embodiment of the imperfect distribution system of market economy in our country, and it is also one of the reasons leading to the unfair distribution in our country. To further promote the reform of distribution system of monopoly industry in China is an important step to solve the problem of distribution in our country, and also an important link to promote the development of market economy in our country. In China, the existence and development of monopoly industry is the product of market economy and planned economy. Through the basic definition of the connotation, classification, causes and characteristics of monopoly industry, we can intuitively see that China's monopoly industry has both universal characteristics and strong Chinese characteristics. With the further research on the theory of income distribution in monopoly industry, it is not difficult to find that the principle of distribution by factor contribution plays a more and more important role in the distribution system of our country, which is not only determined by the national conditions of our country. More is the result of economic development and choice. In this process, according to the factor contribution distribution and monopoly industry itself development characteristics, there are a series of problems, only to face and solve these problems, in order to better promote our monopoly industry distribution system reform. After investigating and summarizing the current situation of income distribution in monopoly industry in China, we can draw a conclusion that the level of individual income in monopoly industry is obviously high. It has the characteristics of high wage income, good welfare treatment and rapid wage growth, which is the manifestation of the current monopoly industry "distribution according to work" is not worthy of the name, the lack of competition mechanism and weak regulation mechanism. The most direct reason for these problems is that the monopoly industry gains high profits by virtue of its monopoly status, and the property right system is not perfect. The imperfect laws and regulations and the excessive and too strong administrative intervention of the government fundamentally affect the reform of the distribution system of monopoly industry, which is more important and should be paid more attention to. It is worth learning that the United States, Japan, Germany, as monopoly industry distribution reform earlier and more successful countries, there are a lot of experience and lessons worth learning. On the basis of summing up the experiences of the United States, Japan and Germany, the author puts forward the following suggestions in view of the existing problems and reasons in China's monopoly industry: first of all, we should carry out the principle of distribution according to the contribution of factors, break the inherent interests of the monopoly industry, Establish fair distribution order, control the pricing of monopoly industry, and set up reasonable income standard for monopoly industry at the same time. Secondly, we should speed up the reform and perfection of the property right system, promote the reform of monopoly enterprises, and form the mechanism of balancing and balancing the interests of owners and managers. Thirdly, we should introduce competition mechanism in monopoly industries, reduce government administrative intervention, lower market access standards, truly separate government from enterprises, adjust and reduce preferential policies, and create conditions for fair competition. Fourth, further improve the supervision mechanism, establish and perfect relevant laws and regulations, strengthen the supervision of state-owned assets, manage grey income and disguised income, strengthen social supervision, and realize the transparency of income.
