多層次區(qū)域網(wǎng)下廣東省區(qū)域經(jīng)濟(jì)合作研究

【摘要】:在傳統(tǒng)的區(qū)域發(fā)展理論框架下,區(qū)域經(jīng)濟(jì)增長依賴于區(qū)域內(nèi)部的要素積累能力和稟賦條件。因此,區(qū)域政策的核心是吸引和培育要素,改善投資環(huán)境、設(shè)立吸引高級(jí)要素的優(yōu)惠政策成為區(qū)域政府常用的政策手段。進(jìn)入1980年代后,隨著經(jīng)濟(jì)全球化的發(fā)展,全球價(jià)值鏈分工體系逐漸取代了原有的國家(區(qū)域)間產(chǎn)業(yè)間分工模式,全球生產(chǎn)網(wǎng)絡(luò)使得區(qū)域間的聯(lián)系更加緊密。在此背景下,現(xiàn)代區(qū)域發(fā)展理論認(rèn)為,區(qū)域是根植于區(qū)域間的關(guān)系網(wǎng)絡(luò)中的,區(qū)域是相互依賴的,區(qū)域經(jīng)濟(jì)增長還取決于區(qū)域與外部的網(wǎng)絡(luò)關(guān)系的密度、與“誰”建立了“何種”區(qū)域網(wǎng)絡(luò)關(guān)系。區(qū)域的發(fā)展既依賴于自身要素的稟賦也取決于其與更大更廣闊區(qū)域間建立的多層次的區(qū)域合作關(guān)系網(wǎng)絡(luò)。因此,多層次的區(qū)域經(jīng)濟(jì)合作成為當(dāng)前轉(zhuǎn)型時(shí)期推動(dòng)地區(qū)發(fā)展的主要策略。本文以廣東省為例,通過事實(shí)梳理和實(shí)證檢驗(yàn)廣東省在多層次區(qū)域經(jīng)濟(jì)合作進(jìn)程中的所作努力,分析廣東省是如何通過積極主動(dòng)地實(shí)施區(qū)域經(jīng)濟(jì)一體化戰(zhàn)略,構(gòu)建區(qū)域經(jīng)濟(jì)合作網(wǎng)絡(luò)進(jìn)而推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展。本文歸納總結(jié)了廣東實(shí)施區(qū)域經(jīng)濟(jì)一體化戰(zhàn)略的特點(diǎn),利用貿(mào)易依存度檢驗(yàn)、貿(mào)易密集度檢驗(yàn)、產(chǎn)業(yè)集中度檢驗(yàn)等評價(jià)分析上述區(qū)域經(jīng)濟(jì)合作戰(zhàn)略在多大程度上推動(dòng)了廣東經(jīng)濟(jì)的發(fā)展。本文使用SU(2013)的分析框架,將廣東的區(qū)域經(jīng)濟(jì)一體化戰(zhàn)略劃分為三個(gè)層次:國際、省際和省內(nèi)的一體化,發(fā)現(xiàn)作為我國改革開放前沿的廣東省一直通過開展多層次區(qū)域經(jīng)濟(jì)合作構(gòu)建國際間、省級(jí)間的外部網(wǎng)絡(luò)關(guān)系,同時(shí)在區(qū)域內(nèi)部通過實(shí)施省內(nèi)的一體化戰(zhàn)略強(qiáng)化省內(nèi)各城市間的網(wǎng)絡(luò)聯(lián)系強(qiáng)度,推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展。研究發(fā)現(xiàn):國際層面,廣東省與東盟五國、韓國和港澳地區(qū)貿(mào)易往來密切,屬于關(guān)系緊密的貿(mào)易伙伴但近年來廣東與東盟貿(mào)易在整個(gè)中國東盟貿(mào)易中的相對低位下降,這引起了本文的重視并進(jìn)一步測算廣東與東盟五國的貿(mào)易潛力。結(jié)果顯示廣東與馬來西亞、印度尼西亞的貿(mào)易潛力正在衰退,而新加坡和菲律賓屬于貿(mào)易潛力發(fā)掘型國家,仍有較大貿(mào)易空間。省際層面,廣東對泛珠三角其余8省(區(qū))的專業(yè)化指數(shù)先升后降,符合倒U型曲線理論,泛珠三角的區(qū)域經(jīng)濟(jì)一體化不斷加深但由于廣東與毗鄰省份產(chǎn)業(yè)同構(gòu)性較強(qiáng),相互存在競爭關(guān)系,區(qū)域間經(jīng)濟(jì)合作浮于表面不夠深入。省內(nèi)層面,珠三角9市的專業(yè)化指數(shù)同樣滿足倒U型曲線,地區(qū)一體化程度較高,但三大經(jīng)濟(jì)圈產(chǎn)業(yè)發(fā)展速度層次不齊,各地市之間協(xié)調(diào)機(jī)制不健全,經(jīng)濟(jì)利益上很難達(dá)成一致共識(shí),因而地市間政府合作難以深入開展。為推動(dòng)以上問題能得到有效解決,本文提出廣東省在國際層面、省際層面和省內(nèi)層面的多層次治理建議。國際層面,一是要發(fā)揮廣東省政府的主觀能動(dòng)性并形成“決策-反饋”機(jī)制,促進(jìn)中央政府完善對區(qū)域的整體規(guī)劃;二是廣東省要與貿(mào)易伙伴國的地方政府盡快建立和完善地方合作機(jī)制,推動(dòng)形成多領(lǐng)域、多層次的合作交流體系;三是廣東省政府應(yīng)完善政策引導(dǎo)體系,推進(jìn)優(yōu)勢產(chǎn)業(yè)投資合作。省際層面,一是要推動(dòng)完善利益協(xié)調(diào)機(jī)制,實(shí)現(xiàn)多贏局面;二是要引導(dǎo)產(chǎn)業(yè)有序轉(zhuǎn)移承接,從而推進(jìn)產(chǎn)業(yè)鏈上下游的深度合作。省內(nèi)層面,廣東省除了要建立有效的協(xié)調(diào)機(jī)制,還應(yīng)明確各市的主體功能定位,達(dá)到增強(qiáng)區(qū)域整體競爭力的目的;另外,要制定有效的區(qū)域規(guī)劃績效評估體系,建立區(qū)域合作的實(shí)施保障機(jī)制。
[Abstract]:Under the framework of the traditional regional development theory, regional economic growth depends on the factor accumulation and endowment conditions within the region. Therefore, the core of the regional policy is to attract and cultivate the factors, improve the investment environment and establish preferential policies to attract the advanced elements to become the common policy means of regional government. After 1980s, the economy is with the economy. With the development of globalization, the global value chain division system has gradually replaced the original industrial division mode between countries (regions), and the global production network makes the interregional connections more closely. In this context, the modern regional development theory holds that the region is rooted in the interregional relations network, the region is interdependent, and the regional economy is interdependent. The growth also depends on the density of the network relations between the region and the outside, and the "who" has established "what" regional network relations. The development of the region depends on the endowment of its own elements as well as the multi-level network of regional cooperation relations with the larger and wider regions. Therefore, the multi-level regional economic cooperation has become the current transfer. The main strategy to promote regional development in the period of type. Taking Guangdong Province as an example, this paper examines and empirically tests Guangdong's efforts in the process of multi-layer regional economic cooperation, and analyzes how Guangdong province builds regional economic cooperation network to promote regional economy through active and active implementation of regional economic integration strategy. In this paper, the characteristics of Guangdong's implementation of regional economic integration strategy are summarized, and the evaluation of trade dependence degree, trade density test, industrial concentration test and so on to analyze the economic cooperation strategy of the above regional economic cooperation has promoted the economic development of Guangdong. This paper uses the analysis framework of SU (2013) to carry out the regional economy of Guangdong. The integration strategy of economic integration is divided into three levels: International, inter provincial and provincial integration. It is found that Guangdong Province, which is the frontier of China's reform and opening to the outside world, has been constructing international, inter provincial external network relations through multi-level regional economic cooperation, and strengthening the inter provincial cities through the integration strategy within the region. In the international level, Guangdong and the five ASEAN countries, South Korea and Hong Kong and Macao are close to the international level, and they are closely related trade partners, but in recent years, Guangdong and ASEAN trade in the whole China ASEAN trade have fallen relatively low, which has aroused the attention and further calculation of this article. The trade potential of Guangdong and the five ASEAN countries shows that the trade potential of Guangdong and Malaysia, Indonesia is declining, while Singapore and Philippines are trade potential countries and still have greater trade space. On the inter provincial level, Guangdong's specialization index of the remaining 8 provinces (regions) in the Pan Pearl River Delta is up and down, which is in line with the inverted U curve theory. On the other hand, the regional economic integration of the Pan Pearl River Delta is deepening, but because of the strong isomorphism between Guangdong and its adjacent provinces, there is a competitive relationship with each other, and the economic cooperation between regions is not deep enough. In the provincial level, the professional index of the 9 cities of the Pearl River Delta also meets the inverted U curve, and the degree of regional integration is high, but the three big economic circles are industry. With the uneven development speed level, the coordination mechanism between cities and cities is not sound, and it is difficult to reach consensus in economic interests. Therefore, the cooperation between cities is difficult to carry out in depth. In order to promote the above problems, it can be effectively solved. This paper puts forward the multi-level governance proposals at the international level, the inter provincial level and the provincial level in Guangdong province. We should give full play to the subjective initiative of the Guangdong provincial government and form the "decision feedback" mechanism to promote the central government to improve the overall planning of the region. Two, the local government of Guangdong province should establish and improve the local cooperation mechanism as soon as possible, and promote the formation of multi-disciplinary and multi-layer cooperation and exchange system, and the three is the Guangdong provincial government. Good policy guidance system, promote the advantage industry investment cooperation. Inter provincial level, one is to promote the improvement of the benefit coordination mechanism to achieve multi win situation; two is to guide the orderly transfer of industry to undertake, and promote the deep cooperation in the industrial chain downstream. In the provincial level, in addition to establish an effective coordination mechanism, Guangdong should also clear the main body of the city. The purpose of functional positioning is to enhance the overall competitiveness of the region. In addition, effective regional planning performance evaluation system should be formulated and the implementation guarantee mechanism of regional cooperation should be established.
