【摘要】：隨著環(huán)境污染、氣候變暖與能源安全形勢(shì)日益嚴(yán)峻,“低碳經(jīng)濟(jì)”概念誕生,它是指以盡可能少的污染與能源消耗創(chuàng)造最佳的社會(huì)與經(jīng)濟(jì)效益,其根本特質(zhì)就是提高能源的利用效率,轉(zhuǎn)變高消耗的經(jīng)濟(jì)發(fā)展模式。這種低碳經(jīng)濟(jì)模式是經(jīng)濟(jì)可持續(xù)發(fā)展的必然選擇。 近年來(lái),內(nèi)蒙古經(jīng)濟(jì)持續(xù)高速增長(zhǎng),創(chuàng)造了西部地區(qū)具有代表性的“內(nèi)蒙古發(fā)展模式”。但內(nèi)蒙古經(jīng)濟(jì)的高速增長(zhǎng)屬于“能源拉動(dòng)型增長(zhǎng)”,很大程度上來(lái)講是能源高度消耗的結(jié)果,仍然處于“高能耗、高碳排放”狀態(tài)。與此同時(shí),區(qū)域主導(dǎo)產(chǎn)業(yè)在整個(gè)區(qū)域產(chǎn)業(yè)體系中處于重要地位,決定區(qū)域產(chǎn)業(yè)特征和演變方向并與區(qū)域產(chǎn)業(yè)持續(xù)、健康、快速發(fā)展有密切關(guān)系。結(jié)合以上兩點(diǎn),我們知道在國(guó)內(nèi)外發(fā)展低碳經(jīng)濟(jì)的大背景下,根據(jù)內(nèi)蒙古地區(qū)經(jīng)濟(jì)特點(diǎn)選擇適合內(nèi)蒙古自治區(qū)發(fā)展低碳經(jīng)濟(jì)的主導(dǎo)產(chǎn)業(yè)成為急需解決的現(xiàn)實(shí)問(wèn)題。 本文采取理論與實(shí)證相結(jié)合的分析方法,首先介紹了低碳經(jīng)濟(jì)與主導(dǎo)產(chǎn)業(yè)相關(guān)理論,之后分析了內(nèi)蒙古產(chǎn)業(yè)現(xiàn)狀。本文將低碳指標(biāo)融入內(nèi)蒙古主導(dǎo)產(chǎn)業(yè)選擇體系中,從產(chǎn)業(yè)規(guī)模、產(chǎn)業(yè)關(guān)聯(lián)度、比較優(yōu)勢(shì)、經(jīng)濟(jì)效益、低碳這五方面綜合評(píng)價(jià)24個(gè)工業(yè)產(chǎn)業(yè)部門(mén),進(jìn)行主導(dǎo)產(chǎn)業(yè)選擇。最后根據(jù)內(nèi)蒙古產(chǎn)業(yè)發(fā)展現(xiàn)狀與因子分析的結(jié)果提出低碳經(jīng)濟(jì)視角下適合內(nèi)蒙古主導(dǎo)產(chǎn)業(yè)發(fā)展的建議及對(duì)策。
[Abstract]:With the environmental pollution, climate warming and energy security situation becoming increasingly serious, the concept of "low-carbon economy" was born, which means to create the best social and economic benefits with as little pollution and energy consumption as possible. Its basic characteristic is to improve the efficiency of energy use and change the economic development model of high consumption. This low-carbon economic model is the inevitable choice of sustainable economic development. In recent years, Inner Mongolia's economy has continued to grow at a high speed, creating a representative "Inner Mongolia development model" in the western region. However, the rapid economic growth in Inner Mongolia belongs to the "energy-driven growth", which to a large extent is the result of high energy consumption and is still in the state of "high energy consumption and high carbon emissions". At the same time, regional leading industry plays an important role in the whole regional industrial system, which determines the characteristics and evolution direction of regional industry and is closely related to the sustained, healthy and rapid development of regional industry. Combined with the above two points, we know that under the background of the development of low-carbon economy at home and abroad, according to the economic characteristics of Inner Mongolia region, the choice of leading industries suitable for the development of low-carbon economy in Inner Mongolia Autonomous region has become a practical problem that needs to be solved urgently. This paper introduces the theory of low-carbon economy and leading industry, then analyzes the present situation of industry in Inner Mongolia. In this paper, the low carbon index is integrated into the selection system of leading industry in Inner Mongolia, and 24 industrial sectors are comprehensively evaluated from five aspects: industrial scale, industrial correlation degree, comparative advantage, economic benefit and low carbon. Finally, according to the present situation of industrial development in Inner Mongolia and the result of factor analysis, the paper puts forward some suggestions and countermeasures for the development of leading industry in Inner Mongolia from the perspective of low-carbon economy.
